We need Thaad

Seoul and Washington made it official: the controversial Terminal High Altitude Area Defense (Thaad) system will be deployed in a U.S. military base in South Korea. Our government said the introduction of the missile defense system cannot be delayed any longer after North Korea’s fourth nuclear test in January and its remarkable advancement in long-range missile technologies. After Seoul made the decision — despite neighboring countries’ strong opposition and controversies over Thaad’s effectiveness in real battles — the government must find ways to minimize national division and diplomatic friction in the run-up to the deployment.

The government must ease the concerns of China and Russia, which have objected to the deployment because they regard it as a signal of South Korea joining the U.S.-led Missile Defense system. Backpedaling on a more subtle position earlier, our government began discussions on the introduction of the system in March and came to its final conclusion after four months.

Seoul and Washington must make their positions crystal clear. Both sides must persuade China in particular to accept the goals of the Thaad deployment in order to avoid it becoming a military threat to peace in Northeast Asia. Also, it is not desirable for Thaad to become an obstacle to negotiations on North Korean nuclear weapons and inter-Korean dialogue. Thaad must not push the Korean Peninsula into the frontlines of a new Cold War.

South Korea and the United States must take positions on sharing the cost of the deployment and selecting a location. Despite the U.S. government’s position that it will cover the cost of deployment, it could pass along some of it to us, as it means the introduction of U.S. strategic weapons to an ally. Both countries also must clear lingering doubts over harmful electromagnetic waves from the system before selecting an appropriate location to calm controversy over the deployment. They can refer to the case of Japan, where it took two years to persuade local residents through a series of hearings and offering of subsidies.

Opposition parties and local communicates need to take a practical approach. If they stick to ideological fights for partisan interests, it only weakens our security. In Chilgok and Eumseong counties, possible locations for the Thaad deployment, heads of local governments and their representatives in the National Assembly have launched campaigns to oppose it. The “Not In My Backyard” mentality should not overshadow our security.

한·미가 8일 사드(THAAD:고고도 미사일방어체계)의 주한미군 배치를 확정했다. 정부는 그동안 사드의 실전 효용성 논란과 주변국의 반발을 고려해 도입 여부에 신중한 입장을 보여왔다. 하지만 지난 1월 북한이 국제사회의 제재에도 아랑곳없이 4차 핵실험을 강행하고, 중거리탄도미사일(IRBM)을 6차례나 발사하며 핵능력 고도화에 박차를 가하는 상황에서 사드 도입을 더는 미룰 수 없게 됐다는 것이 정부의 판단이다. 이제 사드 도입이 확정된 만큼 배치 과정에서의 부작용과 외교적 마찰을 최소화할 치밀하고 종합적인 접근이 절실하다.
우선 중국과 러시아의 반발을 불식하는 것이 급선무다. 두 나라는 정부의 거듭된 부인에도 불구하고 한국의 사드 도입이 미국의 미사일 방어체계(MD)에 편입되는 신호탄으로 의심하고있다. 아닌게 아니라 정부는 지난해 사드 도입 논란이 불거지자 "요청도,협의도,결정도 없다"며 부인으로 일관하다가 북한의 4차 핵실험 직후 기다렸다는 듯 미국과 도입 협상을 개시했다. 그 뒤 넉달만에 배치 결정이 내려졌다. 이런 전광석화같은 결정과정을 보면 한·미가 미리 답을 정해놓고 발표 시점만 조율해온 것 아니냐는 의구심이 들 정도다.
그런 만큼 한·미는 사드의 용도를 명확히 해야한다. "오직 북한 핵미사일에 대해서만 운용하고 제3국에 영향을 미치지않는다"는 발표를 엄수해야한다. 사드가 자위의 수단을 넘어 동북아 지형을 뒤흔드는 군사적 위협으로 기능하지 않도록 관리에 만전을 기해 중국·러시아의 의혹을 해소해야할 것이다. 사드가 한·미·일 대 북·중·러 대결구도를 재연해 한반도를 신냉전의 최전선에 몰아넣고,북핵협상이나 남북대화를 가로막는 걸림돌이 되는 상황은 반드시 막아야한다. 무기에 무기로만 대응하면 문제를 풀 수 없다. 적절한 시기에 핵동결을 목표로 북한과의 대화를 재개하는 방안이 병행돼야한다.
사드 배치 비용과 부지 선정에도 정교한 접근이 요구된다. 사드 배치에 드는 돈은 미국이 부담하고 한국은 부지만 제공한다지만 미군의 첨단 전략무기가 들어오는 만큼 방위비 분담금 인상 등의 방식으로 우리에게 부담이 추가될 가능성이 없지 않다. 부지 선정 역시 사드 레이더 전자파가 인체에 악영향을 미칠 수 있다는 지적 때문에 논란이 끊이지 않는다. 한·미는 이런 우려들을 확실히 해소할 방안부터 확정한 뒤 배치를 추진해야한다. 사드 배치 결정부터 완료까지 2년 동안 여러 차례 주민설명회를 열고 보조금을 지급하는 등 설득에 힘쓴 일본 사례를 참고할 필요가 있다.
야당과 지역사회의 전향적 대응도 절실하다. 군사적 자위 수단인 사드를 이념이나 정쟁의 차원에서 막무가내로 반대한다면 남남갈등으로 국론이 분열되고,안보에 구멍이 뚫리는 결과만 빚을 뿐이다. 배치 후보지인 칠곡·음성 등지에서 자치단체장과 해당 지역 국회의원까지 가세해 ‘저지 투쟁’이 벌어지고있는 것도 마찬가지다. 주민들의 우려는 이해하지만 안보 현안을 둘러싼 지역이기주의는 국가의 존립을 위협할 수도 있는 만큼 대승적으로 극복해야한다. 사드가 배치될 지역 주민의 안전과 불이익 구제를 위한 정부의 확실한 대책이 선행돼야함은 물론이다.
