Shaky growth engine projects

The government has announced nine state projects to foster new growth engines to drive the country’s economy in the future. The projects, named in a science and technology strategy meeting chaired by President Park Geun-hye, included technologies dubbed as essential for the future such as artificial intelligence and augmented and virtual reality.

The government hopes to get technology standards up to par with advanced economies within the next decade. The Ministry of Science, ICT and Future Planning said the projects were chosen to reflect global trends and the governance philosophies of incumbent governments that champion economies oriented towards creativity and innovation.

Despite such grandiose rhetoric, the science field remains skeptical. The so-called state-sponsored businesses for new growth change too often. We have already seen three under the incumbent government. The government does not have a broad picture or long-term vision for future society, but lists them from the buzzwords in the ICT community.

The so-called green growth agenda the previous Lee Myung-bak government sought was discarded when Park came into office. New growth engine projects that should be pursued with a push for at least 10 years change every year according to the latest trends. As soon as a new government steps in, research budgets stop coming in, making developments go to waste. Researchers therefore focus on developments that can come up immediately and avoid works that require long-term commitment.

According to the report on Korea by the Organization for Economic Cooperation and Development in May, Korea ranked first in R&D investment against its gross domestic product. But instead of focusing on certain areas like AI or augmented reality, the government should come up with long-term outline of what technologies society needs and how to rationalize R&D spending for the best possible yield.

정부가 미래 경제성장을 이끌 신성장동력 사업으로 9개 프로젝트를 발표했다. 박근혜 대통령 주재로 10일 열린 과학기술전략회의에서 선정된 이번 프로젝트에선 인공지능(AI)과 가상·증강현실(VR, AR) 등 최근 관심이 높아진 기술이 포함됐으며, 10년 안에 선진국과 대등한 수준으로 끌어올린다는 목표도 제시됐다. 미래창조과학부는 "세계적 트렌드와 국정철학을 반영해 선정했다"고 밝혔다.
그러나 이 프로젝트를 진행해야 할 과학계에선 비판적 시각이 우세하다. 미래 신성장동력 사업이 수시로 바뀐다는 게 가장 큰 불만이다. 실제로 이번 발표는 박근혜 정부 들어 세 번째다. 정부 미래전략이 미래 사회에 대한 큰 그림이나 중장기적 관점이 아니라 매년 그때그때 유행하는 기술 등을 나열해 전시성 행정에 치우치고 있다는 게 과학계의 지적이다.
또 과거 이명박 정부가 신성장동력으로 추진했던 녹색성장 중심의 각종 프로젝트는 정권이 바뀌면서 시들해져 버렸다. 10년 앞을 내다보고 추진해야 할 신성장동력이 매년 유행에 따라 바뀌는 것도 문제지만 정권이 바뀌면 과거 정권 사업은 연구비가 끊기고 실체가 모호해져 기술 축적이 안 된다는 것도 고질병으로 지목된다. 이렇게 미래산업전략이 유행 따라 바뀌는 바람에 국내 과학 연구풍토 역시 단기적으로 끝낼 수 있는 '번트' 수준에서만 맴돈다는 게 과학계 인사들의 자체평가다.
경제협력개발기구(OECD)가 5월에 발표한 '한국경제보고서'에서도 한국은 GDP 대비 연구개발(R&D)투자비가 세계 1위이고, 절대금액에서도 6위에 달하지만 R&D 생산성은 미국의 3분의1 수준으로 효율이 매우 낮다고 지적했다. 또 정부주도의 창조경제에 대해서도 정부가 특정 산업을 정해서 장려하는 것은 바람직하지 않다며 그런 일은 시장을 볼 줄 아는 기업과 산업에 맡기라고 조언했다. 정부는 AI·AR 등 개별 기술 확보가 아니라 5~10년 후 우리 사회가 도달해야 할 기술 수준 등 큰 그림을 제시하고 낮은 R&D 투자효율을 높일 혁신안을 내놔야 한다는 과학계의 제언에 귀 기울일 필요가 있다.
