A regrettable address

President Park Geun-hye’s congratulatory speech on Monday at the opening session of the 20th National Assembly attracts our attention as it shows her perception of the current political landscape and the possibility of co-governing with the legislature down the road./ 월요일 20대 국회 개원식에서 한 박근혜 대통령의 축하연설은 대통령의 현 정국상황에 대한 인식과 향후 국회와의 협치 가능성을 가늠케 한다는 점에서 관심을 끌고 있다
Underscoring a desperate need for revamping our conflict-prone political culture, the president vowed to cooperate with the Assembly through close communication./ 박 대통령은 정쟁하는 문화를 개조할 필요성이 절실함을 강조하면서 긴밀한 소통을 통해 국회와의 협치를 맹세했다
She also promised to hold a meeting with heads of the three main parties on a regular basis and respect them as political partners./ 또한 앞으로 3당 대표 회담을 정례화하고 국회를 국정의 동반자로서 존중하겠다고 약속했다
The 19th Assembly was our worst-ever legislature because every one of the political parties blindly adhered to their own political and factional interests./ 19대 국회가 정당 모두가 정파와 계파의 이익에 사로잡혀 최악의 국회가 되었다는 것은 잘 알고 있는 사실이다
Confrontation was rife./ 대립만이 만연했다
But President Park is also responsible for the divisive political scene./ 하지만 박근혜 대통령 또한 분열된 정국에 대해 책임이 있다
The president gave the impression that she tries to rein in the legislature by controlling the ruling Saenuri Party through her loyalists./ 박 대통령은 자신을 추종하는 충신들을 통하여 집권 여당인 새누리당을 통제함으로써 국회를 장악하려고 했다
As a result, party leaders who struggled to uphold its autonomy — and the independence of the legislature — were pushed to the sidelines or removed./ 결과적으로 자율성이나 입법부의 독립성을 지키려는 당내 리더들은 빈껍데기가 되거나 제거되었다
The liberals’ uninterrupted head-on collisions with the conservatives also stems from the president’s obstinacy and heavy-handedness./ 야당이 계속적으로 여당과 정쟁을 벌인 것 또한 박 대통령의 고집과 밀어 붙이기 때문이다
It is deplorable that a president has been perceived as the boss of a faction instead of the head of state./ 대통령이 한 국가의 수장으로서가 아니라 한 정파의 보스로 인식되었다는 면에서 안타까운 일이다
It is also regrettable that Park did not mention even a word of self-examination or her accountability for the critical lack of cooperation and harmony in the legislature./ 박 대통령이 국회에서의 협치와 화합이 결핍된 중요한 원인에 대해 반성과 책임을 한 마디도 언급하지 않는 것 또한 유감스러운 일이다
That’s the same as making a pledge without holding herself accountable first./ 자신이 먼저 책임을 지지 않는 맹세는 유감스러울 수밖에 없다
The president must not forget that she must take half of the responsibility for the persistent political standoff./ 박 대통령은 자신이 지속적으로 정당간의 분열에 대해 절반의 책임이 있다는 것을 명심해야 한다
Though her address was regrettable, we welcome her statement that she will respect the legislature as a partner in administering the state./ 비록 대통령의 연설이 유감스럽기는 하지만 나라를 이끌어가는 파트너로서 국회를 존중할 것이라는 말은 반가운 일이다
Her reaffirmation of an earlier promise of regular meetings of three party heads is also a promising sign./ 대통령이 3당 대표회담을 정례화 하겠다는 약속을 재확인한 것도 또한 기대할만 하다
She must create a political environment in which the executive branch heartily cooperates with the legislative branch./ 대통령은 행정부가 진심으로 국회와 협력할 수 있는 정치 환경을 조성해야 한다
We could read strong determination in her remarks that our insolvent shipbuilders and shipping companies as well as their creditors must make painful efforts to stay afloat./ 구조조정을 해야 하는 조선업체와 해운업체 뿐만 아니라 그 채권자들이 도산을 막기 위해 뼈를 깎는 노력을 해야 한다는 대통령의 발언에서 강력한 의지를 엿 볼 수 있다
But she stopped short of blaming the Korea Development Bank for mismanaging Daewoo Shipbuilding and Maritime Engineering./ 하지만 박 대통령은 한국산업은행이 대우조선해양을 부실 관리한 것에 대해서는 해명을 해야 한다
At the end of the speech, Park said public office holders write their inaugural speeches with their dreams and their retirement speeches with their track records./ 연설 마지막에, 박 대통령은 취임사는 꿈으로 쓰고 퇴임사는 발자취로 쓴다며 공직자들에게 말했다
The aphorism applies to her as well./ 이 문구는 박 대통령 자신에게도 적용되어야 할 것이다
