[취재일기] 극한 상황에서 돋보이는 일본 시민의식
일본 구마모토현 연쇄 지진 사흘째인 17일 오후 구마모토 고쿠후고교. 구마모토시 피난소 중 하나인 이곳 운동장에 주민들이 도움을 청하는 메시지를 만들었다. 학생 의자 180여 개를 이용해서였다. ‘종이(화장지용), 빵, SOS, 물’. 음식 배급이 끊기고 단수가 이어지자 구조대와 보도기관의 헬기에 상황을 알리기 위해서였다. 이 메시지는 뉴스를 통해 전해졌고 이날 밤 물과 휴지·쌀이 학교에 도착했다. 주민들은 구호품을 인근 피난소 주민들과 나눠 가졌다.구마모토현을 덮친 연쇄 직하(直下)형 지진의 진원지 주변은 고립됐다. 전기와 수돗물 공급이 중단됐다. 주요 도로와 다리도 끊겼다. 편의점 물건은 순식간에 동났다. 인프라가 성하지 않으니 구호물자 배급이 원활치 않은 곳이 한둘이 아니었다. 그렇다고 주민들이 맘 놓고 집에 돌아갈 수도 없다. 14일 이래 500여 회의 크고 작은 지진이 이어지고 있다. 건물 흔들림이 큰 규모 3.5 이상 지진은 165회에 달했다. 주민들이 공공기관 중심의 피난소에 넘쳐날 수밖에 없었다.
규모 6.5의 지진으로 큰 피해를 본 마시키마치 피난소 10곳에는 17일 1만6000여 명이나 몰렸다. 이틀 전에 비해 인원이 여덟 배나 늘었다. 건물 안에는 발 디딜 틈이 없어 바깥에 모포를 깔아 놓기도 했다. 초·중학교는 체육관 외에 교실까지 개방했으나 다 들어가지 못해 일부 주민은 복도에서 지내야 했다. 17일 밤까지 구마모토·오이타현에서는 11만 명이 대피생활을 했다. 차량에서 며칠째 지낸 주민도 적지 않았다. 2011년 일본 동북부를 강타한 동일본 대지진과 달리 국부형 지진인데도 피해 강도가 높아 라이프 라인이 단절되면서 비롯된 상황이다.
그럼에도 피난처에서는 혼란스럽고 불미스러운 얘기는 들리지 않는다. 구호품이 늦어지는 데 대해 정부나 지자체를 탓하지도 않았다. 현지 취재팀은 학교나 공원의 피난소에선 주민들이 길게는 2시간가량 줄을 서서 물과 음식 배급을 받았다고 전한다. 평상시 점심때 식당 앞에서 줄 서 있는 모습과 다를 바 없었다. 한 피난처에선 “먹을 것이 떨어졌다”는 할아버지에게 중년 여성 2명이 자신의 음식을 건네주고, 가족 8명에게 죽 두 그릇을 배급해 주는데도 더 달라는 사람이 없었다고 한다. 극한 상황 속에서도 질서의식과 남에 대한 배려의 정신은 그대로였다. 일본 특유의 결속력도 발휘되고 있다. 동일본 대지진을 비롯한 과거 지진 피해 지자체는 생필품을 보내고 구호반을 파견했다. 과거의 은혜를 갚고 지진의 노하우를 전수하는 차원이라고 한다. 성숙한 시민의식, 전국적 연대가 자연의 도전을 이겨 내고 있다.
