Probe Lee’s illegal lobby (국문)

Another corruption scandal stemming from collusion between public officials and businessmen spilled over while the country is still reeling from the power abuses and excesses of associates of President Park Geun-hye.

The developer of an upscale residential complex under development near the beachside Haeundae District in Busan is suspected to have handed out at least 50 billion won ($42.9 million) to former presidential secretaries, ruling party heavyweights, senior Busan city officials, prosecutors, and intelligence agency officials in the process of winning licenses and recruiting constructors. Lee Young-bok, CEO of Cheongan Construction, is charged with funneling corporate funds of more than 50 billion won for payouts to public officials. Prosecutors have indicted Lee and are investigating with the suspicion of being implicated with the president’s controversial friend Choi Soon-sil.

The LCT project is to build a 101-floor landmark high-rise with a luxury hotel and two 85-floor apartment towers, a water park, shops, and other commercial facilities at a cost of 2.7 trillion won. Lee is said to have been generous with bureaucrats and politicians in Busan in previous development projects in Busan.

Lee was a part of a monthly gathering of an elite inner circle along with Choi that each pooled 10 million won a month for peer-to-peer funding. Given Choi’s track record, she could have pulled strings for Lee’s project. LCT ran into trouble after Daewoo Engineering & Construction pulled out of the project. Construction resumed after a construction arm of steelmaker Posco took up the project last year.

Posco at the time was under prosecution probe and could have been forced to take up the project.

Haeundae Beach, in the country’s second largest port city, is a prized tourist destination. It has become the epicenter for real estate speculation through the dubious work of developers. Public authorities have abused public assets to fatten their pockets. They must be thoroughly investigated and punished.

박근혜 정부의 국정농단 사건에 국민들의 이목이 집중된 사이 부산발 정·관계 로비 게이트가 불쑥 터져나왔다.
해운대 초대형 개발사업의 일환으로 진행 중인 엘시티 건물 인허가 및 시공사 선정 과정에 전직 청와대 수석,여권 실세,부산지역 전·현직 지자체 고위인사,검찰 및 정보기관 간부의 연루설이 불거진 것이다. 엘시티 사업 시행사인 청안건설의 이영복 대표는 횡령한 회삿돈 500여억원으로 금품로비를 벌인 혐의를 받고 있다. 검찰은 지난 10일 검거된 이 대표에 대해 특경가법상 횡령 등 혐의로 구속영장을 청구한 뒤 수사를 본격화 한다는 방침이다.
엘시티는 해운대 해수욕장 바로 앞에 101층 높이의 랜드마크타워 1개 동과 85층의 주거타워 2개 동을 짓는 2조7000억원 규모의 개발사업이다.
이 대표는 과거 부산의 다대·만덕 재개발 사업과 관련해 지역 정·관계 인사들에게 금품로비를 벌인 혐의를 받았다. 하지만 그는 당시 수사에서 함구로 일관해 부산지역에선 “이 대표 돈은 먹어도 된다”는 말까지 돌았다.
특히 그는 최순실씨와 함께 매달 1000만원대의 곗돈을 내고 유력인사 20여명과 어울려 계원으로 활동한 것으로 알려져 최씨가 시공사 선정과정에 개입했을 가능성도 있다. 엘시티는 당초 시공사로 선정된 대우건설 등이 사업에 손을 떼면서 어려움을 겪어오던 중 지난해 포스코 건설을 시공사로 선정해 공사를 시작했다. 당시 포스코는 검찰 수사를 받고 있어서 시공사 선정 과정에 보이지 않은 권력이 개입했을 수도 있다.
천혜의 자연적 입지를 자랑하며 부산 시민은 물론 국민들의 관광지로 유명한 해운대가 민간 개발업자들의 부동산 수익을 창출하는 공간으로 전락한 것은 국가적으로 불행한 일이다. 공적인 자산의 훼손이 뻔히 보이는데도 아무렇게나 인허가를 하고 국민이 준 정치권력을 사적으로 사용한 인사들에 대해서는 철저히 수사를 해야 할 것이다. 수사를 빌미로 업자들에게 향응을 제공받은 것으로 알려진 검찰 및 정보기관 관계자들에 대해서도 일벌백계의 처벌이 뒤따라야 할 것이다.
