오늘(4일) 앵커브리핑이 주목한 단어 '이상한 방송'입니다.
그날은 세월호 참사 엿새째가 되는 날이었습니다.
300명이 넘는 사람의 목숨과 지켜보는 온 국민의 마음이 생과 사의 경계를 오갔을 그 시간.
그들의 통화가 이뤄진 것은 밤 9시 무렵이었습니다.

The focus of today’s anchor briefing will be on the so-called “ eccentric news.”
It all started on the sixth day after the Sewol ferry capsized in April 2014. The day when over 300 passengers on board were at the brink of death and the entire Korean population’s attention was fixated on the news, desperately hoping to hear that the passengers were rescued.
It was at 9:00 p.m. on that day when a call was made to the newsroom of the government-led Korean Broadcasting System (KBS).


이상한 방송… 열심히 일하고 있는 해경을 '밟지 말아 달라'던, 그리고 '극적으로 도와달라'던 청와대 홍보수석의 요청이었습니다.
물론 스스로는 '컨트롤 타워가 아니'라고 규정했지만, 많은 사람들이 컨트롤 타워였어야 한다고 믿고 있는 그곳에서 나온 말이었습니다.

The call was from Rep. Lee Jung-hyun, who was the senior presidential secretary for public affairs at the Blue House at the time. He asked the then chief of the newsroom for “desperate help” and required him to stop the “eccentric news” that “ stampeded on the reputation of the Coast Guard.”
President Park Geun-hye’s Blue House refused to define itself as the “ control tower” of the disaster, while many Koreans still believe it should have been one.


홍보수석이 이야기한 그 이상한 방송이 파악한 사고 당시의 상황은 이러했습니다.
현장에 도착했음에도 주위만 빙빙 돌고 있었던 해경의 구조선.
청와대 지시를 받은 해경은 보고용으로 침몰하는 배의 모습을 촬영하는 데만 급급했습니다.
해경이 배 안에 있는 어린 생명들에게 퇴선 명령조차 내리지 않았다는 것은 이미 너무나 잘 알려져 있는 얘기입니다.

The situation of the disaster that was covered by the “eccentric news,” as claimed by Lee, indeed looked abysmal.
The Coast Guard’s ship, when it arrived near where the accident happened, simply roamed around the capsized boat.
The Coast Guard was busy filming the scene of the capsized ferry, following the Blue House’s order.
It’s already a widely-known fact that the Coast Guard hadn’t even bothered telling the young lives to jump out of the sinking ferry.


가장 놀라웠던 것은 해경의 부탁을 받고 대신 사고해역에 투입된 민간업체 언딘이 나중에 JTBC와의 인터뷰에서 했던 말이었습니다.

The statement from a worker from a maritime company, Undine, which was dispatched at the request of the Coast Guard for rescue assistance, during an interview with the JTBC, however, stirred the nation into waves of shock.


[장병수/언딘 기술이사 (2014년 5월 26일 인터뷰) : (그러면 도착했을 때는 그 안에 그 많은 승객이 갇혀 있는 줄 몰랐다는 얘기인가요?) 상상을 할 수 없죠. 저희가 전체 팀이 다 모였을 때가 16일 자정경이었는데 그때 어느 정도(현장 상황을) 파악했고, (승객) 숫자는 그때까지도 파악을 못 했었습니다.]

“Do you mean that you didn’t know that there were passengers trapped in the boat?” asked Sohn Suk-hee, the head of the JTBC’s newsroom, during the interview.
“Such situation was unimaginable,” answered Jang Byung-soo, the director of the Undine Company’s technique team. “It was around midnight on April 16 when the members of our team all arrived on the scene of the accident. We had vaguely grasped the situation, but we still didn’t know the number of the passengers in the ferry by then.”


믿을 수 없는 이야기였지만 방송이 나간 이후에 해경 쪽에선 이에 대해서 어떤 해명도 나오지 않았습니다.
그렇게 흘려보낸 골든타임. 그리고 그 순간을 비판하지 말아달라는 홍보수석.

The revelation the interview revealed was beyond anything anyone could have imagined of. Even after the interview was aired, however, the Coast Guard remained silent.
The golden time, the moment when the coast guardsmen could have saved more lives, was simply wasted like that. This was the very act of the Coast Guards that Lee had specifically asked the newsroom not to “ stampede” and leave it untainted by criticisms.


공영방송의 보도는 그 이후에 결을 달리했다는 분석이 나왔습니다.
공교롭게도 그가 이야기하는 그 '이상한 방송'과는 사뭇 다른 논조가 나오기 시작한 것이지요.
글쎄요. 통화의 당사자는 억울할지도 모르겠습니다. 그의 주장대로 통상업무, 사적통화일 수도 있을 텐데 군사정부 시절에나 존재했던 보도지침마저 운위되고 있으니까 말입니다.

According to an analysis, Korea’s biggest broadcaster, after the day the call was made, changed its course and tone of the news.
The very person who dialed the phone to the newsroom claims he was falsely accused. Because the call, which he claims was, made for typical business purposes or even private reasons, is being deemed by the press as antics left behind from the era when the nation was ruled under martial law.


그러나 부정할 수 없는 또 하나의 사실. 얼마 전에 국경없는기자회가 발표한 세계 언론자유지수 순위입니다.
우리는 매년 추락을 거듭해서 130개국 가운데 70위, 역대 최악을 기록했습니다.
언론의 자유를 억압한 사람은 없다고. 모두가 입을 모으는데 그 지수는 왜 자꾸 추락하는가.

But there’s something even he can’t deny and it’s the press freedom index that was recently released by Reporters Without Borders.
Korea’s rank steadily went down from year to year and eventually it recorded the lowest rank, 70th among 130 nations, from the index.
Everyone collectively claim that there’s no one impeding freedom of the press. But why is it that Korea’s rank continues falling?


이쯤 되면 홍보수석이 전화를 할 곳은 공영방송이 아니라 국경없는기자회여야 하는 것이 아닌가.
"다시 집계해 달라" "빼 달라" 이렇게 말입니다.

By now, it seems evident Lee phoned the wrong person. He should have, instead, called the journalist organization and requested that they re-compute the data or omit Korea from the index.
