Politics can use creativity, too

President Park Geun-hye’s approval rating dipped to a record low of 29 percent, down 10 percentage points from last week, according to a Gallup Korea poll. As much as 58 percent of respondents believed the president was performing poorly. An approval rating of below 30 percent usually goes to a president in the end-of-term lame-duck stage. Moreover, the rating was only 34 percent in her political stronghold of Daegu and North Gyeongsang Province and 35 percent among people in their 50s, who tend to be conservative, suggesting that the president was losing favor across the board.

The presidential office could have minimized the damage following a stunning election defeat that cost the ruling party its majority and ranking as No. 1 in the assembly. But it responded to the harsh public verdict with its usual insensitivity and nonchalance. During a secretariat meeting five days after the election, the president said she would humbly accept the public’s judgement and pledged to work closely with the incoming National Assembly. Yet her actions hardly followed through. The president failed to understand that voters were unhappy with her more than the ruling party. No one around her dared point this out to her.

The criticisms aimed at Won Yoo-chul, floor leader for the party and acting party head, from veteran conservative politicians were actually aimed at the president. Kim Soo-han, former Assembly speaker, and other veteran politicians demanded changes from all involved, including the president. They advised that Park disband the faction staunchly loyal to the president as factional infighting is ruining the party. They called upon the president to communicate more with all parties. She should pay heed to such words of wisdom from veteran politicians.

The president must be startled by her loss of a majority in the legislature. She and her aides should try to reinvent themselves by turning sincerely humble and opening their ears to diverse voices. The president should invite a standing advisory group comprised of former statesmen and long-term politicians to give advice.

She should also invite former prime ministers and experts in the economy, society, and religious groups and also the heads of opposition parties. She must become more open and wise after absorbing diverse opinions. Showing some humility could restore confidence as voters would feel that they have contributed to a change in state affairs through their votes. Politics demands creativity just as much as an economy does.

박근혜 대통령의 국정지지율이 역대 최저치인 29%로 떨어졌다. 어제 발표된 한국갤럽 여론조사 결과에 따르면 박 대통령의 지지율은 지난 주에 비해 10%포인트 급락했으며 부정적인 응답자는그 두 배인 58%에 달했다. 박 대통령의 지지율이 30% 밑으로 무너져 내린 건 충격이다. 지지율 20%대는 임기말 대통령이 심한 레임덕에 시달릴 때 나타나는 수치다. 청와대는 국정운영을 위해 최소한 지켜내야 할 마지노선을 30%로 보고있다. 박 대통령의 강력한 수호지역이었던 대구·경북에선 34%, 50대 연령층에선 35%를 기록했다. 전 지역,전 연령층에서 콘크리트 지지율이 붕괴음을 내고 있는 것이다.
상처는 입어도 흉터는 안 나게 할 수 있다.박 대통령의 지지율 추락은 총선 민심의 영향이 크겠으나 '선거후 민심관리'의 부재에서 비롯된 측면도 있다. 청와대 참모의 무능과 불통을 다시 지적하지 않을 수 없다. 박 대통령은 선거 닷새만에 "민심을 겸허하게 받아들이겠다""20대 국회와 긴밀히 협력하겠다"는 발언을 했으나 그 진정성과 후속성을 보여줄 조치를 취하지 않았다. 박 대통령이 분명히 알아야 할 건 이번 선거의 제1심판 대상이 새누리당이 아니라 박 대통령 자신이었다는 점이다. 대통령 주변에선 이 대목을 명시적으로 말할 사람은 없을 것이다. 이 대목을 대통령이 가슴에 통렬히 새기는 데에서부터 문제해결의 실마리를 찾아야 한다.
엊그제 새누리당의 원유철 원내대표가 전직 국회의장, 당대표 등 고문단을 초청해 쓴소리를 들었는데 이런 일은 사실 박 대통령이 먼저 했어야 할 일이다. 김수한 국회의장 등 참석자들은 이구동성으로 "새로운 변화가 박 대통령에서부터 시작되어야 한다"고 했다. "박 대통령이 친박 계파의 해체를 선언해야 한다""대통령이 새누리당한테 섭섭하다고 할 일이 아니다""대통령이 야당과 타협해야 한다"는 소리들이 쏟아졌다. 입에는 쓰지만 몸에 좋은 이런 고언(苦言)들을 과연 누가 대통령한테 전달하겠는가. 원유철 대표나 김수한 의장이 박 대통령에게 면담신청을 할 것인가, 청와대 부속실장을 통해 보고서로 보낼 것인가.
집권당이 한 순간에 원내2당으로 전락하면서 청와대를 뒤덮은 심리적 패닉 상태를 모르지 않는다.하지만 그럴수록 대통령과 청와대 참모진이 마음을 비우고 세상의 얘기를 들어야 한다. 박 대통령은 새누리당 고문단을 청와대로 모셔 그들의 쓴소리를 경청하길 바란다. 그 다음엔 차례로 전직 국무총리들과 경제·사회·종교 원로를 초청하고,그 다음엔 김종인 더불어민주당 대표와 안철수·천정배 국민의당 대표와 만나는 '거국적 민심수렴 절차'를 밟아야 한다. 이렇게 모아진 거국 민심은 박 대통령에게 심리적 안정과 폭넓은 사고,현명한 선택을 할 수 있는 생각의 저수지가 될 것이다. 무엇보다 이런 형식과 절차를 밟는 박 대통령의 태도 자체가 국민에게 선거의 보람,참여의 만족,대통령과의 일체감을 부여한다. 창조경제도 중요하지만 지금은 창조정치가 더 필요하다. 박 대통령과 청와대는 제대로 된 선거후 민심관리로 29% 지지율 문제를 풀어내길 바란다.
