Now is the time (국문)

Three opposition parties have turned down the request by President Park Geun-hye to nominate a prime minister and decided to join the weekend candlelight vigil rally. The president has caused this governance train wreck and she must fully take responsibility.

She must relinquish all power and cooperate to install a nonpartisan cabinet. But the president has been ambiguous about the extent of surrendering power, offering to yield leadership to the prime minister as stipulated in the Constitution. She clearly hasn’t been paying attention to the public outcries. What is most urgent is to restore national leadership and authority. The breakdown in state management comes at a time when the economy and security is at a critical point. The stunning victory of Donald Trump as the next U.S. president aggravates conditions for Korea.

The country is sailing dangerously astray and yet the captain has lost her sight. Her loyal crew is desperate not to let go of the key. The opposition-dominant legislative must take charge.

The main opposition was given the largest seat in the Assembly because voters distrusted the ruling power. The opposition must display more responsibility and capacity.

The president must articulate her position. She must make it clear that she is stepping back and surrendering power to the new cabinet head. The opposition camp must comply with talks with the president.

If she remains recalcitrant, the opposition could go harder on her. The president faces criminal investigation from state and independent prosecutors. She would inevitably have to live up to the consequences. There must a responsible leadership to ensure Korea does not capsize and sails smoothly during such turbulent waters. There is no time to waste over pride.

The president has the key. She first should surrender her power and the opposition should hold talks with her to come up with a solution to restore state authority.

야 3당이 박근혜 대통령의 '국회추천 총리' 요청을 걷어찼다. 대신 이번 주말 촛불집회엔 당 차원에서 참여키로 했다. 물론 최근의 국정 붕괴는 전적으로 박 대통령이 자초한 일이다. 모든 책임은 대통령이 져야 한다. 내치든 외치든 대통령은 국정에서 손을 떼고 거국 중립의 비상내각이 사태를 수습하라는 게 촛불을 든 민심의 요구다. 하지만 우왕좌왕 허둥댈 뿐 어찌할 바 모르는 청와대는 이젠 '헌법에 있는 만큼의 권한을 총리에게 주겠다'고 어정쩡한 입장이다. 모든 걸 내려놓으라는 국민적 요구와는 거리가 한참 멀다.
그러나 그렇다 해도 이 시점에 분초를 다퉈야 하는 최우선 과제는 붕괴된 국가 리더십을 복원하는 일이다. 안 그래도 경제와 안보 모두 살얼음판을 걷는 대한민국이다. 이젠 '트럼프 리스크'까지 겹쳤다. 나라는 망망대해 외로운 배 신세인데 키를 쥔 대통령은 식물 상태이며 친박 세력은 반전의 기회를 노리며 버티기에 들어갔다. 국가 위기관리는 여소야대 국회에 달렸다. 유권자가 야당을 제 1당으로 선택한 건 현 집권 세력으론 국가 위기를 극복하기 어려우니 야당이 더 적극적인 역할을 하라는 명령이었다. 어느 때보다 야당이 더 큰 책임과 역량을 보여야 한다.
어물쩍 넘어가려는 인상을 주는 박 대통령의 태도는 큰 문제다. 국정 2선후퇴를 하루빨리 분명하게 밝혀야 한다. 야권은 대통령이 제의한 영수회담에 일단 응한 뒤 직접 진의를 캐 물어야 한다. 만일 대통령이 2선후퇴를 거부한다면 그 때가서 강하게 압박하면 된다. 대통령에겐 검찰과 특검수사가 예정돼 있다. 결과가 나오면 엄중한 책임을 묻는 게 너무나 당연하다. 하지만 그 때까진 흔들리는 대한민국호의 키를 누군가는 임시로라도 쥐어야 한다. 야당마저 대화를 거부하고 팔짱을 낀다면 국가 위기는 도대체 누가 수습하겠는가.
듣도 보도 못한 국정 대혼란의 원인을 제공한 대통령은 때를 놓치기 전에 권력에 대한 미련을 깨끗히 버려야 하고, 야당은 대통령의 대화 제의에 응해 수습책을 강구해야 한다. 이렇게 시간만 흘려보내기에는 안팎의 상황이 너무도 위중하다.
