A crisis of civilization
Another terrorist act has hit France again. The new type of terrorist attacks against a crowd on the beach of Nice killed over 80 people and injured more than 100 Thursday night. A large truck plowed at full speed through a crowd, who gathered there to celebrate the anniversary of the French Revolution. The attack took place in France only eight months after the militant Islamic State killed over 130 innocent citizens in Paris in November. The whole world is shocked and horrified by the alarming spate of terrorist acts.Despite the U.S-led war on terror since the September 11, 2001 terror in New York, terrorist attacks are still in full swing. They occur more often than before and find no boundaries, as vividly seen in the horrendous terrorist attacks in Ankara and Istanbul, Turkey; Brussels, Belgium; Orlando, the United States; Dacca in Bangladesh; and Baghdad, Iraq. Hundreds of people lost their lives due to unexpected terrorist attacks against the “soft targets.” We can hardly find a safe haven from the threat.
French President Francois Hollande extended the country’s state of emergency for another three months. The French government will further tighten identity checks on foreigners who enter and exit the nation along with a tightened monitoring of activities of terrorist suspects. Other nations will most likely follow in France’s steps. Donald Trump, the presumed Republican Party presidential candidate in the November election, already made commitments to limit Muslims’ entry into America.
If such a counterterrorism movement gains momentum to the extent of building walls one after another against the abominable terrorist threats to protect their own citizens’ lives, the globalized 21st century civilization based on free trade and movement cannot avoid a serious setback. We can hardly rule out the possibility of such isolationism escalating to armed clashes among nations, race and religions. The terrorist attack in Nice — which exploited the gifts of civilization as a tool for terrorism — serves as a symbol of our civilizational crisis.
Global anti-terrorist campaigns through international cooperation are urgently demanded. The United States, China, Russia and the European Union must join hands in ending the unfettered terrorist attacks. To root out the despicable terrorist acts by IS, they must put an end to the ongoing civil war in Syria, ground zero of the terrorism. The territorial disputes over the South China Sea and Ukraine as well as the controversies over Brexit and the deployment of the Terminal High Altitude Area Defense (Thaad) system in South Korea are small matters compared to the terrorist attacks shaking the very foundations of our civilization.

또 테러다. 이번엔 프랑스 남부의 니스다. 한국시각으로 어제 새벽 니스 해변을 덥친 신종 테러로 80여명이 목숨을 잃고, 100여명이 부상했다. 테러범은 프랑스 대혁명 기념일 축제를 즐기러 온 수많은 군중을 향해 대형트럭을 전속력으로 몰며 광란의 ‘차량 돌진 테러’를 벌였다. 지난해 11월 파리를 피로 물들인 이슬람국가(IS) 테러로 130명이 목숨을 잃은지 8개월만이다. 프랑스 뿐만 아니라 전 세계가 충격과 공포에 빠졌다. 인류가 테러 공포로 신음하고 있다. 2001년 9ㆍ11 테러 이후 미국이 주도한 ‘테러와의 전쟁’에도 불구하고 테러는 오히려 갈수록 기승을 부리고 있다. 전 세계로 범위가 확대되고, 빈도도 더욱 잦아지고 있다. 올 들어서만도 터키 앙카라와 이스탄불, 벨기에 브뤼셀, 미국 올랜도, 방글라데시 다카, 이라크 바그다드 등에서 테러가 발생해 수백 명이 숨졌다. 안전지대가 없다. 프랑수아 올랑드 프랑스 대통령은 이 달말 해제 예정이던 국가비상 사태를 3개월 연장한다고 밝혔다. 출입국 통제와 검문검색, 테러 용의자에 대한 감시가 더욱 강화될 전망이다. 다른 나라들도 유사한 조치를 취할 가능성이 크다. 미 공화당의 사실상 대선후보인 도널드 트럼프는 무슬림에 대한 입국 제한을 이미 공약으로 내걸었다. 자국민의 안전을 내세워 각국이 외부에 벽을 쌓는 고립주의를 강화할 경우 이동과 교역의 자유 위에 구축된 21세기 문명은 퇴보가 불가피하다. 고립주의가 국가ㆍ인종ㆍ종교 간 충돌로 비화할 가능성도 배제할 수 없다. 문명의 이기를 흉기로 악용한 니스 테러는 문명적 위기의 상징이다. 국제공조를 통한 범세계적 차원의 테러 대책이 시급히 요청된다. 미국과 중국, 러시아와 유럽연합(EU)이 손을 잡고 테러 종식에 나서야 한다. 세계를 뒤흔들고 있는 IS 테러를 해결하려면 그 근원인 시리아 내전부터 끝내야 한다. 중동 각국도 종파적 이해를 떠나 테러 근절에 협력해야 한다. 남중국해 문제, 우크라이나 사태, 브렉시트, 고고도미사일방어(THAADㆍ사드) 체계 논란은 인류 문명을 위협하고 있는 테러 공포에 비하면 사소한 문제일 뿐이다.
