China’s media spite

Beijing appears to be mounting a retaliatory campaign after Seoul’s decision to deploy the Terminal High Altitude Area Defense (Thaad) system in South Korea, which defied China’s repeated opposition to the powerful U.S.-controlled radar in its neighbor country. China scaled down a Chinese delegation to a chicken and beer festival in Daegu, North Gyeongsang, and Chinese bloggers indefinitely postponed a planned visit to Gangwon Province. Chinese authorities are finding fault with Korean products. There was a crackdown on smuggled Korean cosmetics. It is a pity that bilateral relations have to be chilled by a security decision.

The People’s Daily recently carried op-eds by two South Koreans that contributed to Beijing’s argument against Thaad. In Monday’s paper, a former presidential secretary gave six reasons for opposing the U.S. missile system based on questions of efficacy and safety.

He claimed the battery is welcome nowhere on South Korean soil.

In Sunday’s paper, Lee Sang-man, a professor at the Institute for Far Eastern Studies at Kyungnam University, accused the Korean government of disregarding hopes for peaceful unification and public safety in favor of servicing U.S. interests.

Beijing has grounds to oppose to Thaad, but it need not go against common civility by using its media to slam Korea.

The action by the People’s Daily, the official mouthpiece of the Chinese Communist Party, is worrisome, as the pieces could be seen as intended to increase the divide in public opinion about Thaad in Korea. The paper carried the contributions in the upper right section of the op-ed page to make sure they would be read. The first article represented the view of a villager from Seongju County, the site chosen to host the battery, and the second offered reasons against Thaad from the perspective of an expert in international affairs.

The articles appear to have an obvious motive. The paper strictly follows orders from the Communist Party. Criticizing the Korean government using Korean nationals is purely spiteful and can rouse ill feelings toward China. The media has the important role of easing tensions between nations. The articles did more harm than good.

한국의 사드(THAAD, 고고도미사일방어) 체계 배치 결정에 대한 중국의 보복이 고개를 들고 있다. 우선 인적 교류가 영향을 받아 대구 치맥 페스티벌에 오려던 중국 대표단이 규모를 줄였고 강원도 방문이 예정됐던 중국 블로거들은 방한을 무기 연기했다. 한국산 제품에 대한 딴지 걸기도 보인다. 한국 화장품 밀수 단속 장면 방영이 그렇다. 한·중 관계의 후퇴를 보는 것 같아 안타깝다.
마음을 더 무겁게 하는 건 최근 중국 인민일보(人民日報)에 실린 사드 반대 두 한국인의 기고다. 25일 김충환 전 청와대 비서관이 실효성과 안정성 등 여섯 가지 이유를 들어 사드 반대 의사를 밝히며 ‘한국의 어느 곳에도 사드를 들여놔선 안 된다’고 주장했다. 31일엔 이상만 경남대 극동문제연구소 교수가 ‘사드 배치는 한국 정부가 한반도의 평화통일을 가벼이 보고 국민의 안위를 무시하는 결정이자 미국의 이익에 봉사하는 결정’이라고 말했다. 사드에 반대할 수 있고 또 그 의견을 기고할 수도 있지만 이를 국내 언론이 아닌 해외 언론 특히 최근 ‘한국 때리기’에 열을 올리는 중국의 언론에 내보는 게 적절했나 하는 점에서 아쉬움이 크다.
인민일보의 게재 행위는 우려를 낳는다. 한국 내부의 분란을 부추기는 모습으로 비쳐지기 때문이다. 인민일보는 두 글 모두 눈에 잘 띄는 3면의 오른쪽 상단에 실었다. 첫 글은 성주군 사람 입장에서 감성적으로 접근하게 했고 두 번째 글은 국제문제 전문가 각도에서 사드 배치의 부당성을 부각시키려 했다. 기획된 측면이 커 보인다. 인민일보는 중국 공산당 기관지로 철저하게 당의 명령을 따른다. 한국인의 글로 한국 정부를 비판한 인민일보의 행태는 중국의 전통적 주변국 다루기인 이이제이(以夷制夷, 오랑캐로 오랑캐를 제압한다) 수법을 떠올리게 해 한국인의 반감을 살 가능성이 크다. 한·중 갈등이 생길 때마다 양국 언론의 중요성이 거론된다. 사태 악화보다는 갈등 해소에 기여해야 한다는 측면에서다. 인민일보의 한국인 기고 게재는 얻는 것보다 잃는 게 더 많아 보인다.
