A magnitude 4.5 earthquake hit Gyeongju City on Monday following the magnitude 5.8 earthquake six days earlier./ 6일전 진도 5.8의 지진이 있은 후 월요일 진도 4.5의 지진이 경주를 강타했다
The second quake was the strongest of more than 400 aftershocks since Sept. 13./ 두 번째 여진은 9월 13일 이후 400회 이상의 여진 중 가장 강력했다/ Koreans are increasingly haunted by the fear of earthquakes./ 한국인들은 점점 더 지진의 공포에 시달리고 있다
Nevertheless, the Ministry of Public Safety and Security (MPSS) is rapidly losing pubic trust./ 그럼에도 불구하고 국민안전처는 국민의 신뢰를 순식간에 잃어가고 있다
Its internet homepage was shut down for two hours after the quake and it even sent emergency text messages to Gyeongju citizens five and eight minutes after the original shocks./ 국민안전처 홈페이지는 지진이 발생한 후 2시간 동안 불통이었고 심지어 본진이 있은 후 5분과 8분 뒤에야 경주시민에게 긴급재난 문자를 발송했을 정도다
It took 14 minutes to send messages to residents in nearby areas, including Busan and Daegu./ 부산과 대구를 포함한 인근 지역 주민에게 문자 메시지를 보내는데 14분이나 걸렸다
That kind of protraction can cost many lives in an emergency./ 이 정도의 지연은 긴급 상황에서는 많은 생사를 가를 수 있다
We are dumbfounded by the unfathomable malfunctioning of the ministry’s website at such a critical moment./ 그렇게 중요한 순간에 국민안전처의 홈페이지가 이유 없이 작동하지 않는다는 것에 거저 말문이 막힐 뿐이다
MPSS did not change at all even after it was harshly criticized for the same shutdown of its homepage and its belated sending of warnings last Tuesday./ 국민안전처는 지난 화요일 홈페이지 먹통과 문자 지연 발송으로 비난을 받은 후에도 아무것도 바꾸지 않았다
We wonder if the ministry is really aware of the seriousness of the issue./ 도대체 국민안전처가 문제의 심각성을 정말로 인식이나 하고 있는지 의문이다/ Is it due to lax discipline inside the ministry or what?/ 국민안전처 자체가 기강이 해이해진 것으로밖에 볼 수가 없다
MPSS was established after the tragic Sewol ferry sinking in 2014 to reinforce public safety after dismantling the Korea Coast Guard and integrating safety-related agencies./ 국민안전처는 2014년 비극적인 세월호 침몰사고를 겪으면서 해양경찰청을 해체하고 안전관련 기관을 통합하여 국민안전을 강화하기 위해 신설한 조직이다
But it is now under fire for its colossal loss of public confidence./ 그러나 국민의 신뢰를 엄청나게 잃은 것에 대해 지금 비난을 받고 있다
The government must come up with a drastic plan to revamp the ministry in crisis./ 정부는 위기에 빠진 국민안전처를 개조하기 위해 과감한 조치를 취해야 한다
The government first must strengthen measures to tackle disasters that result from earthquakes./ 정부는 우선 지진으로 발생한 재난을 극복할 수 있는 강력한 조치를 취해야 한다
It must pay heed to the frequent quakes in the Gyeongju area which is close to active faults in Yangsan and Ulsan, where a number of nuclear reactors and toxic material plants are located./ 또한 많은 원자력발전소와 유독물질 공장들이 있는 양산단층과 울산단층 등과 같은 활성단층과 가까이에 있는 경주지역의 빈번한 지진에 주목해야 한다
Above all, the government must figure out what areas are most vulnerable to earthquakes by conducting precise geological examinations across the country./ 무엇보다 정부는 전국에 걸친 정확한 지질조사를 통해 지진에 가장 취약한 지역을 찾아내야 한다
The government has to secure an effective system to quickly respond to earthquakes by taking advantage of our advanced IT technology and Big Data./ 정부는 우리의 선진 IT기술과 빅데이터를 활용하여 지진에 신속하게 대응할 수 있는 효과적인 시스템을 확보해야 한다
It must elevate existing safety standards for facilities particularly susceptible to quakes — such as nuclear power plants, highways, gas and oil pipelines, skyscrapers and bridges./ 원자력발전소, 고속도로, 가스송유관, 고층건물, 교량 등과 같이 특히 지진에 취약한 시설에 대한 기존의 안전기준을 격상해야 한다
The government must prepare a manual for the people to follow at times of disasters along with efforts to educate them about the danger and countermeasures./ 정부는 지진에 대한 대책과 위험을 국민에게 교육하는 노력과 함께 재난시에 따라야 하는 국민안전 매뉴얼을 준비해야 한다
We must establish public reaction systems as swift as Japan’s./ 일본의 경우처럼 신속하게 대응할 수 있는 국민 대응시스템을 구축해야 한다
That’s the only way for the government to convince the public of its determination to cope with unexpected disasters./ 이렇게 하는 것이 예기치 않은 재난에 대처하는 정부의 결정을 국민에게 설득할 수 있는 유일한 방법이다
