The debt is too large

According to the consolidated settlement of accounts for fiscal year 2015, the nation’s total debt increased by 72 trillion won ($62 billion) to 1284.8 trillion won as of last December — a nearly twofold increase in four years./ 2015 회계연도 국가결산에 따르면 정부 총 부채는 지난해 말 현재 1284조 8000억원으로 74조원이 늘어났는데 이는 4년 만에 두 배나 많은 액수다
The debt that should be paid for by the central and local governments — 590.5 trillion won — accounted for 37.9 percent of our GDP./ 중앙정부와 지방정부가 갚아야 할 국가채무는 590조 5000억원으로 국내총생산(GDP)의 37.9퍼센트이다
But the government seems to be totally sanguine./ 그러나 정부의 입장은 완전히 낙관적이다
It cites the OECD average last year of 115.2 percent of GDP./ 정부는 OECD국가채무 평균이 GDP의 115.2퍼센트라는 것을 예로 든다
However, we cannot simply compare our number with the OECD’s because most of those countries use key currencies or at least enjoy protection from the eurozone./ 하지만 단순히 OECD의 수치와 비교하는 것은 무리가 있는데 왜냐하면 이러한 국가 대다수는 기축통화를 사용하거나 적어도 유로존의 보호를 받고 있기 때문이다
Also, those nations are mature welfare societies that have started a restructuring of their welfare systems amid a global economic slowdown — instead of calling for a massive fiscal input to advance their welfare system, as in the case of Korea, which has to meet explosive demand for welfare because of its ultra-low birthrate and fast-aging populations./ 또한 이러한 국가들은 초저출산과 빠른 인구 고령화로 인한 폭발적으로 증가하는 복지수요를 충족해야 하는 한국과는 달리 복지제도를 선진화하기 위해 막대한 재정을 투입할 필요가 없는 글로벌 경기침제 속에서도 복지제도 구조조정을 시작한 성숙한 복지사회이다
Nevertheless, we see two positive signs: a remarkable increase in the government’s tax revenue and a drastic decrease in its debts for public pension plans./ 그럼에도 불구하고 두 가지 긍정적인 신호가 있는데 정부 세수가 놀라울 정도로 증가하고 있다는 것과 공적연금에 들어가야 할 부채가 급격히 감소하고 있다는 것이다
The government borrowed 16.3 trillion won last year to meet a growing demand for public pensions, but the amount is only a third of the sum in 2014 — thanks to the government’s freezing of payouts for recipients and deferring of receiving time for civil servants./ 지난 해 공적연금의 증가하는 수요를 충당하기 위해 정부가 16조 3000억원을 차입했지만 그 액수는 2014년 액수의 1/3일에 지나지 않았는데 이는 정부가 수급자 연금액을 동결하고 공무원의 연금 수령 시기를 늦춘 덕분이다
Government debt arising from public pensions took up 51.1 percent of the 1,284.8 trillion won national debt./ 정부부채는 국가부채 1284조 8000억원 중 51.1퍼센트를 차지했던 공적연금에서 비롯되었다
Government Employees Pension and Veterans Pension upped last year by similar amount — 8 trillion won and 8.3 trillion won, respectively — even though the size of the latter is only a fourth of the former./ 공무원연금과 군인연금은 지난해 8조원과 8조 3000억원으로 비슷하게 올랐는데 군인연금은 공무원 연금의 4분의 1밖에 안 된다
The relative increase in the Veterans Pension explicitly shows what would happen if the government doesn’t reform public pension systems./ 군인연금이 상대적으로 증가한 것을 보면 만약 정부가 공적연금제도를 개혁하지 않는다면 어떻게 되는지를 분명하게 보여주고 있다
Coupled with the fast aging of populations, the debt from pensions will snowball soon./ 고령화와 맞물려 연금 부채는 곧 눈덩이처럼 늘어날 것이다/ If the government shies away from mending the civil servants and veterans pension plans, it cannot reduce debt./ 만약 정부가 공무원연금과 군인연금을 손보지 않는다면 부채를 줄일 수 없다
Yet our political circles are only focused on the April 13 general election with the main opposition Minjoo Party of Korea leading the pack with 119 trillion won in pledges followed by the ruling Saenuri Party with 56 trillion won and the splinter opposition People’s Party with 37 trillion won./ 하지만 우리 정계는 4월 13일에 있을 총선에만 눈이 멀어 공약 실천에만 제1야당인 민주당이 119조원을, 여당인 새누리당이 56조원을, 분당을 한 국민의 당이 37조원을 내 걸었다
The government must find ways to fill its depleting coffers./ 정부는 고갈되는 재원을 채울 방법을 찾아야 할 것이다/ The ruling party must scrap its promise of “welfare without tax hikes.”/ 여당은 “증세없는 복지” 공약을 철회해야 한다
