Sleepless nights for neocons
The neocons, who used to control the world by leading Washington’s hard-line foreign policy, are having an existential crisis over Donald Trump. They were criticized for putting the United States in a quagmire after pushing for the Iraq War during the George W. Bush administration. But their voices are still alive in think-tanks and political circles in Washington. However, as Trump’s popularity grows, the Council on Foreign Relations senior fellow Max Boot said he was having “sleepless nights” over Trump.The group that most vehemently rejects Trump is not Hillary Clinton’s Democratic camp but the neocons in the Republican Party. They have formed an anti-Trump alliance want a third candidate or would rather vote for Clinton. William Kristol, founder and editor of The Weekly Standard, who is considered the “dean of American neoconservatism,” met with Mitt Romney and called for a third party candidate. When Chuck Hagel, who had opposed the Iraq War, was named a candidate for Secretary of Defense in 2012, Kristol led the campaign against his confirmation. Brookings Institution’s senior fellow Robert Kagan said, “The only choice will be to vote for Hillary Clinton. The party cannot be saved, but the country still can be.” Robert Kagan is a leading neoconservative, as is his father historian Donald Kagan. William Kristol’s father Irving Kristol is the “godfather of neoconservatism.” Former State Department adviser Eliot Cohen called Trump “the most dangerous demagogue in American politics in my lifetime.” He would “strongly prefer a third party candidate” but “probably if absolutely no alternative: Hillary.”
Neocons loathe Trump because he stands at the opposite end from neocon’s views, even more so than Clinton. Trump rejects America’s military intervention, which neocons believe in. Neocons would never accept Trump, who called the Iraq War “the worst decision ever made.” Trump feels especially favorable toward Russian President Vladimir Putin, whom neocons consider a villain. He thinks there are no reasons for the United States to prevent Russia’s intervention in Syria. On the pro-Israel policy, a sacrosanct value for the neocons, Trump said he would be a “neutral guy” in Israel-Palestinian negotiations.
However, as Trump gradually dominates the party, the neocons are being isolated. Senator John McCain, a hawk who had emotional ties with the neocons, announced his support for Trump, and Senator Lindsey Graham, also a hawk, called Trump “very cordial and funny” after a phone conversation, toning down his criticism. Last week, political daily Politico reported that the Never Trump campaign led by the neocons is turning into an isolated island. Neocons once stirred up the Korean Peninsula with the axis of evil argument. It is an irony of history that the biggest threat to neocons comes not from the Democratic Party but from the Republican presidential candidate.

한때 미국의 초강경 대외 정책을 주도하며 전세계를 주름잡았던 네오콘이 도널드 트럼프 때문에 존재의 위기를 맞고 있다. 조지 W 부시 행정부에서 이라크전을 밀어부쳤다가 미국을 수렁에 빠뜨리며 퇴조했던 네오콘이지만, 여전히 워싱턴의 싱크탱크와 정치권 주변에선 네오콘이 살아 있는 목소리다. 하지만 트럼프가 세를 얻자 “트럼프 때문에 밤 잠을 못자고 있다”(맥스 부트 미국외교협회 선임연구원)는 한탄까지 등장했다. 트럼프를 가장 격하게 거부하는 세력은 민주당의 힐러리 클린턴 진영이 아니라 공화당 내 네오콘이다. 트럼프 대신 제3후보를 만들거나 차라리 클린턴을 찍겠다며 반(反)트럼프 결사대로 나선 게 네오콘이다. 워싱턴의 ‘네오콘 학장’으로 불리는 정치 주간지 '위클리 스탠다드'의 편집장 윌리엄 크리스털은 “트럼프를 대통령으로 만들 수는 없다”며 밋 롬니를 만나 제3후보 출마를 종용했다. 그는 이라크전에 반대했던 척 헤이글이 2012년 국방장관 후보자로 지명되자 인준 거부 운동을 주도했던 인물이다. 브루킹스연구소의 선임연구원인 로버트 케이건은 “유일한 선택은 클린턴을 찍는 것”이라며 “(이 경우) 당은 구원받을 수 없지만 이 나라는 산다”고 주장했다. 로버트 케이건은 역사학자인 아버지 도널드 케이건에 이어 대를 이은 네오콘이다. 윌리엄 크리스털 역시 네오콘의 대부인 어빙 크리스털이 부친이다. 이라크전을 지지했던 전 국무부 고문인 엘리엇 코헨은 “트럼프는 내 생전 가장 위험한 선동가”라며 “제3후보를 원하지만 대안이 없다면 클린턴”이라고 밝혔다. 네오콘이 트럼프를 혐오하는 이유는 클린턴보다도 트럼프가 네오콘의 대척점에 서 있기 때문이다. 트럼프는 네오콘이 신조로 삼는 미국의 군사적 개입주의를 거부한다. 이라크전을 “최악의 결정”으로 비난한 트럼프를 네오콘이 수용할리 만무하다. 트럼프는 네오콘이 악당으로 여기는 블라디미르 푸틴 러시아 대통령에게 유달리 호감을 표시한다. 러시아의 시리아 개입을 놓고도 미국이 굳이 막을 이유가 없다는 식이다. 네오콘이 신성불가침의 영역으로 간주하는 친(親)이스라엘 정책을 놓고도 트럼프는 “(팔레스타인과의) 중립적 조정자가 되겠다”고 말해 이들을 경악시켰다. 하지만 트럼프가 점차 당을 장악하며 네오콘은 고립되고 있다. 네오콘과 심정적으로 연결돼 있던 매파인 존 매케인 상원의원은 트럼프 지지를 밝혔고, 역시 매파인 린지 그레이엄 상원의원도 트럼프와 전화 통화를 한 뒤 “유머 감각을 가진 트럼프”라며 이전의 강경 비난에서 슬쩍 물러섰다. 정치 일간지 '폴리티코'는 지난주 “네오콘이 주축이 된 ‘네버 트럼프’ 운동이 ‘고립된 섬’이 되고 있다”고 전했다. ‘악의 축’을 들고 나오며 한반도에까지 일파만파를 미쳤던 네오콘. 그 네오콘의 최대 위협이 민주당도 아닌 공화당 대선 후보로부터 나왔으니 역사의 아이러니가 아닐 수 없다. 채병건 워싱턴 특파원
