[분수대] 잊혀진 유엔데이
야간 조명이 수시로 바뀌는 서울시청 청사가 24일 밤에는 내내 파랬던 걸 눈치 챈 이는 드물다. 이게 유엔 창립 70주년 특별 이벤트였음을 아는 사람은 더 적었을 게다.
뜻깊은 이날을 기리기 위해 유엔은 세계 300여 개 명소를 푸른 등으로 밝혔다. 호주 시드니 오페라하우스를 시작으로 이집트 피라미드, 미국 뉴욕 엠파이어스테이트빌딩, 영국 런던 국회의사당 등이 차례로 유엔의 상징인 푸른색으로 변했다. 한국에선 서울시청과 인천대교가 참여했지만 홍보 부족으로 대중의 무지 속에 아무런 울림 없이 끝났다.
지금과는 달리 1960, 70년대에는 유엔 열기가 대단했다. 45년 유엔헌장 발효일에 맞춰 제정된 유엔의 날은 '유엔데이'로 불리며 50년부터 26년간 공휴일로 지켜질 정도였다. 이날이면 옛 중앙청 앞에 3군 의장대가 모여 기념식을 거행한 뒤 시가행진을 펼쳤으며 때론 화려한 꽃마차까지 등장해 흥을 돋궜다. 그뿐만 아니라 기념 영어웅변대회에다 각 대학에선 모의올림픽까지 열렸다. 유엔 회원국도 아닌데 말이다.
유엔과의 관계를 생각하면 그럴 만도 했다. 한국전 때 북한을 막아준 건 미군이 아닌 유엔군이었다. 미군이 다수였지만 영국·터키 등 타국 희생자도 3000명이 넘었다.
게다가 한국전 후 유엔은 '유엔한국재건단(UNKRA)'을 꾸려 잿더미로 변한 남한을 일으켜 세웠다. 서울 메디컬센터, 문경 시멘트공장, 인천 판유리 공장, 77개 저수지 등이 UNKRA의 원조로 건설됐다.
하지만 국가의 기억도 오래가진 못하는 모양이다. 유엔데이를 국경일로 삼으라는 유엔의 71년 권고와는 거꾸로 한국은 5년 뒤인 76년 이를 공휴일에서 뺀다. 91년 오랜 염원이었던 유엔 가입이 이뤄지고 2006년 반기문 사무총장까지 배출했음에도 국내에서의 유엔에 대한 관심은 점점 식는 느낌이다.
지난 23일 밤 서울 시내 한 호텔에서 열린 '유엔의 날 기념행사'가 한국 사회의 건망증을 적나라하게 보여줬다. 3~4년 전까지도 400명에 달했던 참가자 숫자가 70주년임에도 불구하고 180여 명으로 줄었다. 초대받은 40여 명의 국회의원 중 얼굴을 내민 건 불과 2명이었다. 오랫동안 계속됐던 한국유엔협회에 대한 당국의 지원도 슬그머니 끊겼다.
냉전 종식 이후 동서 진영 간 갈등이 사라져 유엔의 역할과 힘이 확 늘었다는 게 정설이다. 그런데도 한국은 유엔에 감사하고 제대로 활용할 궁리를 하기는커녕 도통 무관심하다. 역사를 제대로 알면 뭐하나. 역사적 도의조차 올바로 행하지 않는데 말이다.
