Ending populist platforms

Budgeting is the numeric manifestation of a government’s philosophy on state governance. According to the guideline for next year’s budgeting, the government will cut 10 percent of its spending on major projects to spend instead on creating jobs. It expects to reserve as much as 16.8 trillion won ($14.6 billion) to bolster jobs. For the first time, it has put into writing the rationalization of budgetary spending amid a worsening fiscal state. Throughout its term, the government has repeated the importance of financial integrity and tried to rein in populism ahead of the April general election.

The government must be careful when it comes to reckless campaign promises made by politicians who have been swept up in the populist fervor. It would help first to constrain the ruling party, as it would cost 4.3 trillion won to achieve the Saenuri Party’s campaign platform promises over the next four-year tenure of the legislature.

This spending is achievable without raising taxes. The co-head of the party’s campaign team, Kang Bong-kyun, is against a populist platform. He has been saying no government can afford free-for-all welfare programs. In the economic platform he drew up, there are no campaign pledges planted there simply to grab the attention and support of the public.

The main opposition Minjoo Party of Korea has produced a more costly platform. Its 10 agenda items would cost 15 trillion won. It proposes to provide 300,000 won in monthly allowances for senior citizens in the 70-percent-bottom-income group, free day care for children up to the age of 5 and 2.4 million in public rent for working-class citizens. It aims to cut what can be saved and levy higher taxes on the rich.
Parties from both sides have been playing fast and loose with populist promises, at the public’s expense. The April election could become a tipping point, ending this wasteful and destructive tradition.

Both parties are well aware of the troubles the economy is in. They also agree on the reasons and ways to solve the problem. The global economy is struggling, and industrial restructuring is long overdue. They simply differ on how to get the job done and what to prioritize. The parties must compete using feasible economic platforms, and should be tested according to who can best put to use our limited resources.

총선 앞둔 정부 내년 세출 구조조정 "재정 건전해야 경제 지속 가능" 의미 공약은 선거를 통한 절충점 찾기돼야
예산을 짜는 것은 정부의 국정 철학을 숫자로 담는 행위다. 어제 정부는 내년 예산안 편성 지침을 확정했는데 재량지출 사업의 10%를 줄여 일자리 창출 등에 쓰기로 했다. 이렇게 줄이는 돈은 최대 16조8000억원에 달한다. 정부가 쓸 돈, 곧 세출의 구조조정을 명문화한 것이다. 재정 사정이 갈수록 나빠지고 있는 터라 세출 구조조정의 필요성이 꾸준히 언급돼 왔는데 이를 7년 만에 처음 명시한 것이다. 집권 후반 정부의 국정 철학이 '재정 건전성 강화'라는 얘기다. 이는 20대 국회의원 선거를 앞두고 쏟아지는 포퓰리즘 공약에 대해 정부가 먼저 자물쇠를 채웠다는 의미도 크다.
선거는 공약을 통해 세상을 바꾸는 행위다. 그런데 허황된 공약(空約)이 춤 추고 선거판이 혼탁해질수록 정부가 먼저 중심을 잡아야 한다. 여당의 공약도 덩달아 차분해지고 있다. 새누리당의 공약엔 4년간 4조3000억원이 든다. 추가로 세금을 더 안 걷고 달성 가능한 수준이다. 강봉균 공동 선대위원장표 공약의 핵심은 반(反)포퓰리즘이다. 그는 "무상 복지 시리즈를 감당할 수 있는 나라는 지구상에 없다"고 말했다. 그가 다듬은 7대 경제 공약의 기본틀에는 유권자의 환심을 살 사탕발림이 없다. 과거에 비하면 이게 과연 총선 공약인가 싶을 정도다.
반면 더민주당은 돈이 좀 더 드는 공약을 내놨다. 10대 주요 공약에만 약 15조원이 든다. 소득 하위 70% 어르신에게 기초연금 30만원, 0~5세 무상교육, 공공 임대 주택 240만 가구 공급 등 선심성 복지공약도 꽤 담겼다. 쓸 것 줄이고, 부자한테 더 걷는 재정·조세 개혁이 중심이다.
이런 패턴은 과거 선거와 비교하면 나쁘지 않다. 지금까지 우리 정치는 선거 때마다 여야를 가리지 않고 포퓰리즘 광풍에 휘말려 책임지지 못할 공약으로 나라 살림을 거덜내는 일에만 몰두해 왔다. 이번 총선은 이런 과거의 패턴에서 벗어날 좋은 기회다. 굳이 가르자면 야당의 공약은 적극적·공격적·진보적, 여당은 소극적·수비적·보수적인 쪽이 바람직하다. 그 안에서 절충점을 찾는 것이다.
우리 경제가 어렵다는 사실은 여야 모두 알고 있다. 원인과 처방도 대개 서로 공감한다. 중국을 비롯한 세계 경제가 어렵고, 우리 산업의 구조개혁이 안 됐으며, 규제가 지나치게 많기 때문이다. 처방은 구조개혁, 규제완화다. 이를 통해 이루고자 하는 목표도 같다. 일자리와 가계소득 증대다. 다만 방법론과 우선 순위가 차이가 날 뿐이다.
여야가 실현 가능한 경제 공약을 내놓고 제대로 맞붙어보라. 한정된 자원으로 누가 더 효율적으로 경제를 잘 살릴 수 있는지 겨루는 것이다. 선거가 끝나면 돌아보지도 않을 비현실적인 공약이 아니라 실행가능한 정책조합을 놓고 유권자들이 합리적으로 판단하는 선거가 된다면 더 바랄 나위가 없을 것이다. 그래야 유권자도 표를 줄 마음이 생길 것 아닌가.
