The cold truth
The latest finding by the Board of Audit and Inspection showed that active and retired senior military officials profiteered by fighting over sleeping bag supply contracts worth 100 billion won ($85 million) and ended up providing recruits with low-grade 30-year-old models for bedding.Officials at the Defense Acquisition Program Administration and Defense Agency for Technology and Quality pocketed grafts and agreed to supply terms according to their self-interests, with little thought given to the quality of the products soldiers use daily. Procurement irregularities are rampant.
They range from costly state-of-the-art jets and submarines to everyday soldiers’ wardrobe and even water bottles and food ingredients. Sleeping bags were added to this supermarket list. According to the investigation, elite colonels were easily conned by corrupt merchants and tried to have the products accepted by their bosses using lies and false reports.
As a result, soldiers were forced to use hard and heavy sleeping bags that were originally designed 30 years ago, even though the military paid a high fee for modern ones. While selfish military officials fattened themselves with kickbacks, recruits had to sweat in the summer and freeze in the winter, deprived of good sleep and rest thanks to these poor-quality sleeping bags.
The Ministry of National Defense asked for another 2.6 trillion won ($2.2 billion) after spending 6.8 trillion won over the last decade for the alleged purpose of improving the service environment for recruits. But from its track record, we can now only suspect where much of the money went.
Authorities should not disregard the irregularities over sleeping bags just because the money involved is less than the usual mega-scale corruption scandal over defense procurements.
They must not tolerate any leakage in tax funds and extra pain forced on recruits who are under mandatory service. Prosecutors should investigate and punish the people involved. The military must also come up with strong actions to cease the longstanding corruption connections with retirees.

엊그제 발표한 감사원 감사 결과는 군납 비리가 군 장병들이 사용하고 있는 침낭 품질과 마찬가지로 30년 전에 비해 하나도 나아진 게 없음을 여실히 보여준다. 1000억원대 군용 침낭 시장을 놓고 전·현직 군 고위 간부들이 업체들과 유착해 진흙탕 싸움을 벌였고, 방위사업청과 국방기술품질원도 금품을 받고 입맛에 맞게 납품 계약을 맺는 불법을 버젓이 저지른 것이다. 군납 비리는 우리 군 안팎의 고질병이다. 끝 모르고 터져 나오는 것은 물론 전투기에서부터 잠수함, 함정, 방탄복, 전투화, 수통, 고춧가루에 이르기까지 그야말로 종류 불문이다. 이번엔 침낭으로, 품목 하나 더 보탠 데 불과하지만 업자들의 농간에 육사 출신의 엘리트 장교들이 놀아났다는 사실이 더욱 국민을 분노하게 만든다. 자신이 관계된 업체의 제품이 채택되도록 상부에 수차례 허위보고까지 했다고 하니 더 이상 추락할 곳도 없는 군 기강이 허탈할 따름이다. 그 과정에서 민간에는 값싸고 질 좋은 침낭이 넘쳐나는데도 병영에서는 ‘따뜻하지도 않고 무겁기만 한’ 30년 전 품질의 제품을 더욱 비싼 값에 사용하도록 강요받았다. 사리사욕에 눈먼 ‘군피아’가 호주머니를 두둑이 채우고 있을 때 장병들은 침낭 무게로 비지땀을 흘리고 정작 침낭을 사용하면서는 추위에 떨어야 했던 것이다. 2003년부터 10년간 병영생활관 개선 명목으로 6조8000억원을 쓴 국방부가 2조6000억원을 추가 요구하는 어처구니없는 상황도 비슷한 이유 탓이 아닌가 하는 합리적 의심이 드는 것도 그래서다. 침낭 비리가 수조원대 방산 비리에 비해 규모가 작다고 가벼이 넘길 일이 아니다. 국민 혈세는 샐 대로 새고 장병들의 고통은 커지는 현실에서 결코 강군(强軍)을 기약할 수 없다. 검찰은 국가안보 차원에서 비리 관련자들을 엄벌해야 한다. 군 역시 예비역 전관예우로 인한 유착 비리를 근절하고 비리 업체들이 다시는 군납에 발을 들여놓을 수 없도록 엄격히 조치하는 등 근본적이고 획기적인 대책을 내놔야 한다.
