Don’t make haste
June 07,2016Minister of Foreign Affairs Yun Byung-se on Sunday discussed the issue of establishing diplomatic relations with Cuba on a visit to the Caribbean country./ 윤병세 외교부 장관이 카리브해 국가를 방문하는 길에 쿠바와 외교관계를 수립하는 문제를 일요일 논의했다
We welcome his first meeting with his counterpart from Cuba, a long ally of North Korea, because it not only expands our diplomatic frontier but also helps reinforce diplomatic pressure on North Korea./ 북한의 오랜 동맹국이었던 쿠바를 윤 장관이 처음으로 방문하여 쿠바 당국자와 외교지평을 확대하고 북한에 대한 외교적 압박을 강화한다는 측면에서 환영할 일이다
Among a few remaining Communist countries, Cuba carries special significance./ 몇 안 남은 공산국가 중에서도 쿠바는 특별한 존재다
Having been led by Fidel Castro — a hero of the world’s Communist revolution and Cuba’s spiritual leader — since 1959, the Caribbean nation has long been playing a pivotal role in leading the Non-Aligned Movement around the world./ 세계 공산혁명의 영웅이자 쿠바의 정신적인 지도자인 피델 카스트로가 이끌어 온 1959년 이래 오랫동안 쿠바는 세계 비동맹 운동의 리더 역할을 수행해왔다
In particular, Castro has maintained a close relationship with North Korea as a first generation leader of Communist revolution like former North Korean leader Kim Il Sung did./ 특히, 카스트로는 북한 김일성 주석과 같은 세계 공산혁명 1세대여서 북한과 밀접한 관계를 유지해왔다
Thanks to the close ties, North Korea has provided Cuba with 100,000 rifles and ammunitions worth $16 million since the Soviet Union stopped aid to its ally in the 1980s./ 이러한 긴밀한 유대관계 덕분에 북한은 1980년대 소련의 지원이 끊긴 이후 쿠바에 소총 10만정과 1600만 달러어치의 탄약을 제공했다
In July 2013, a North Korean ship attempted to deliver Mig-21 jet fighters and missiles to Cuba, but was blocked after the shipment was discovered in Panama./ 2013년 7월에는 북한 선박이 미그 21 전투기와 미사일 등을 쿠바로 싣고 가다가 파나마에서 적발되어 봉쇄된 적도 있었다
If such a country establishes diplomatic relations with us, it will deepen the North’s isolation./ 만약 이러한 쿠바가 한국과 외교관계를 수립한다면 북한의 고립감은 엄청날 것이다
Given that Iran and Uganda — both long allies to the North — recently decided to turn their backs on Pyongyang, our normalization of diplomatic relations with Cuba will most likely put the North into corner./ 북한의 오랜 동맹국이었던 이란과 우간다가 북한에 등을 돌리기로 최근 결정한 것을 감안하면 쿠바와의 외교관계 정상화는 북한을 코너로 몰아붙일 수 있을 것으로 보인다
Cuba has emerged as a “blue ocean” for us since 2014 when it restored diplomatic relations with the United States, as its economy has been growing at a faster pace than other countries in the Caribbean./ 쿠바는 2014년 미국과 외교관계를 회복한 이후 카리브해의 어느 다른 국가보다 경제가 빠르게 성장하고 있어서 블루오션으로 등장하고 있다
At the moment, trade volume between South Korea and Cuba stands at a merger $60 million per year, but if the Cuban government succeeds in accomplishing its annual goal of a 7 percent growth, the bilateral trade amount will soon increase to $300 million a year./ 당장은 한국과 쿠바의 무역규모는 연간 6000만 달러에 지나지 않지만 만약 쿠바 정부가 연간 7퍼센트의 경제성장 목표를 달성한다면 양국 간의 무역량은 곧 연간 3억 달러에 달할 전망이다
But it is too early to expect both countries to establish diplomatic relations in the near future when we consider the North’s persistent efforts to thwart it./ 그러나 북한이 집요하게 방해할 것임을 감안하면 가까운 장래에 양국이 외교관계를 수립할 것이라는 기대는 섣부르다
In fact, Kim Yong-chol, vice chairman of the Central Committee of North Korean Workers’ Party and a member of Political Bureau, reaffirmed amicable relations with Cuba on a May 25 visit./ 실제로 5월 25일에는 김영철 북한 노동당 중앙위원회 부위원장이자 정치국 위원이 쿠바를 방문하여 양국 간 우호를 대다짐하고 갔다
Castro is also known to attach great significance to Havana’s relations with Pyongyang./ 카스트로 역시 아직도 북한과의 관계에 강한 집착을 보이고 있는 것으로 알려져 있다
It is wise for the government to first focus on economic and cultural exchanges and wait until the atmosphere is ripe for the normalization rather than hastily pushing it./ 한국 정부는 성급하게 밀어붙이기 보다는 정상화를 위한 분위기가 무르익을 때까지 경제와 문화교류에 우선 초점을 맞추면서 때를 기다리는 것이 현명하다
When you exercise prudence, nothing goes wrong./ 무릇 신중하게 해서 나쁠 것은 없는 법이다
