A wake-up call
Mar 16,2016North Korean leader Kim Jong-un is escalating tension on the Korean Peninsula by hinting at the possibility of a fifth nuclear test and test of a ballistic missile capable of carrying a nuclear warhead./ 북한 지도자 김정은은 5차 핵실험과 핵탄두 장착이 가능한 탄도미사일 발사실험을 암시함으로써 한반도에 긴장 수위를 높여가고 있다.
That was predictable./ 그것은 예상된 일이었다.
No one believed the North would scrap its cherished nuclear program and surrender to mounting pressure generated by a United Nations Security Council resolution and the toughest-ever sanctions, not to mention unilateral sanctions by individual countries./ 북한이 유엔안전보장이사회 결의로 촉발된 높아지고 있는 압박과 전례 없는 개별 국가들의 독자제재 압박에 굴복해 소중하게 생각하는 핵 프로그램을 포기하리라고는 아무도 믿지 않았다.
We expected Pyongyang would attempt to shake international solidarity on the issue by demonstrating its determination to complete nuclear weapons development no matter what./ 우리는 북한 정권이 무슨 일이 있어도 핵무기 개발을 완성하겠다는 의지를 보임으로써 국제 제재에 관한 국제공조를 흔들려고 할 것이라고 예상했다.
Diplomatic experts also anticipated the rogue state would flaunt an unflinching determination to join the ranks of nuclear powers./ 외교 전문가들은 또한 종잡을 수 없는 북한이 핵무기 보유국의 지위를 확보하려는 결연한 의지를 과시하려 한다고 예상했다.
Those expectations came true./ 이러한 예상은 맞았다.
But North Korea appears to be in a surprising hurry./ 하지만 북한은 놀랍도록 서두르는 느낌이다.
Only two months after its fourth nuclear test, Pyongyang proclaimed it was capable of launching a missile, loaded with a nuclear warhead, and now it’s celebrating its acquisition of the technology for ballistic rockets to re-enter the earth’s atmosphere./ 불과 4차 핵실험을 한지 두 달 만에 핵탄두를 탑재하여 미사일 발사 준비가 되었다고 공언하고 이제는 탄도로켓의 대기권 재돌입 기술 확보에 성공했다고 자축하고 있다.
Pyongyang is denying South Korean and American military authorities’ assessment that it has not yet reached the level of miniaturizing a nuclear warhead or making ballistic missiles capable of successfully re-entering the atmosphere./ 북한 정권은 대륙간탄도미사일에 탑재할 수 있는 핵탄두 소형화와 탄도로켓의 대기권 재진입이 가능한 수준에 이르지 못했다는 한미 군 당국의 평가를 거부하고 있다.
We cannot shrug off the North’s idiosyncratic escalation of tensions./ 우리는 북한 특유의 긴장 고조 전술을 무시할 수는 없다.
But ironically, that proves the impact of the international community’s sanctions on the recalcitrant regime./ 그러나 아이러니하게도 그것은 망나니 북한 정권에 대한 국제사회의 제재가 영향을 주고 있다는 것을 입증한다.
North Korea is suffering a critical lack of hard currency needed to sustain itself after the international blockade of its trade and other profit-seeking activities overseas./ 북한은 국제사회의 무역과 다른 해외 돈벌이 활동에 대한 봉쇄로 체재 유지를 위해 필요한 외화부족으로 고통을 받고 있다/ China and Russia, once the North’s powerful patrons, are not friendly to Pyongyang anymore./ 한 때 북한의 강력한 후원자였던 중국과 러시아도 더 이상은 북한에 대해 우호적이지 않다.
On top of that, South Korea and the United States are conducting their largest-ever joint military drill./ 거기에다 한국과 미국은 최대 규모의 합동 군사훈련을 실시하고 있다.
All of that has caused Kim Jong-un to demonstrate a nearly hysteric reaction./ 이 모든 것들이 김정은으로 하여금 히스테리컬한 반응을 보이도록 하고 있는 것이다/ We must not make light of the North’s nuclear threats nor should we be shaken by its bellicose threats./ 우리는 북한의 핵 위협을 가벼이 여겨서도 안 되지만 호전적인 위협에 흔들려서도 안 된다.
The government must prepare for a worst-case scenario and make the North realize there is no way out of its self-imposed trap except abandoning weapons of mass destruction./ 우리 정부는 최악의 시나리오를 대비하면서 북한이 대량살상무기를 포기하는 것 이외에는 탈출구가 없음을 깨닫도록 해야 한다.
Pyongyang must understand that additional nuclear provocations will only reinforce the world’s retaliations and that they pose a serious threat to the regime./ 북한 정권은 추가적인 핵 도발은 단지 국제사회의 응징을 강화할 뿐이며 체제유지에 심각한 위협이 된다는 점을 알아야 한다.
It must accept the grim reality that it has no other choice but to wake up from the illusion of nuclear armament./ 또한 핵무장의 망상에서 벗어나는 것 외에는 다른 선택이 없다는 엄연한 현실을 받아들여야 한다.
