Korea and Japan struck a landmark deal on Monday in the long-running diplomatic battle over the Japanese military’s wartime sexual enslavement of Korean women by agreeing to a Japanese government apology and a multimillion-dollar fund for the victims.

The foreign affairs ministers of Korea and Japan sat down for a final negotiation in the afternoon in Seoul to resolve the decades-long impasse over the issue of the “comfort women,” thousands of women and girls forced into Japanese military brothels during World War II. Foreign Affairs Minister Yun Byung-se and his Japanese counterpart, Fumio Kishida, met for 70 minutes and announced the deal at a press conference in Seoul’s Ministry of Foreign Affairs.

수십년 동안 해결하지 못한 위안부 문제를 해결하기 위해 한국과 일본의 외교장관이 월요일 오후 서울에서 최종 협상 테이블에 앉았다. 위안부는 제2차 세계대전 중 일본군 위안소로 강제로 끌려간 수 천명의 여성들을 이르는 말이다. 윤병세 외교부 장관은 기시다 후미오 일본 외상과 70분 동안 회담을 하고서 서울 외교부 청사에서 기자회견을 열어 합의내용을 발표했다.

In a televised media conference, Kishida announced a three-point statement that included an apology from Japanese Prime Minister Shinzo Abe. “The comfort women issue is an issue in which the honor and dignity of many women were severely injured with the involvement of the Japanese military,” Kishida said. “From this perspective, the Japanese government fully realizes responsibility.”

TV로 생중계되는 기자회견에서 기시다 외상은 아베 신조 일본 총리의 사과를 포함하는 3개항의 성명을 발표했다. “위안부 문제는 당시 일본군의 관여 아래 다수 여성의 명예와 존엄에 깊은 상처를 입힌 문제로서, 이러한 관점에서 일본 정부는 책임을 통감한다”고 기시다는 밝혔다.

He said Abe, as the “cabinet prime minister of Japan,” extended his “heartfelt apologies and remorse to all those who suffered immeasurable pain and incurable physical and psychological wounds as comfort women.”

“아베 신조 내각총리대신은 일본국 내각총리대신으로서 측량할 수 없는 고통과 치유할 수 없는 육체적 정신적 상처를 입은 모든 위안부들에게 마음으로부터 사죄와 반성을 표명한다”고 기시다는 말했다.

Kishida stressed that the Japanese government has been serious about the issue and decided to take this opportunity to offer measures to heal the wounds of the former comfort women using the Japanese government’s budget. He said the Korean government will establish a foundation to support the former comfort women, and the Japanese government will fully finance the fund. The amount, Kishida, said will be about 1 billion yen ($8.3 million).

기시다 외상은 일본정부는 위안부 문제를 심각하게 받아들이고 있었으며 일본 정부의 예산으로 위안부 피해여성들의 상처를 치유하는 방안을 제시할 기회로 삼고자 한다고 강조했다. 기시다 외상은 한국정부가 위안부 피해여성들을 지원할 재단을 설립하고 일본정부는 이 재단에 기금을 전액 제공할 것이라고 말했다. 출연 기금은 1억엔이라고 기사다 외상은 말했다.

The two countries agreed that the settlement is final and irreversible as long as Japan faithfully follows through with its promise. The two governments also agreed that they will refrain from criticizing each other over the issue in the international community, including at the United Nations.
