Mindless supplementary budget

Never has there been a more mindless supplementary budget. The government passed an extra budget proposal in the scale of 11 trillion won ($9.7 billion) in an economic stimulus package worth 28 trillion won that raises questions of having any effect on aiding the economy.

As largely feared, despite its colossal size the spending has been appropriated to go to waste without doing much to revive the slow-moving economy.

Talk of raising the budget gained ground as problems surrounding the restructuring of the shipping and shipbuilding industry surfaced. The possibility of massive layoffs stoked concerns of further woes on an economy that has been growing under 3 percent for the last three years. The supplementary budget should have gone entirely to aid the industries subject to restructuring and accelerate structural overhauls.

But the proposed spending outline was hastily concocted without any thought and direction. Of the 11 trillion won, 3.7 trillion won would be handed out to local governments and 1.2 trillion won to repay government debt. Just 6.1 trillion won, including 1.4 trillion to recapitalize state banks to aid troubled companies, had been earmarked for jobs and specifically to aid the economy.

The government said it would spend 1.9 trillion won to create up to 68,000 jobs. But less than half — 20,000 jobs for retirees and 5,700 for forest work — are jobs that would last no more than four months. It would hardly help prevent the economy stave against additional blows from layoffs at shipyards.

Since the government has not done any hard thinking, the supplementary budget outline would be in the hands of the legislative to turn it into an effective plan. The 20th National Assembly would be conducting its first budgetary review. It must devise creative and fundamental spending plans so they could actually bolster the economy instead of wasting valuable tax funds.

역대 추가경정예산(추경) 가운데 이렇게 개념 없는 추경은 처음이다. 효과 무용론에도 불구하고 정부가 필요성을 거론해 22일 국무회의에서 의결된 11조원 규모의 추경 얘기다. 당초 우려대로 두껑을 열어보니 경기를 살릴만한 내용은 찾아보기 어렵고 예산을 여기저기 뿌려 세금만 낭비할 가능성이 커졌다.
추경은 당초 조선ㆍ해운산업의 위기가 표면화하면서 고개를 들었다. 박근혜정부 들어 연평균 2%대의 저성장 터널에 빠져든 한국경제로선 엎친데 덮친 격으로 대량 실업 사태가 우려돼 추경이 논의됐다. 그래서 추경은 구조조정 대상 산업을 지원하고 구조개혁까지 촉진하는 방향으로 추진되는 게 바람직했다.
하지만 추경의 내용을 보면 이런 기대는 물거품이 됐다. 추경 논의가 나온 지 수개월이 지났는데도 아무런 철학도 없고 방향도 없이 편성됐기 때문이다. 전체 규모 11조원 가운데 3조7000억원은 지방에 내려가는 교부금이고, 1조2000억원은 국채 상환에 쓰인다. 순수하게 일자리를 만들고 경기를 진작하는 데 쓰이는 돈은 국책은행에 현금 출자되는 1조4000억원을 포함해 6조1000억원에 불과하다.
이중 일자리 창출에 직접적으로 들어가는 예산은 1조9000억원이다. 기획재정부는 이를 통한 일자리 창출 효과가 6만8000개라고 설명하고 있으나 숫자 부풀리기 성격이 강하다. 이 가운데 노인 일자리 2만 명과 산림 병충해와 숲 가꾸기에 5700명을 비롯해 절반 이상이 생산성 제고와는 무관한 4개월짜리 한시적 공공근로이기 때문이다. 이래서는 세계 경제 불안과 맞물려 연평균 2%대 성장률로 주저앉은 한국 경제가 조선업 실업 대란에서 파급되는 경제위기를 대응하기엔 역부족일 수밖에 없다.
이번 추경은 구조조정과 일자리 추경이라더니 결국 밑빠진 독에 물붓기 추경이 될 판이다. 정부가 큰 그림으로 창조적인 고민을 한 흔적도 없이 추경안을 짰으니 이제 기댈 곳은 국회밖에 없다. 20대 국회 첫 추경인만큼 심의과정에서 대체산업 육성 같은 근본적인 대책을 포함해 추경의 효과를 극대화해주기 바란다.
