It’s panic time
Feb 02,2016Korea’s exports decreased by 18.5 percent in January year on year./ 한국의 1월 수출이 전년 대비 18.5퍼센트가 감소했다/ That’s the steepest fall since August 2009, when our economy suffered seismic shocks from the global financial meltdown./ 우리 경제가 글로벌 금융위기로 엄청난 쇼크를 받고 있을 때인 2009년 8월 이후 감소폭이 가장 크다/ Most of our mainstay export items - such as semiconductors, petrochemical products, steel and cellphones - were down in the first month of 2016./ 반도체, 석유화학 제품, 철강, 휴대전화와 같은 우리의 주력 수출 품목의 대다수가 2016년 첫 달에 부진을 면치 못했다/ Our exports to all markets across the globe except the eurozone declined at an alarming rate./ 유로존을 제외한 세계 전역에 걸친 모든 시장에서 우리 수출이 놀라운 속도로 감소했다/ More alarmingly, it wasn’t only the dollar amounts that fell but the export volume as well./ 더 심각한 것은 달러 액수뿐만이 아니라 수출 물량까지 줄어 들었다는 점이다/ In volume terms, January exports fell 5.3 percent, a gradual rebound from minus 9.4 percent in October./ 물량 측면에서 보면 1월 수출이 지난 10월에 9.4퍼센트 하락에서 점진적으로 회복한 수준이 5.3퍼센트 하락이다/ The declines stem from a complicated set of factors including reduced global demand, oversupply and price cuts from lower oil prices./ 글로벌 수요가 감소한 것을 포함한 일련의 복합적인 요소에서 비롯된 감소는 저유가에 따른 단가하락과 공급과잉 때문이다/ Unless variables such as a strong U.S. dollar and slowing Chinese economy change, the crisis could be prolonged down the road./ 미국 달러화의 강세와 중국경제의 부진과 같은 변수가 바뀌지 않으면 위기는 장기적인 부진으로 이어질 수 있다/ The government’s forecast that our exports will improve compared to last year will likely be off the mark./ 작년과 비교해 우리의 수출이 개선될 것이라는 정부의 예측도 빗나갈 가능성이 커졌다/ If the gloom continues, our economy may be heading into something of a perfect storm./ 만약 부진이 계속되면 우리 경제는 더 나쁠 수 없는 상황인 퍼펙트 스톰이 될 수도 있다/ Nevertheless, no special measures aimed at pulling our economy from the quagmire are on the horizon./ 그럼에도 불구하고 수렁에서 우리 경제를 구할 수 있는 특별한 묘수가 곧 생겨 날 것 같지는 않다/ The International Monetary Fund and major global investment banks are lowering their growth prospects for the world economy in lockstep, including major economies./ IMF를 비롯한 주요 글로벌 투자 은행들도 주요 경제 국가를 포함한 부진에 빠져 있는 세계 경제에 대한 성장 전망치를 낮추고 있다/ Under such circumstances, China and Japan are engaged in a heated competition to lower their currencies’ value to prop up their exports, sparking a potential global currency war./ 이러한 상황에서 중국과 일본은 자국의 수출을 늘리기 위해 경쟁적으로 통화가치를 떨어뜨리며 통화전쟁 분위기를 조성하고 있다/
As a result, our government is losing the leverage available - involving manipulation of interest rates, financial and exchange rate policies - to combat against external shocks./ 결과적으로, 우리 정부는 외부 쇼크에 대응하기 위한 금리, 재정, 환율 정책을 조정할 수 있는 여지를 갈수록 잃어가고 있다/ Yet our financial authorities cannot resort to government subsidies or other types of export promotion as they once did./ 하지만 우리 금융당국은 예전처럼 정부 보조금 또는 다른 유형의 수출 촉진책에 의존할 수 없게 되었다/ We cannot but ratchet up our competitiveness in global markets by reinforcing our economic fundamentals and innovation./ 우리는 경제 체질 개선과 혁신을 강화함으로써 글로벌 시장에서의 경쟁력을 높이는 것 외엔 방법이 없다/ Bills to resuscitate our struggling economy have been pending in the National Assembly due to partisan battles between the ruling and opposition parties./ 고군분투하고 있는 우리 경제를 소생시킬 수 있는 법안들은 여당과 야당의 정쟁 때문에 국회에서 계류 중이다/ Despite new Deputy Prime Minister for the Economy and Finance Minister Yoo Il-ho’s plea for support in passing four labor reform bills to put our economy back on track, the opposition camp vehemently opposes them./ 유일호 경제부총리가 우리 경제를 다시 정상궤도에 올리기 위해 4대 노동개혁 법안 통과를 지원하겠다고 선언했음에도 불구하고 야당진영에서는 격렬하게 반대하고 있다/ The government must go further to expedite the restructuring of our industries and the mercy killing of zombie companies./ 정부는 좀비기업 정리와 산업구조조정에 더 속도를 내어야 할 것이다/ We wonder if it really knows how to overcome a crisis, much less turning crisis into opportunity./ 우리는 정부가 정말로 위기를 기회로 바꾸기는커녕 위기를 극복하기 위한 방법을 알고 있는지 궁금하다/
