Time for action
Yoo Il-ho, nominee for deputy prime minister for the economy and finance minister, comes into office today beneath all the dark clouds hovering over the Korean economy./ 유일호 경제부총리 겸 기획재정부 장관 후보자는 먹구름에 휩싸인 한국 경제의 수장으로 오늘 취임한다/ He faces such daunting challenges that they defy any comparison with his predecessors under the Park Geun-hye administration./ 유 부총리는 박근혜 정부에서 몸담았던 전임 부총리들과 비교해서 더 힘든 도전에 직면하고 있다/ As economic conditions have precipitously worsened since Park’s inauguration, the government’s policy means for financial and monetary prescriptions have nearly been exhausted./ 박근혜 정부 출범 이후 경제 여건이 나빠지면서 이에 대응해 꺼내들 정부의 재정 및 통화정책 수단도 거의 소진되었다/ In the confirmation hearing, Yoo professed he would not deviate much from the current direction of the government’s economic policies./ 인사청문회에서 유 부총리는 현재의 정부 경제정책 기조에서 크게 벗어나지 않을 것이라고 강조했다/ The Korean economy is facing gloom in almost every direction./ 한국 경제는 거의 모든 면에서 침체에 직면하고 있다/ Some 64 percent of our young people are hired on contracts or in part-time jobs, while ordinary citizens have accumulated 1,200 trillion won ($990.6 billion) in household debt./ 청년층의 약 64퍼센트가 비정규직으로 취업해 있고 일반 국민들은 1,200조원에 달하는 가계 빚을 지고 있다/ Some of them can’t afford anything but debt servicing./ 그러한 사람들 대부분은 빚 갚기에 바빠 소비할 여유가 없다/ The government lacks the 4 trillion won needed for state-subsidized day care for 3- to 5-year-olds due to a shortage of tax revenue that has everything to do with the corporate sector’s ever-weakening competitiveness./ 정부는 기업의 경쟁력이 약화되면서 세수가 줄어들어 3-5세 무상보육에 필요한 4조원도 대지 못하고 있다/ A glimmer of hope can still be found in structural reforms, but only a glimmer./ 작은 희망이라면 구조개혁을 통해서 문제를 해결할 수 있다는 것이다/ The government has so far failed to achieve structural reforms in labor, finances, education and other public sectors./ 현 정부는 노동, 금융, 교육, 기타 공공부문에 대한 구조개혁을 마무리 하지 못했다/ Despite the government touting its civil servants pension reform, that can hardly help turn our low growth rate around./ 정부는 공무원 연금개혁을 자랑으로 내세우고 있지만 저 성장률을 극복하는 데는 거의 도움을 주지 못하고 있다/ And hard fought reforms to the labor market are on the brink of collapse./ 그리고 노동시장 개혁은 격론을 벌이고 있지만 좌초 직전이다/If the new minister wants full-fledged reform, he’s going to have to work overtime./ 유 부총리가 전면적인 개혁을 원한다면 더 열심히 노력해야 할 것이다/ His two predecessors’ policy goals were merely establishing a basic infrastructure for the economy to get out of the long tunnel of low growth./ 두 명의 전임 부총리들의 역할은 저성장의 긴 터널을 벗어나기 위한 경제의 기본적인 인프라를 마련하는 것이었다/ Revamping an economy cannot be achieved by deregulation alone./ 규제완화만으로 경제를 개조할 수는 없다/ Yoo’s pledge to follow in his predecessors’ footsteps doesn’t inspire much confidence./ 전임자의 기조를 따르겠다는 유 부총리의 선언은 자신감을 가질 수 있는 수준은 아니다/ His predecessors lost a precious opportunity for Korea to join the Trans-Pacific Partnership, a trade agreement among 12 Pacific Rim countries./ 전임자들은 한국이 환태평양 12개국과의 무역협정인 TPP(환태평양경제동반자협정)에 가입할 수 있는 소중한 기회를 놓쳤다/ If the new minister follows in their footsteps too closely, it could lead him and Korea nowhere./ 만약 신임 부총리가 전임자들의 기조를 그대로 따라간다면 한국은 방향을 잡지 못할 것이다/ Without powerful policy recipes and the capability to implement them, our economy will remain adrift./ 강력한 정책카드와 실천력 없이는 우리 경제는 계속 표류하게 될 것이다/ Yoo’s new economic team must tackle tough challenges with determination./ 새로운 유 부총리 경제팀은 투지를 가지고 어려운 도전을 해결해 나가야 한다/ In such a dismal environment, powerful strategies are essential./ 이러한 암울한 환경에서는 강력한 전략이 중요하다/ Park’s presidential term expires in less than 2 years./ 박 대통령의 임기는 2도 안 남았다/ Yoo must present strong action plans./ 유 부총리는 강력한 액션플랜을 내 놓아야 한다/ The sooner the better./ 빠르면 빠를수록 좋다/
