Too early for optimism
After high-level talks between South and North Korea at Panmunjom ended, the North has withdrawn its declaration of a quasi-state of war and the South has stopped its loudspeaker propaganda broadcasts along the border./ 판문점에서 남북한 고위급 회담이 끝난 후 북한은 준전시상태 선언을 철회했고 남한은 휴전선에서의 확성기 선전방송을 중단했다/
The six-point agreement after a 43-hour marathon meeting has prevented both sides from heading into a catastrophe by easing the tension triggered by land mine explosions that injured two soldiers./ 43시간 동안의 마라톤협상 끝에 6개 항의 합의를 함으로써 두 명의 병사가 부상을 입은 지뢰 폭발로 야기된 긴장을 완화하여 양측 모두 재앙으로 치닫는 것을 막을 수 있게 되었다/ The North expressed “regret over recent land mine blasts that occurred on the southern side of the demilitarized zone.”/ 북한은 “DMZ 남측 지역에서 최근에 일어난 지뢰폭발에 대해서 유감”을 표명했다/
The four officials at the meeting - South Korea’s Director of National Security Kim Kwan-jin and Unification Minister Hong Yong-pyo and their North Korean counterparts Hwang Pyong-so, the director of the General Political Bureau of the North Korean Army and Kim Yang-gon, the secretary of the Central Committee of the Workers’ Party - hammered out the joint agreement in a breathtaking war of words on behalf of their leaders./ 남한의 김관진 청와대 국가안보실장과 홍용표 통일부 장관, 북한의 황병서 인민군 총정치국장, 김양건 노동당 중앙위원회 비서 등 네 명의 고위급 대표는 각각의 지도자를 대신해 숨 막히는 설전에 종지부를 찍는 공동 합의문을 이끌어 냈다/ We applaud their perseverance and wisdom to turn the crisis into an opportunity./ 우리는 고위급 대표들이 위기를 기회로 바꾸기 위해 인내하며 지혜롭게 처신한 것에 대해 박수를 보낸다/
At first glance, the agreement may appear disappointing./ 얼핏 보면, 합의문이 실망스러울 수도 있다/ The wording of the agreement does not specify who is accountable for placing the land mines./ 합의문의 표현을 보면 지뢰를 설치한 당사자가 누구인지 구체적이지 않다/ Despite our government’s explanation that it’s obvious by the stated “regret,” the wording is blurry./ 정부의 설명에도 불구하고 “유감”이라고 표현된 말이 모호한 것은 분명하다/ A pledge not to repeat such provocations is also missing./ 그러한 도발을 반복하지 않겠다는 약속 또한 빠져 있다/
The government seems happy with the “stipulation of our right to resume loudspeaker propaganda campaigns in times of emergency,” but it is unclear what “emergency” is referring to./ 정부는 비상사태 시 확성기 선전 방송을 재개할 수도 있다는 조항만으로 만족하는 것처럼 보이지만 “비상사태”가 의미하는 것이 불분명한 것은 어쩔 수 없다/
Regardless, the North’s step back could be our accomplishment./ 그럼에도 불구하고 북한이 한 걸음 양보한 것은 성과라고 할 수 있다/ “Regret” is a diplomatic term for “apology.”/ “유감”은 “사과”라는 외교적 표현이다/ The North’s retreat can translate into Pyongyang’s submission to President Park’s firm position to cut the vicious cycle of “provocation, dialogue and a quid pro quo” once and for all./ 북한이 이처럼 물러선 것은 도발은 결국에는 대화와 물자지원으로 인식되는 악순환을 단절하기 위한 박 대통령의 확실한 태도에 대한 북한의 항복이라 할 수 있다/
As it turns out, North Korea proposed the high-level talks before President Park took the opportunity./ 알다시피 북한은 박 대통령이 기회를 잡기 전에 고위급 회담을 제안했다/ Both Koreas also agreed to the union of separated families and promotion of civilian exchanges./ 남북 양측은 또한 이산가족 상봉과 인적 교류를 촉진하기로 합의했다/ Yet it’s too early to pin our hopes on a dramatic turnaround, as evidenced by frequently interrupted reunions in the past./ 하지만 과거에 자주 이산가족 상봉이 중단된 예가 있기 때문에 지나치게 극적인 변화에 희망을 걸기에는 너무 이른 감이 없지 않다/
Despite the dramatic ending of the talks, it’s too early to be optimistic about inter-Korean relations./ 회담이 극적으로 끝났음에도 불구하고 남북한 관계에 관한 지나친 낙관론을 금물이다/ To move forward, North Korea must end its whimsical provocations./ 앞으로 나가가기 위해서 북한은 엉뚱한 도발을 하지 않아야 할 것이다/ And both sides should have dialogue with sincerity to open a new chapter in the conflict-ridden history of the Korean Peninsula./ 그리고 남북한은 한반도의 갈등의 역사에 새로운 장을 열어 나가기 위해 진심으로 대화에 임해야 할 것이다/
