[앵커브리핑] 다 김영란법 때문? "덕분이다"로 귀결되길…

"이게 다 노무현 때문…" 참여정부 시절, 유행했던 댓글놀이였습니다. 축구국가 대표팀이 평가전에 졌다는 기사에도, 외국 여배우의 가십성 기사에도, "이게 다 노무현 때문이다" 밑도 끝도 없는 이런 댓글이 붙었습니다.
“This is all Roh Moo-hyun’s fault.” During Roh’s administration, this was a popular phrase that was thrown around constantly. Whether it be when our national soccer team lost in a qualification match or a gossip article about a foreign actress, the phrase “this is all Roh Moo-hyun’s fault” was attached without making much sense.

당시 노무현 정부에 국회의 과반까지 허락했던 국민들. 그러나 시간이 흐를수록 '노무현'이란 이름은 애증을 넘어 모든 부정적 문장의 후렴구가 된 것이었습니다. 생각해보면 무엇이든 누구 한 사람 때문이란 말. 거기엔 어떤 논리나 근거가 있을 수 없었지만 그냥 그렇게 뱉고 나면 카타르시스가 되는 어찌 보면 노 전 대통령에겐 억울한 시절이었겠지요.
There was a time when the Korean people voted for Roh’s party to win the majority of the seats in the National Assembly. However, as time passed, the name “Roh Moo-hyun” has gone beyond love or hate, becoming the chorus to every sentence with a negative connotation. People often accuse others to be at fault in every situation, and while most times may be a baseless argument, it can also be cathartic when spouted. This probably leaves former President Roh in an unfair position.

그래서였는지 "대통령 조롱하기가 국민적 스포츠가 됐다"는 자조도 나왔습니다. 일부 언론에선 "나라님을 대놓고 이야기할 수 있는 시대가 온 것"이라면서 다분히 긍정적인 해석을 내놓기도 했지만 말입니다.
Because of this, there was a self-deprecating phrase which said that “ridiculing the president has become the sport of the people.” Some, however, had positive interpretations of this, with the media saying “an era has come where we could openly talk about the leader of our country.”

"이게 다 김영란 법 때문이다" 요즘은 이분이 주인공이 된 것 같습니다. 부정청탁 하지 말라는 취지의 이 법 때문에 우리 경제가 그토록 어려워질 것이라니, 자영업자들은 문 닫을 판이고, 덩달아 세수가 줄어들고, 국가 경제가 흔들리고..마치 IMF가 다시 올 것 같은 기사가 쏟아집니다. 그러나 시민들도 여기에 동의하는가…그렇진 않은 듯 합니다.
“This is all because of Kim Young-ran’s antigraft law.” Kim is becoming a protagonist nowadays. Countless news articles are published discussing how the antigraft law can impact our economy, how the self-employed will need to close down their businesses or how our national economy may dwindle; it seems as if the Asian Financial Crisis is making a comeback. However, do the people agree with the news articles? It doesn’t appear to be that way.

그동안 전국의 고급식당과 농어촌과 골프장 등은 모두 부정청탁에 기대어서 살아온 것인가…경제가 흔들린다면 그것은 김영란 법 때문이 아니라 그동안 부패했던 관료나 권력기관, 그리고 정치권 때문이 아닌가… 등등.
The people seem to be skeptical that upscale restaurants, the farming and fishing industry and golf clubs have been making their earnings off of corruption. They also question if the economy is being crippled because of the corruption of bureaucrats, powerful agencies or politicians rather than the antigraft law.

반론이 넘쳐나고 있습니다.아마도 이런 반론들은 대중들이 이미 매우 냉엄한 판단을 하고 있다는 것을 보여주고 있는 것인지도 모르겠습니다. 당장의 피해보다는 궁극의 이로움이 더 클 것이라는…그리하여 "이게 다 노무현 때문이다"의 패러디… "이게 다 김영란법 때문이다" 역시 모든 부정적 문장의 후렴구가 될 것인가에 대한 대답은 적어도 지금까지는 긍정적이지 않습니다.
There has been an overwhelming number of arguments from each side. This may very well be an indication that the public is giving close attention to this. Some argue that the law will allow some to ultimately reap benefits rather than give imminent harm. Some even remark that this is a parody of the phrase “this is all because of Roh Moo-hyun.” Whether or not the phrase “this is all because of the Kim Young-ran’s antigraft law” will become the response to every negative sentence still remains to be seen.
