The United States and China will most likely discuss substantial ways to resolve the North Korean nuclear crisis in Chinese Foreign Minister Wang Yi’s visit to Washington today./ 오늘 왕이 중국 외교부장의 미국방문에서는 북핵 위기를 해결하기 위한 실질적인 방법을 논의할 것으로 보인다/ Given the sensitive timing - later this month - of a tougher UN Security Council resolution against the North, both sides are expected to narrow their differences./ 이달 말 북한에 대한 엄중한 유엔 안보리 결의안이 나올 민감한 시기를 감안하여 미국과 중국은 의견을 좁힐 것으로 기대된다/ As Beijing has made clear its opposition to the North’s nuclear armament, sanctions are nothing new./ 중국도 그간 북한의 핵무장을 분명하게 반대해 온 만큼 제재가 새로운 것은 아니다/ But the problem is how much./ 하지만 문제는 어느 정도까지 제재를 하느냐 하는 것이다/ As we have repeatedly emphasized, sanctions end up nowhere without China’s participation - China accounts for 90 percent of the North’s total trade./ 우리가 계속 강조해왔지만 북한 전체 무역의 90퍼센트를 차지하고 있는 중국의 참여 없이는 제재는 실효성이 없다/ Beijing must also recognize its ally has now turned into a nuisance instead of a buffer./ 중국은 또한 북한이 완충지대가 아니라 골칫거리라는 사실을 깨달아야 한다/ We hope China joins sanctions in sync with the international community./ 우리는 중국이 국제사회와 발을 맞추어 제재에 동참하기를 바란다/ Last Wednesday, Wang raised the idea of pursuing denuclearization of the Korean Peninsula and turning the truce between Washington and Pyongyang into a peace treaty at the same time./ 지난 수요일 왕 부장은 북미간 한반도의 비핵과 실현과 정전협정을 평화협정으로 전환하는 문제를 동시에 추진하는 방식을 제안했다/ That issue will likely be put on the table in a meeting between U.S. Secretary of State John Kerry and his counterpart Wang./ 이 문제는 존 케리 미 국무장관과 왕 부장의 회담에서 제기될 가능성이 있어 보인다/ Washington has consistently taken the position that it won’t start any discussion of a peace treaty without the precondition of denuclearization./ 미국은 비핵화가 전제되지 않는 평화협정 논의는 있을 수 없다는 입장을 지속적으로 견지해왔다/ Yet the run-up to the secretive contact between the United States and the North surprises us./ 하지만 최근 드러난 북미 간 비공식 접촉의 전말은 우리를 놀라게 한다/ The Wall Street Journal reported that the Obama administration secretly agreed to discuss the issue a few days before the North’s fourth nuclear test./ 월스트리트저널은 북한이 4차 핵실험을 하기 며칠 전 오바마 행정부가 이 문제를 논의하기로 비밀리에 합의했다고 보도했다/ But the discussion didn’t take place due to Pyongyang’s rejection of Washington’s demand that denuclearization be included on the agenda, the paper said./ 그러나 회담 의제에 비핵화 문제가 포함되어야 한다는 미국 측의 요구를 북한이 거부하면서 무산되었다고 월스트리트저널은 밝혔다/ Even though the clandestine contact did not occur, it suggests many things./ 비록 그러한 은밀한 접촉이 불발에 그쳤지만 그것은 많은 것을 시사한다/ Above all, the Obama administration is ready to talk with the North behind the scenes despite its “no dialogue without denuclearization” principle./ 무엇보다도 “비핵화 없이는 대화도 없다”고 외쳐온 오바마 행정부가 뒤로는 북한과 회담을 할 준비를 하고 있다는 것이다/ That means the United States is now flexible over the North Korea issue after successfully curbing Iran’s nuclear ambition./ 그것은 미국이 이란의 핵 야욕을 성공적으로 해결한 후 북한 문제에 대해서도 이제 유연하게 대처하고 있다는 의미이다/What if North Korea had accepted the U.S. proposal?/ 만약 북한이 미국의 제안을 받아들였다면 어땠을까?/ Officials from both countries must have put their heads together to discuss the peace treaty issue without our presence./ 우리가 참여하지도 않은 채 양국의 관계자가 평화협정을 논의하기 위해 함께 머리를 맞대고 있을 것이다/ We cannot accept any back-door discussions on the peninsula without our participation because it will not reflect our position accurately./ 우리는 우리의 입장을 정확하게 반영할 수 없기 때문에 우리가 참여하지 않는 한반도에 관한 은밀한 논의는 받아들일 수가 없다/To avert disaster, we need not adhere to a principle./ 재앙을 피하기 위해 우리는 원칙에 집착할 필요는 없다/ Even Washington has shown it can change strategies when the need arises./ 심지어 미국도 필요할 경우 전략을 바꿀 수 있다는 것을 보여주었다/ National interests always prevail in international politics./ 국익은 항상 국제적인 정치보다 우선하기 마련이다/ If our government fails to display flexibility, it will end up pushed to the side./ 만약 우리 정부가 유연성을 발휘하지 못하면 결국 들러리 신세가 될 것이다/
