Icicles line the bank of the Han River in Seoul on Sunday as the temperature dipped down to minus 8 degrees Celsius (17.6 degrees Fahrenheit) in the Seoul area. The weather agency issued a cold spell warning on Sunday in Gangwon and some parts of Gyeonggi. [NEWSIS]
