Public sector labor unions have kicked off one general strike after another./ 공공부문 노조가 연쇄 총파업에 들어갔다

Following earlier walkouts by the Korean Financial Industry Union and the Korean Public Service and Transport Workers’ Union, the Korean Health and Medical Industry Workers’ Union whose members include public hospitals and private universities’ hospitals joined the strike yesterday./ 금융노조와 공공운수노조 파업에 이어 공공병원과 사립대병원이 소속된 보건의료노조까지 어제 파업에 합류했다

It is regrettable that they are only bent on protecting their own interests./ 오로지 자신들의 기득권만 지키고자 하니 유감스러운 일이 아닐 수 없다

The simultaneous strikes by the railway and subway workers ring alarm bells across the country./ 철도와 지하철 노동자들의 동시 파업은 전국적인 문제를 야기하고 있다

After the strikes, Seoul subways are crammed with passengers, and temporary railroad engineers are having trouble running the Metro./ 파업이후 서울지하철은 승객들로 북새통을 이루고 있고 임시 철도 엔지니어들이 서울 지하철을 운영하면서 많은 문제를 일으키고 있다

The unions are staging the strikes to avoid the introduction of a performance-based pay the government is trying to implement starting next January to raise the competitiveness and efficiency of the public sector./ 노조들의 파업은 정부가 공공부문의 경쟁력과 효율성을 제고하기 위해 내년 1월부터 시행하고자 하는 성과연봉제 도입을 반대하기 위해서이다

The government hopes to allow qualified workers to receive better treatment after abolishing the worn-out, seniority-based payment system./ 정부는 시대에 맞지 않은 연공서열에 의한 급여체계를 폐지하고 능력있는 노동자에게 더 좋은 대우를 해주는 방식을 시행하고자 하는 것이다

But the unions are vehemently protesting the change because they fear the possibility of the new system being used as a convenient means to fire employees./ 하지만 노조들은 노동자를 해고하기 쉬운 수단으로 활용할 수 있다는 것을 염려하여 새로운 제도 도입을 격렬하게 반대하고 있다

They argue that if the public sector is preoccupied with efficiency, it could damage the public purpose of the system./ 노조들은 공공부문이 효율성만 강조하다보면 공공성을 훼손할 수 있다고 주장하고 있다

Both sides are in a war of nerves./ 양측의 신경전도 팽팽하다

While the unions assert that their strikes are legitimate because “the issue of a performance-based salary system was not discussed in the negotiation” between both sides, the government regards the strikes as unlawful because “it is allowed by the law to change pay systems for the public sector.”/ 노조는 “성과연봉제는 양측의 교섭으로 합의할 수 있는 문제가 아니므로 파업은 합법적”이라고 주장하는 반면 정부는 “공공부문에 대한 임금체계를 바꾸는 것은 법에서 보장하고 있으므로 이를 거부하는 것은 불법”이라고 주장하고 있다

The government maintains that if the unions refuse to participate in the negotiation, that’s a dereliction of duty./ 정부는 만약 노조들이 협상에 참여하지 않으면 직무를 유기하는 것으로 간주하겠다고 한다/We are deeply concerned about the likelihood of a prolonged strike along with protracted legal debates./ 오랜 기간의 법리 논쟁과 함께 파업이 장기화 될까봐 심히 우려된다

That will surely hurt our already slowed economy./ 가뜩이나 침체된 경제에 타격을 줄 수 있기 때문이다/ The unions need to be reminded that one of the major reasons for Korea to remain at 26th place in individual countries’ national competitiveness for three years in a row is its alarmingly low efficiency — 77th — in the labor market./ 노조들은 국가경쟁력 순위에서 한국이 3년 연속 26위에 머물러 있는 이유 중의 하나가 노동시장 효율이 77위로 바닥권이기 때문이라는 지적을 다시 생각해 볼 필요가 있다

Reform of the public sector is what we need./ 공공부문의 개혁은 반드시 필요하다

If the government wants to reshape our overly lax organizations, it must first revamp the areas of personnel and wage systems./ 만약 정부가 방만한 조직을 바꾸려면 인사제도와 임금체계부터 먼저 개조해야 한다

If the public sector adheres to a sclerotic and outmoded pay systems in the face of a fourth industrial revolution, they cannot make flexible and elastic organizations./ 만약 공공부문이 4차 산업혁명이 도래했음에도 불구하고 경직되고 낡은 임금체계에 목숨을 건다면 유연하고 탄력적인 조직을 만들기는 힘들 것이다

We urge the unions to join the government’s effort to establish rational pay systems as soon as possible./ 노조들은 가능한 한 빨리 합리적인 임금체계를 만들고자 하는 정부의 노력에 동참하기를 바란다
