The Thaad dilemma


As readers in the autumns or winters of their lives will recall, Koreans put off democracy in order to pursue security and economic growth during the Cold War era. Amid rivalry and security threats posed by North Korea, Koreans as a group, as a people, experienced a kind of compromised liberty and partial human rights before democratization took place. Due to these memories and emotions, we often find the classic dilemma of democracy and security to be an uncomfortable one. Even the Greek historian Thucydides, who wrote the History of the Peloponnesian War, agonized over the harmony of democracy ruled by the citizens and the trappings of security policy, which require quick decision-making.

But the complicated debates and controversies that have evolved over the deployment of the Terminal High Altitude Area Defense (Thaad) antimissile system over the last few weeks do not allow Koreans to neglect the Gordian knot of democracy, national security and factional politics any more. First of all, some people prioritize democracy. They say that there was not an appropriate and open discussion in the National Assembly or with local residents before the decision on the Thaad deployment was made. They champion the Athenian democracy where key elements of security policy had to be decided democratically. They argue that transparent and open decisions bring unity, which is the foundation of security.

However, advocates of security claim that Thaad is crucial for defending Korea from the North’s missiles and nuclear threats. They feel that considering the complicated international politics involving the United States, China, Japan and Russia, it is necessary to make a quick and efficient decision on the matter. This argument is based on the tacit understanding that a democracy based on transparency cannot be prioritized over military issues like Thaad.

In the face of the classic dilemma between democracy and security, politicians have revealed their shallowness. Ruling and opposition parties perceive the crisis as leverage for a factional fight rather than seeking a solution. The Minjoo Party criticizes the government for bringing chaos to the Thaad site decision, but it is taking its time to decide whether it supports or opposes the deployment itself. As always, the ruling Saenuri Party is caught between the angry sentiment of Seongju residents and President Park’s emphasis on unity against a possible North Korean threat.

When the Thaad controversy started, Ahn Cheol-soo hastily proposed a national referendum, but public response was lukewarm. Citizens may have wanted a more serious handling of the controversial case and hoped politicians would prepare the ground for compromise. In other words, the ruling and opposition politicians chose a path to reduce their roles rather than playing the role of mediator between the champions of democracy, who demand transparency, and the supporters of a government that emphasizes security and quick decisions.

When the power games among superpowers escalate and the North threat intensifies, another Thaad crisis will undermine Korea’s democracy and security. When pressures from outside grow, can Korea find a formula to resolve the dilemma between democracy and security? I believe that a grand compromise is desperately needed now. The first step in this grand compromise is to set the “domain of joint governance” for ruling and opposition politicians in order to plan security policies together and share accountabilities. Regardless of party affiliation, vital security issues should be in the “domain of joint governance.” Different administrations should pursue consistent security interests. The highest priority of the Korea-U.S. alliance should fall into this domain. Other security issues not included in the domain of joint governance should be left to the domain of debate, where politicians and citizens may discuss issues. This distinction would allow us to pursue a consistent security policy while promoting discussion in democracy.

It does not take advanced knowledge or expertise to agree on the domain of joint governance in security. Anyone who has seriously contemplated peace can determine what constitutes a vital issue based on experience, emotions and sentiment. Ruling and opposition politicians can define the vital security interests in the domain of joint governance through persistent dialogue and with common sense. When we break out of closed factionalism and move forward with common sense, we can hope to resolve the dilemma of democracy and security.




오늘 독자들과 함께 생각해보려는 이슈는 필자로서는 사실 오랫동안 생각을 거듭해왔지만 여전히 망설여지는 주제이다. 무엇보다 지난 냉전시대 우리의 경험이 여전히 짓누르고 있을 뿐만 아니라 필자가 오늘 얘기하려는 결론 역시 하나의 절충안에 지나지 않는가라는 느낌도 있기 때문이다. 중년 이상의 독자들이 기억하는 바와 같이, 우리는 과거 발전국가 시대에 안보와 경제성장이라는 목표아래 민주주의를 유보하고 살아왔었다. 북한과의 체제경쟁과 안보위협 속에서 자유와 인권은 유보되었던 것이 민주화 이전 우리의 집단경험이다. 이 같은 기억과 감정으로 인해 민주주의와 안보논리의 딜레마라는 매우 고전적인 논의가 우리에게는 종종 거북스럽게 느껴져 왔다고도 할 수 있다. (고대 그리스 도시국가들의 펠로폰네소스 전쟁사를 썼던 투키디데스도 시민이 지배하는 민주주의가 기밀성, 민첩성을 요구하는 안보정책과 어떻게 조화를 이룰지를 고민했을 만큼 이 이슈는 민주주의의 고전적인 쟁점이다.)

하지만 지난 몇 주간 사드 배치를 둘러싼 어지러운 논쟁과 대립을 지켜보면서 민주주의, 국가안보, 당파정치 사이의 꼬인 실타래를 더 이상 방치해 둘 수는 없게 되었다. 먼저 민주주의 우선론이 있다. 사드 포대 배치 결정에 앞서서 국회 및 지역 주민들과 적절하고 공개적인 논의를 거치지 않았다는 민주주의 우선론자들의 비판은 안보정책의 주요 세부사항들도 모두 민주적으로 결정되어야 한다는 아테네 민주주의 원리를 이어받고 있는 셈이다. 이들은 투명하고 공개적인 결정이 우리 안의 결속을 가져오고 그것이야말로 안보의 기반이라는 논리를 제기한다.

반면에 안보론자들은 사드가 북핵과 미사일의 위협으로부터 우리를 지키는 불가결한 선택일 뿐만 아니라 미국, 중국, 일본, 러시아 사이에 얽혀 있는 복잡한 국제정치를 고려할 때에 사드 배치 결정은 빠르게 효율적으로 이뤄지는 것이 불가피하다고 본다. 이 주장에는 사드 배치와 같은 기술적이고 군사적인 이슈에 대해서는 절차와 투명성을 근간으로 하는 민주주의 원리가 우선하기 어렵다는 암묵적인 전제가 깔려 있다.

민주주의와 안보 논리의 충돌이라는 고전적인 딜레마 앞에서 정치권은 앙상한 현실을 드러내고 있다. 여야 정당들은 이 딜레마에 대한 해법보다는 당파 싸움의 지렛대로서만 이 사태를 바라본다. 더민주는 한편으로 사드 배치결정의 혼란을 불러온 정부를 신랄하게 비판하고 있지만, 스스로는 사드 배치에 관한 찬반 입장을 정하지 못한 채 시간을 보내고 있다. 여당인 새누리가 성주 지역민들의 성난 민심과 북핵 위협 앞에서 국론 단합을 강조하는 박대통령 사이에서 어정쩡하게 끼어있는 처지는 굳이 새삼스럽다 하기도 어렵다.

사드 논란이 불거지자 안철수 전 대표는 재빨리 국민투표를 제안하고 나섰지만, 이에 대한 여론의 반향은 미지근하였다. (시민들은 아마도 사드와 같은 논쟁적인 사안을 좀 더 신중하게 다루면서 아울러 정치권이 무언가 타협의 기반을 다지기를 기대하지 않았을까?) 달리 말해, 여야 정치권은 안보정책에서 투명성과 절차를 요구하는 민주주의론자들과 기밀성, 신속성을 강조하는 정부 사이에서 조정역을 하기보다는 스스로 위축되는 길을 걷고 있는 셈이다.

강대국들의 힘겨루기와 북핵 위협이 가중될 때 제2, 제3의 사드 사태는 계속 우리 민주주의와 안보를 흔들게 될 것이다. 밖으로부터의 압박은 커지는데, 과연 우리는 민주주의와 안보 사이의 딜레마를 해소할 우리만의 선순환 공식을 찾아낼 수 있을까? 필자는 하나의 중대한 타협이 절실한 시점이라고 믿는다. 대타협의 첫 단추는 여야 정치세력들이 안보정책에 있어서 공동으로 구상하고 책임지는 ‘협치의 영역’을 설정하는 일이다. 여야를 떠나 누구라도 받아들일 수 있는 사활적 안보 이슈는 '협치의 영역‘에 담아두고, 정권 교체에 상관없이 이 합의를 바탕으로 안보이익을 일관되게 추구하는 체계를 만들어보자는 것이다. (한미동맹의 최우선성, 대북정책의 일관성 등이 협치의 영역에 포함될 수 있다.) 협치의 영역에 담지 못하는 모든 안보이슈들은 정치권과 시민사회가 끊임없이 토론하는 ’쟁점의 영역‘으로 남겨 두어야 할 것이다. 이러한 구분을 통해서 우리는 안보정책의 일관성을 추구하면서 동시에 민주주의의 토론과 합의를 견지할 수 있다.

안보의 협치 영역에 합의하는 데에 대단한 지식과 전문성이 필요한 것은 아니다. 평화를 진지하게 고민해본 사람이라면 누구나 그간의 경험, 감각, 정서를 바탕으로 사활적 안보영역을 구분할 수 있다. 상식의 눈높이에서 끈질기게 대화하면 여야는 사활적 안보 이익을 협치의 영역에 충분히 담을 수 있다. 당파성의 폐쇄회로를 벗어나 상식으로 나아갈 때, 우리는 민주주의와 안보 딜레마의 해소를 기대해 볼 수 있다.
