[글로벌 아이] 일본의 고질적 역사 왜곡과 우리 정부

일본군 위안부 피해자인 이용수(88) 할머니를 다시 만난 것은 지난 8일 뉴욕시청 앞에서였다. 뉴욕시 정치권이 위안부 문제에 대한 일본 정부의 책임 인정과 공식 사과를 촉구하는 자리였다. 할머니의 뉴욕 일정은 강행군이었다. 이날 오후엔 유엔 본부를 찾아 기자회견을 했다.

다음 날 아침엔 퀸즈버러 커뮤니티 칼리지에 있는 홀로코스트 센터를 찾아 동북아 역사정의 프로그램 학생들과 만났다. “일본이 밤에 끌고 가서 저를 위안부로 만들었다”는 할머니의 증언을 듣는 학생들 눈에 눈물이 맺혔다. 2학년생 물릿 잭슨은 “너무 쇼킹하고, 가슴이 찢어질 것 같다”고 했고 4학년생 타미카 애드워즈는 “할머니의 고통과 상처가 느껴져 마음이 아프다”고 했다. “소수의 사람이 알고 있으면 쉽게 잊혀질 수 있다. 더 많이 알려야 한다.” 학생들은 한목소리였다.

이 할머니는 며칠 전 캘리포니아주 상원과 로스앤젤레스 시의회에서 공로상을 받았다. 할머니는 수상 소감에서 “우리가 원하는 것은 돈이 아니다”며 “지난 25년간 7가지 요구를 해왔다”고 밝혔다. ▶일본 정부의 군 성노예 제도 운영 인정 ▶진상규명 ▶일본 의회의 공식 사죄 ▶법적 배상 ▶범죄자 기소 ▶철저한 교육 ▶기림비 건립이다. 아무리 살펴봐도 무리한 것이 없다.

그러나 일본 정부는 도리어 위안부 문제의 진실 왜곡을 재개했다. 일본 외무성 심의관은 지난 2월 중순 유엔 여성차별철폐위원회에 나와 위안부 강제 연행을 부인했다.

그 얼마 뒤 우리 정부 장관들이 연이어 국제 외교 무대에 나섰다. 지난 2일 윤병세 외교부 장관은 스위스 제네바의 유엔 인권이사회에서 연설을 했다. 그는 위안부 문제에 대해 한마디도 언급하지 않았다. 15일엔 강은희 여성가족부 장관이 뉴욕 유엔 본부에서 열린 여성지위위원회에 참석했다. 그 역시 위안부 문제를 거론하지 않았다. 위안부 피해 할머니가 노구를 이끌고 세계의 양심에 호소하는 동안 정부는 멀찌감치 비켜 서 있는 것이다.


정부는 위안부 문제의 진실을 이야기하는 것조차 한·일 합의에 위배된다고 보는 것일까. 그러나 정부의 자제력 발휘는 설득력이 없다. 한·일 합의문엔 “양국 정부가 상호 비난·비판을 자제한다”고 돼 있을 뿐이다.

한인 시민단체인 시민참여센터는 미국 공립학교에서 이용할 수 있는 위안부 문제에 대한 교재를 만들려고 뛰고 있다. 미국 교사들이 학생들에게 가르치려 해도 마땅한 교재를 찾기 어렵기 때문이다. 그러나 비용 5만 달러를 마련하지 못해 몇 년째 애를 태우고 있다. 역대 여가부 장관이 유엔 회의 참석차 뉴욕에 올 때마다 얘기했지만 소용이 없었다.

역사를 지킨다는 것은 어려운 일이다. 가해자들이 진실을 왜곡하려 들기 때문이다. 지금의 일본 정부엔 역사를 바로 쓰고, 자라나는 세대에게 바른 역사를 가르치겠다는 의지가 없어 보인다. 진실을 지키려는 쪽이 굳세지 않으면 역사는 지켜지지 않는다. 정부는 어쩌자고 적극적으로 나서지 않는 것인가.
