Living in protectionist times

Dark clouds are gathering over the future of our economy after the U.S. Democratic and Republican Parties’ adoption of a party platform stipulating trade protectionism. Following the Democrats’ decision on July 9 to pass a draft of the platform calling for a review of America’s existing trade deals with other countries to protect U.S. workers and create jobs, the Republicans on Monday inserted a clause prioritizing U.S. interest in trade negotiations to its party platforms. What concerns us is that the Republican platform faithfully reflects campaign slogans of Donald Trump, the presumptive Republican presidential candidate in the December election. That’s a dramatic turnaround for the Republican Party, a staunch champion of free trade.

Though the details are yet to be fixed, both parties’ drafts could lead to a review of the Korea-U.S. Free Trade Agreement and the Trans-Pacific Partnership deal if they pass their drafts in the coming weeks. As party platforms serve as the basis of presidential candidates’ commitments, Korea can hardly avoid the protectionist fever, whoever — Trump or Hillary Clinton — becomes next president of America.

Pursuit of self-interest has become a norm in the global economy. According to the World Trade Organization, G-20 member nations took as many as 145 protectionist steps — the fastest increase since the 2008 global economic meltdown — from mid October last year to May. On top of that, a new isolationist movement is sweeping the world economy, not to mention Europe, after the Brexit last month. Uncle Sam’s bold protectionist moves could trigger a global trade war which could revive the specter of the Great Depression, which eventually led to World War II.

Korea with heavy reliance on export must confront the crisis with strong determination. Given the hardships our leading industries — such as automobile and steel — still face in exporting their products amid the global economic slowdown, the government and private sector must aggressively tackle the challenge and cope with the U.S. pressure on us.

The Obama administration has demanded the “rapid trade surplus” Korea has raked in since the FTA deal in 2007 be reduced. Our trade surplus actually increased to $25.8 billion last year from $15.2 billion. But it goes too far to attribute it to the free trade deal alone. In fact, the sharp decrease in our imports also played a big part in the trade surplus. At the same time, the government must ease U.S. pressure by highlighting other factors such as the exchange rates.

Washington also demanded our government relax its regulations on legal, medical and other services areas even after the FTA deal. The government must surmount the trade pressure by fully explaining and meeting Washington’s demands if they are legitimate.

미국 민주·공화 양당이 최근 보호무역주의를 명시한 당 정강 정책 초안을 채택해 수출 한국의 앞날에 먹구름이 감돌고 있다. 지난 9일(현지시간) 민주당이 "노동자 보호와 일자리 창출을 위해 기존 무역협정을 재검토해야 한다"는 초안을 통과시킨 데 이어 11일 공화당도 "미국을 우선에 놓고 무역협정을 협상해야 한다"는 내용을 정책 최종안에 반영시켰다. 특히 눈길을 끄는 대목은 이같은 공화당 정강 정책 내용이 '미국 우선주의자'인 도널드 트럼프 당 대선 후보의 구호를 고스란히 반영했다는 점이다. 전통적으로 자유무역을 지지해온 공화당으로서는 엄청난 변화가 아닐 수 없다.
양당 초안에는 구체적으로 언급돼 있지 않지만 이들 안이 18일 전당대회에서 최종 통과될 경우 한미 자유무역협정(FTA) 재협상과 환태평양경제동반자협정(TPP) 재검토로 이어질 가능성이 크다. 정강 정책은 대선 공약의 기초가 되기에 트럼프와 민주당 대선후보인 힐러리 클린턴 전 국무장관 중 누가 대통령이 되든 미 보호무역주의 바람은 거세질 수밖에 없기 때문이다.
그렇지 않아도 경제적 자국 이기주의의 물결이 넘실대는 세상이다. 세계무역기구(WTO)에 따르면 지난해 10월 중반부터 올 5월까지 주요 20개국(G20) 회원국들의 보호무역조치는 145건에 달해 2008년 글로벌 금융 위기 이후 가장 빠르게 늘었다고 한다. 게다가 브렉시트(Brexit)의 채택으로 신(新)고립주의가 유럽은 물론 전 지구촌에 횡행하고 있다. 이런 판에 미국마저 노골적인 보호주의로 돌아서면 전 세계는 무역전쟁에 휘말릴 게 뻔하다. 세계 2차대전을 초래한 30년대 대공황이 재현되는 것 아니냐는 우려가 나오는 것도 무리가 아니다.
이런 살얼음 판 같은 상황에서 유난히 무역의존도가 높은 한국으로선 비상한 각오로 대책 마련에 나서야 할 것이다. 지금도 세계적 불황으로 자동차·철강 등 주력산업들의 수출 전망이 어두운 마당에 보호주의까지 빠르게 번진다면 보통 일이 아니다. 보호주의와 신고립주의가 세계적 추세라고 마냥 손 놓고 있을 수는 없다. 특히 더욱 거칠어 질 것으로 예상되는 미국의 통상 압력에 능동적으로 대처할 필요가 있다.
미국 당국은 그간 한미 FTA 체결 이후 우리의 대미 흑자가 급속히 늘었다며 시정을 요구해 왔다. 2012년 152억 달러였던 대미 흑자가 지난해 258억 달러로 증가한 건 사실이다. 하지만 이같은 흑자가 오로지 한미 FTA 때문에 비롯됐다고 몰아붙이는 것은 지나치다. 한국 경제의 장기 침체에 따른 수입 감소도 큰 몫을 차지한 게 분명하다. 이와 함께 환율 등도 핵심 변수로 작용했다는 점을 분명히 해 미국의 압력을 완화시킬 필요가 있다.
또 미국 당국은 법률시장 및 의약·서비스 분야에서의 개방 수준이 미흡하다며 규제 완화를 요구해 왔다. 이에 대해서도 해명할 것은 해명하고 정당한 요구라면 흔쾌히 들어줌으로써 앞으로 거칠어질 통상 압력에 선제적으로 대응할 필요가 있다.
