Where did all the money go?

The financial crisis at Daewoo Shipbuilding & Marine Engineering (DSME) is heading to a new climax./ 금융위기를 겪고 있는 대우조선해양이 새로운 정점으로 치닫고 있다/ In an urgent meeting on Thursday, the government and creditors decided to offer a more than 4 trillion won ($3.5 billion) bailout package, which includes 1 trillion won in paid-in capital increases, 3 trillion won in new loans and approximately 1 trillion won in debt-for-equity swaps./ 목요일 긴급회의에서 정부와 채권단은 1조원의 유상증자, 3조원의 신규 대출, 약 1조원의 출자전환을 포함한 4조원 이상의 구제금융 패키지를 제공하기로 결정했다/ The once-powerful shipbuilder is expected to record over a 2 trillion won deficit in the latter half of the year after a whopping 3 trillion won deficit in the first half./ 한 때 잘 나가던 대우조선은 상반기 3조원이 넘은 적자를 낸 후 하반기에도 2조원이 넘는 적자를 낼 것으로 전망됐다/ If the government and creditors leave things as they are, the company can hardly take new orders because its debt-to-equity ratio is likely to skyrocket to 4,000 percent./ 만약 정부와 채권단이 대우조선을 그대로 놔두면 대우조선은 부채비율이 4,000퍼센트를 넘어갈 것이기 때문에 신규 수주가 사실상 불가능해진다/ The government and lenders called for a freeze in wages, suspension of union strikes and a drastic cut in personnel expenses in return for the aid./ 정부와 채권단은 자금 지원을 해주는 대신에 임금동결과 노조쟁의 금지, 인건비 절감 등을 요구했다/

The crisis at Daewoo was anticipated after the world’s leading shipbuilders - including Daewoo, Hyundai Heavy Industries and Samsung Heavy Industries - competed fiercely to sell ships after the 2008 global financial meltdown./ 대우조선의 위기는 세계 선두 조선회사인 대우조선, 현대중공업, 삼성중공업이 2008년 세계 금융위기 이후 출혈 저가 경쟁을 벌일 때부터 예상되었다/ Economic experts have repeatedly warned that the three shipbuilding giants needed an immediate restructuring after Sungdong Shipbuilding & Marine Engineering and STX collapsed./ 경제 전문가들은 성동조선과 STX가 쓰러진 후 3대 조선소도 즉각 구조조정을 해야 한다고 계속 경고했다/ But the government and creditors were reluctant to get involved in the liquidity crisis./ 하지만 정부와 채권단은 이러한 유동성 위기에 개입하는 것을 꺼렸다/

Much could have been done before this./ 이렇게 되지 않을 수도 있었다/ For example, a former CEO of Daewoo grabbed 900 million won in annual salary and bonus./ 예를 들어, 전임 대우조선 사장은 연봉과 보너스로 9억원을 받아갔다/ Labor and management agreed on 9 million won in special bonuses for all employees to boost their morale./ 노사도 사기를 진작시키기 위해 모든 노동자에 대해 특별 보너스 9백만원 지급에 동의했다/ Daewoo enjoyed a sweet bonus party from top to bottom at the expense of citizens’ tax payments./ 대우조선은 국민의 혈세로 고위층부터 말단까지 달콤한 보너스 잔치를 즐긴 것이다/ If this happens at a crucial industry, the government must roll up its sleeves to do something about the problem./ 만약 국가 기간산업이 잘못되면 문제를 해결하기 위해 정부가 팔을 걷어붙이는 것이 마땅하다/ DSME went through a harsh financial crisis and could come back thanks to a 2.9 trillion won bailout from government coffers during Korea’s 1997-98 foreign reserves crisis./ 대우조선은 97-98년 한국의 외환위기 때 정부가 2조 9천억원의 공적자금을 들여 살려낸 기업이다/

This time, the financial aid by the government and creditors must go beyond keeping the industry afloat./ 이번 정부와 채권단의 금융지원은 대우조선을 그냥 연명시키는 것을 넘어서야 한다/ It must trigger a massive restructuring of our entire shipbuilding industry./ 전체 조선 산업을 강력하게 구조조정 하는 계기로 삼아야 한다/ The government needs to draw up a blueprint for how to resuscitate the industry, including devising a path to survival, mergers and sellouts and drastic slashes in excess facilities./ 정부는 뼈를 깎는 자구계획과 함께 합병, 매각 등 과잉설비를 과감하게 줄이고 경쟁력을 회복하기 위한 청사진을 그려나갈 필요가 있다/ The government must hold managements accountable for wasting the people’s money./ 정부는 국민의 세금을 낭비한 경영진에 책임을 물어야 한다/ Not only the executives of DSME and the Industrial Bank of Korea, its major shareholder, but the government must take responsibility./ 대우조선과 대우조선의 대주주인 산업은행 경영진뿐만 아니라 정부도 책임을 져야 한다/ It appointed the leadership of the state-run bank./ 정부가 국영은행의 지도자를 선임했기 때문이다/
