The 2016 Asean Regional Forum (ARF) and its related meetings ended on Tuesday in Vientiane, the capital and largest city in Laos, after three days of working./ 라오스의 수도이자 가장 큰 도시인 비엔티안에서 열린 2016년 아세안지역안보포럼(ARF) 및 관련 회의가 사흘간의 일정을 마치고 목요일 끝났다

ARF, a venue for diplomacy among foreign ministers of 27 countries in the Asia-Pacific region, draws attention for its unique status as the only multipartite consultative body available in the region./ 아시아 태평양 지역 27개국 외교수장이 총출동하는 ARF는 이 지역의 유일한 다자안보 협의체라는 특별한 위상을 가지고 있다는 점에서 관심을 끌고 있다

Not only the United States, China, Russia and Japan, but also South and North Korea participate./ 미국, 중국, 러시아, 일본뿐만 아니라 남북한도 참여한다

The forum attracts special attention as it was held amid heightened tensions over the ruling of the Permanent Court of Arbitration in favor of the Philippines in the territorial disputes in South China Sea and over Seoul’s decision to allow the deployment of the U.S.-led Terminal High Altitude Area Defense (Thaad) antimissile system to South Korea./올해 ARF는 특히 남중국해 영토 분쟁에서 필리핀에게 유리한 국제상설중재재판소(PCA)의 판결과 미국이 주도하고 있는 고고도미사일방어(THAAD) 체계를 한국이 배치 결정을 함으로써 역내 긴장이 고조된 와중에 열려 특별한 관심을 모으고 있다

North Korea’s nuclear weapons have long been a major issue in the forum./ARF에서 북한 핵무기 문제는 늘 주요한 이슈였다

Seoul and Pyongyang were engaged in a heated diplomatic contest over the level of pressures on the North bent on accelerating its nuclear and missile development in the face of the international community’s opposition./ 국제사회의 반대를 무릅쓰고 핵과 미사일 개발을 가속화하고 있는 북한에 대한 압박 수위를 놓고 남북한은 치열한 외교전을 벌여왔다

South Korea concentrated its diplomatic capabilities on sending a strong message against the North’s possible provocations in the future, while maintaining a solid framework for sanctions after the North’s fourth nuclear test and repeated test-firing of long-range missiles./ 한국은 북한의 4차 핵실험과 반복된 장거리 미사일시험 발사에 따른 대북 제재 기조를 굳건히 유지하는 한편, 추가도발 가능성에 대한 경력한 경고 메시지를 보내는데 외교력을 집중했다

However, our network for promoting cooperation among concerned parties was shaken by China’s vehement opposition to Seoul and Washington’s decision to deploy Thaad and by the North’s offensive diplomacy to take advantage of the schisms./ 하지만 중국이 한미의 사드배치 결정에 거세게 반발하고, 그 틈새를 이용하여 북한이 적극적인 외교 공세에 나서면서 당사국들 간의 대북공조가 흔들리는 모습을 보였다

Some members even insisted on including their concerns about the deployment in the chairman’s statement./ 일부 회원국들은 심지어 의장성명에 사드배치에 관한 우려를 포함시키자고 주장하기도 했다

But the division and disarray largely stems from our diplomats’ incompetence to effectively convince ARF member nations of the necessity of the missile defense system in South Korea as well as from our government’s impatient announcement of the deployment despite a strong need to establish a united front on the issue./ 하지만 그 문제에 대한 강력한 연합전선을 형성해야 할 필요성에도 불구하고 한국 정부가 성급하게 사드배치를 공표한 탓도 있지만 한국을 위한 미사일 방어시스템의 당위성을 설득력 있게 설명하고 납득시키지 못하는 한국 외교의 무능 때문에 분열과 혼란이 생겼다고 볼 수 있다

South Korea had to make the decision to deploy a Thaad battery because the international society, including China, could not stop the North from developing nuclear weapons recklessly./ 북한이 무모하게 핵무기를 개발하는 것을 중국을 포함한 국제사회가 막을 수 없기 때문에 사드 포대 배치는 전적으로 한국이 결정할 문제다

Nevertheless, our diplomats fretted about whether the chairman’s statement should include some remarks on the Thaad deolyment or not — to the last minute./ 그럼에도 불구하고 우리 외교관들은 의장성명에 사드배치에 관한 언급이 포함되느냐 마느냐 하는 문제로 막판까지 노심초사했다

It is deplorable that they failed to lead the multilateral discussions on the North’s threats through bold and creative ideas — instead of being dragged by other members./북한의 위협에 관한 창의적이고 대담한 아이디어로 다자간 논의를 주도하며 이끌고 갈 수 있을 텐데도 오히려 다른 회원국들에게 끌려 다니고 있으니 답답한 노릇이다
