[글로벌 아이] 시리아에서 얻는 북한 급변 사태의 교훈
시리아 사태는 통일을 최상위 목표로 하고 있는 우리에게도 시사점이 많다. 먼저 지구촌을 뒤흔드는 시리아 난민이 발생한 직접적인 원인은 자국민에게 악행을 저지른 알아사드 정권 치하에서 벌어진 내전이다. 이로 인해 시리아 인구의 절반인 1100만 명이 나라 안팎에서 난민으로 떠도는 것으로 추산된다. 난민 행렬은 그리스·이탈리아를 지나 도버 해협을 건너 영국으로 밀려들어갔다.
시리아 사태는 폭압적 정권→주민 탄압→내전→민생 붕괴→또 다른 적대세력 등장(이슬람국가, IS)→대규모 탈출로 요약될 수 있다.
시선을 바꿔 북한으로 향해 보자. 시리아와 북한을 단순 비교할 수는 없지만 북한의 급변 사태로 대규모 난민이 발생할 경우 마땅한 해결 방법을 찾기 어렵기는 마찬가지다. 통일부 집계에 따르면 올해 6월까지 입국한 북한 이탈 주민은 2만8000여 명이다. 한국의 전체 인구 5100만 명에 비하면 새발의 피다. 그럼에도 빠듯한 정부 예산으로는 이들의 완벽한 한국 사회 적응을 돕는 게 충분하지 않다. 새터민 지원대책은 2004년 베트남에서 전세기로 468명이 집단 입국하며 바뀌었다. 정부 소식통에 따르면 ‘무더기 입국’의 여파로 약 3600만원의 정착지원금을 조건 없이 나누어 주던 방식을 바꿔 이 중 일부를 자격취득과 직업훈련을 할 경우 순차적으로 지원하는 방식으로 변경했다. 이 소식통은 “새터민들이 일자리를 갖도록 독려하는 측면도 있었지만 예산 문제도 있었다”고 귀띔했다.
북한 급변 사태로 정권의 통제력이 붕괴돼 난민이 발생하면 1차 탈출구는 한국과 중국이고 이어 일본 밀항 등으로 번진다. 난민 규모에 따라선 탈북자의 루트인 몽골과 동남아도 북한 사태에서 자유로울 수 없다. 급변 사태 후 38선을 막아 버린다 한들 서해의 강화도와 동해의 고성으로 밀려 들어오는 보트 피플을 차단할 수단과 명분은 현실적으로 없다. 남한 아니면 수장을 택하겠다는 동포를 어떻게 막을 수 있겠는가.
시리아의 교훈은 난민에만 있는 게 아니다. 북한 급변 사태 후 한국이 한반도 전역의 통제권을 행사하리라는 보장이 없다. 러시아는 최근 IS 격퇴를 명목으로 시리아에 군 병력을 들여보냈다. 누가 봐도 친러 정권인 알아사드 대통령 구하기이고, 장기적으로는 러시아의 중동 영향력 굳히기 전략이다. 북한 급변 사태 후 중국이 북한 핵이 위험하다는 명목으로 북한에 병력을 전격 투입해 친중 정권 구축에 나서지 않으리라는 법이 있는가. 미국·일본 등 국제 사회가 흥분하겠지만 일단 들어가면 강제로 내보낼 방법이 마땅치 않다. 한국은 난민만 받고 38선은 그대로 유지되는데 주변국은 결국 여기에 눈을 감는 참담한 상황이 올 수도 있다.
북한 급변 사태는 핵 개발을 고수하는 김정은 정권을 겨냥한 최후의 카드다. 하지만 북한 급변 사태가 반드시 한반도 안정과 통일을 가져오리라 단정하면 곤란하다. 오히려 시리아 사태처럼 대량 난민과 외세 유입으로 치달을 수도 있다.
