Betraying public trust (국문)

Ruling lawmakers staged a sit-in protest outside the office of Assembly Speaker Chung Sye-kyun. The hearings on appointments and killer humidifier sterilizers turned dysfunctional with only the ruling party members present. The National Assembly was in disarray.

The stalemate was caused by a speech by the house speaker who criticized the government’s policy on North Korea and decision to deploy the Terminal High Altitude Area Defense (Thaad). He also called for the creation of an independent investigative body to prevent crimes and corruption by senior government officials, a reference to the scandal involving Woo Byung-woo, senior presidential civil affairs secretary.

The two issues are highly sensitive. Seoul has been waging diplomatic warfare with Beijing over the strategic decision to install an antimissile system to enhance deterrence and protection against North Korean nuclear and missile threats. Different polls show that half of the population supports the deployment. It is wrong of the head of the National Assembly to publicly make a comment that can work favorably for Beijing’s interests.

The house speaker must act as the fair referee and administrator in the political field in charge of making laws, policies and fiscal spending. The National Assembly requires the house speaker to disown a certain party title because the position requires strict political neutrality.

Chung maintains that his comments represented the views of the people. But the speaker on the podium must not make judgmental, controversial and unfair comments. He must apologize for his actions and promise not to repeat it.

The ruling Saenuri Party has also acted childish. Although the house speaker’s comments were not appropriate, it should not have jumped at the opportunity to railroad a bill and commit collective and physical action for political gain. It will only draw public ire.

협치의 기대 속에 출발한 20대 국회가 힘 대 힘, 강 대 강이 부닥치는 정글의 민낯을 드러냈다. 9월 1일 개회한 첫 정기국회는 이틀째 올스톱 되다 어제저녁 겨우 미봉됐다. 논란의 복판에 있던 정세균 국회의장이 새누리당에 대한 사과를 거부하는 대신 사회권만 부의장에게 넘겨 추경안을 처리케 한 것이다. 인식의 차이는 조금도 좁혀지지 않아 20대 국회는 언제 폭발할지 모르는 시한폭탄 같다.
　국회의장실 밖 복도엔 여당 의원 수십 명이 진 치고 앉아 농성을 하는 진풍경이 연출됐다. 야당 의원들만 참석한 인사·가습기 청문회장은 헛바퀴가 돌았다. 국회가 동물→식물→동식물 국회로 악성 진화하고 있다는 비아냥까지 나온다.
　국회가 이렇게 망가진 데엔 정세균 의장의 책임이 크다. 정 의장은 1일 개회사에서 “사드 배치와 관련한 정부의 태도는 우리 주도의 북핵 대응 측면에서 동의하기 어렵다”고 하는가 하면 “(우병우 청와대 민정수석이) 그 직을 유지한 채 검찰 수사를 받아야 하는 상황을 국민이 어떻게 이해할 수 있겠나” “이번 정기국회 기간 내에 고위 공직자 비리 전담 수사기구 설치를 깊이 있게 논의해 주기 바란다”고 말했다.
　‘사드 배치’와 ‘고위공직자비리수사처(공수처) 설치’는 여야 입장 차가 큰 매우 민감한 이슈다. 특히 사드(THAAD·고고도미사일방어) 체계는 북핵·미사일을 방어하기 위해 한·미 동맹이 결정한 안보주권적 선택으로 중국과 치열하게 외교전이 벌어지고 있는 사안이다. 언제 어떤 방식으로 조사해도 국민 여론의 50%가 찬성하고 있다. 이런 현실을 외면한 채 한국의 입법부 수장이 중국에 빌미를 주고 명백히 야당 입장에 편드는 발언을 했으니 내용적으로 부적절하다고 할 수밖에 없다.
　국회의장은 여야 간에 벌어지는 입법·정책·예산·정치 게임의 심판이요 공정한 관리자다. 국회법 20조가 국회의장의 당적 보유를 금지한 것도 의장에게 고도의 정치적 중립성이 요구되기 때문이다. 그런 정 의장이 경기장의 심판관이 아닌 플레이어로 나섰으니 절차적으로도 부적절했다.
　정 의장은 “국민의 뜻을 대신해서 발언했다. 내가 틀린 말 했나”라고 했다. 다른 건 몰라도 사드 반대나 공수처 신설을 싸잡아 국민의 뜻이라고 주장해선 곤란하다. 본회의장 사회석에 앉아 있는 한 국회의장은 ‘틀린 말’을 해서도 안 될 뿐 아니라 편파적인 말, 공정성에 의심을 살 수 있는 말도 해선 안 된다. 정 의장은 결자해지(結者解之)의 자세로 자신의 언행을 사과하고 재발 방지를 약속해야 한다.
　새누리당도 국가 운영의 무한책임을 진 집권세력답지 않게 너무 막 나갔다. 국회의장의 발언이 부적절하긴 했어도 날치기로 안건 처리를 했다거나 동일한 문제를 반복해서 저지르는 상습성이 드러난 건 아니지 않나. 격한 집단감정에 휩쓸려 대안 없는 야당처럼 행동하는 일이 지속되면 국민의 비난은 여당에 쏠릴 것이다. ‘야당 연습하느냐’는 소릴 들을 수 있다.
