Our diplomacy at a crossroads

We welcome the government’s latest decision to impose unilateral sanctions against North Korea - including restrictions on financial transactions and maritime transportation - in sync with the separate sanctions by the United States, European Union and Japan outside of the UN Security Council resolution./ 유엔 안보리 결의 외에 미국, 유럽연합, 일본이 독자적인 제재를 하고 있는 것과 함께 금융거래와 해상교통에 대한 제재를 포함하여 정부가 북한에 대해 독자적으로 제재하기로 최근 결정한 것을 우리는 환영한다/ If we do not take such an action, it’s tantamount to a dereliction of duty on our part./ 만약 우리가 그러한 조치를 취하지 않는다면 우리가 해야 할 직무를 유기하는 것과 같을 것이다/ The four types of sanctions announced by the government Tuesday also include quite a symbolic one which added 40 individuals and 30 organizations involved in the North’s nuclear and missile development to the list of financial sanctions./ 또한 화요일 정부가 발표한 4개 유형의 제재 중에는 다분히 상징적인 조치도 있는데 북한의 핵과 미사일 개발과 관련된 개인 40명과 단체 30개가 새롭게 금융제재 대상자로 지정된 것이 그렇다/ How many South Korean citizens and financial institutions could have engaged in trade with them?/ 그들과 실제로 금융거래를 해온 국내 인사나 금융기관이 몇이나 되겠는가?/ But the reinforced maritime controls, tougher restrictions on exports and imports, and the ban on visiting North Korean restaurants overseas could effectively prevent the North from earning hard currency if the measures are implemented by the book./ 하지만 해운 통제 강화 및 수출입 규제 강화와 해외 북한 식당 출입금지는 만약 이러한 조치가 제대로 이행만 된다면 북한의 외화벌이를 효과적으로 막을 수 있을 것이다/The sanctions also call for the participation of our citizens and residents overseas./ 그러한 제재는 또한 국민과 해외동포들의 참여가 필요하다/ The government urges them to shun their visits to for-profit facilities operated by the Kim Jong-un regime abroad./ 정부는 김정은 정권이 해외에서 운영하는 영리 목적의 시설 방문을 자제해달라고 국민과 해외동포들에게 촉구하고 있다/ It will be very hard to keep a close watch on their use of such facilities - or to punish offenders./ 그러한 시설을 이용하는 것을 면밀히 감시하거나 위반자를 처벌하는 것은 매우 어려울 것이다/ But they must not forget their anomalous visits only help Pyongyang develop more sophisticated weapons of mass destruction./ 하지만 지나가다 들르는 것도 북한이 더 많은 정교한 대량 살상 무기를 개발하는 것을 돕게 된다는 것을 명심해야 한다/ Yet the government must minimize the ramifications of its own sanctions - including Russia’s frustration and discontent over the suspension of the ongoing Rajin-Khasan project aimed at shipping Russian coal to South Korea by sea through the special economic zone./ 하지만 정부는 경제특구를 통하여 바다로 러시아 석탄을 한국으로 실어 나르는 것을 목표로 진행 중인 나진-하산 프로젝트를 중지하는 것에 대해 러시아가 좌절하고 불만을 가지는 것을 포함하여 제재 결과에 대한 후유증을 최소화해야 할 것이다/ The trilateral project must have been a financial boon for cash-strapped Moscow after the fall of oil prices./ 이러한 3자 프로젝트는 원유 가격 하락으로 돈이 궁해진 러시아에게는 좋은 돈벌이임에는 틀림없다/ But the joint project went up in smoke after our government banned all vessels which visited North Korean harbors from entering South Korea./ 하지만 그러한 협력 사업은 우리 정부가 북한 항구를 방문한 모든 선박을 한국으로 들어오는 것을 금지한 후 없었던 일이 되어 버렸다/ Despite its diminishing clout over the Korean Peninsula, Russia is a permanent member of the UN Security Council and a partner in the six-party talks./ 한반도에 대한 영향력이 줄어 들긴 했지만 러시아는 여전히 유엔 안보리 상임이사국이고 6자 회담 당사국이다/ Without its support, we can hardly expect a peaceful unification./ 러시아의 지원 없이 우리가 평화통일을 기대하기는 어렵다/ Our government must be extra careful not to make Russia turn its back on us./ 우리 정부는 러시아가 우리에게 등을 돌리지 않도록 각별히 유의해야 한다/The botched Rajin-Khasan project dealt a fatal blow to the Park Geun-hye administration’s ambitious “Eurasian Initiative,” following her abandoned “Korean Peninsula Trust Process” and “Northeast Asia Peace and Cooperation Initiative.”/ 나진-하산 프로젝트의 무산으로 박근혜 정부가 의욕적으로 추진해온 ‘유라시아 이니셔티브’도 치명상을 입게 되었고 ‘한반도 신뢰 프로세스’와 ‘동북아 평화 협력 구상’도 타격을 입게 되었다/ Despite a need to change our diplomatic course after the North’s nuclear and missile provocations, we cannot weather the turbulent tide sweeping Northeast Asia without a single road map./ 북한의 핵과 미사일 도발 후 우리 외교 전략이 변해야 할 필요가 있음에도 불구하고 로드맵 한 장 없이 거친 파고가 몰아치는 동북아시아의 상황을 헤쳐 나갈 수 없는 노릇이다/ Our diplomacy is at a crossroads./ 우리 외교가 기로에 서 있다/
