Moving to the middle
July 06,2016A joint survey of 217 lawmakers in the 20th National Assembly by the JoongAng Ilbo and the Korean Political Science Association shows that 55 percent of the ruling Saenuri Party support the idea of raising corporate taxes./ 중앙일보와 한국정치학회가 20대 국회의원 217명을 대상으로 실시한 공동조사 결과 새누리당 의원 55 퍼센트가 법인세 인상을 지지하는 것으로 나타났다
That means a majority of the conservative party’s representatives agree to a corporate tax hike persistently championed by the opposition Minjoo Party of Korea and People’s Party./ 그것은 야당인 민주당과 국민의 당이 집요하게 주장해 오던 법인세 인상에 대다수의 보수당 의원들이 동의했다는 것을 의미한다
Especially noteworthy is that the ruling party’s political heavyweights — such as former chairman Kim Moo-sung and eight-term lawmaker Suh Chung-won, leader of the pro-Park Geun-hye faction — approve of the hike even though they desire a gradual introduction./ 특히 주목할 것은 김무성 전 대표와 친박계 8선의 서청원 의원처럼 여당의 중진까지도 비록 점진적 도입이라는 전제를 달기는 했지만 인상에 찬성한 것이다
A remarkable synchronization also took place on such issues as employment and welfare./ 더 놀라운 것은 고용과 복지와 같은 문제에서도 같은 현상이 일어났다는 것이다
More than 80 percent of Saenuri lawmakers said that the government must reinforce measures to protect part-time workers and introduce a free education system for elementary, middle and high schools depending on people’s income./ 새누리당 의원의 80퍼센트 이상이 정부가 비정규직 노동자를 보호하기 위한 대책을 강구해야 하며 국민의 소득에 따라 초, 중고등학교 무상교육제도를 도입해야 한다고 말했다
Even on diplomatic and security matters — hotly contested issues between liberal and conservative parties in the past — politicians’ attitudes converged in the middle of the road except over such sensitive issues as the introduction of the Terminal High Altitude Area Defense (Thaad) system in Korea or the resumption of the Kaesong Industrial Complex./ 과거 진보당과 보수당이 첨예하기 대립해 온 외교 안보 분야에서도 고고도미사일방어체계 도입이나 개성공단 재개와 같은 민감한 사안을 제외하면 정치인들의 태도가 중도 성향으로 수렴현상이 나타났다
A whopping 72.8 percent of Saenuri lawmakers wanted the government to increase humanitarian aid to the North even amid endless provocations by the North./ 북한의 도발이 끊이지 않은 와중임에도 새누리당 의원의 대다수인 72.8퍼센트가 정부의 대북 인도적 지원을 늘리기를 원했다
Such ideological convergence reveals that our lawmakers are increasingly leaning toward liberal values compared to four years ago./ 이러한 의원들의 이념적 수렴현상은 4년 전보다 진보적인 가치에 점점 더 기대고 있다는 것을 나타낸다
The survey shows that the ruling party’s former chairman Kim Moo-sung is more liberal than Kim Chong-in, interim leader of the liberal Minjoo Party./ 공동조사는 김무성 새누리당 전대표가 야당인 민주당의 임시 지도자인 김종인 대표보다 더 진보적이라는 것을 보여주고 있다
The results of the survey show that there is no other way than a grand compromise between the two rival groups in tackling our pressing economic challenges, including the ever-worsening unemployment situation for our young generation./ 공동조사 결과는 또한 악화일로에 있는 젊은 세대의 실업을 포함하여 위기에 처한 경제적 난관을 해결하기 위해 여야 사이에 대타협 이외에는 다른 방법이 없다는 것을 잘 보여준다
That reaffirms the common sense notion that there should be no division over such issues as people’s livelihoods./ 그것은 또한 국민의 생계와 같은 문제에 대해선 더 이상의 분열이 없어야 한다는 상식적인 생각을 재확인해준다
After the survey, the leadership of the ruling and opposition parties must cooperate./ 공동조사가 끝났으니 여야 지도부는 협력을 해야 할 것이다
Our political parties have such tight control over their lawmakers that they don’t nominate any one in the next election when he or she does not follow party positions./ 우리 정당은 당의 입장을 따르지 않는 의원은 다음 선거에서 후보가 될 수 없도록 소속 의원을 강력하게 통제해 온 것이 사실이다
That’s why it has been very difficult for our lawmakers to cast votes based on their beliefs./ 따라서 의원은 자신의 신념에 따라 투표를 하는 것이 매우 어려울 수밖에 없다
But the results of the survey demonstrate that a considerable number of our lawmakers maintain flexible and realistic attitudes beyond party lines./ 하지만 이번 공동조사 결과를 보면 상당수의 의원들이 당론에서 벗어난 유연하고 현실적인 태도를 보이고고 있음을 알 수 있다
Leaders must establish a democratic environment in which they can vote in accordance with their consciences./ 지도자들도 의원들이 소신에 따라 투표를 할 수 있는 민주적인 환경을 조성해 나가야 할 것이다
