The clock is ticking (국문)

Last weekend’s massive demonstration in central Seoul can be recorded as one of the greatest bloodless “revolutions” by the people in the history of democracy. The grand wave of candlelight in the hands of over one million protesters at Gwanghwamun and Seoul Square has opened the way for our democracy — crippled by the unprecedented influence-peddling scandal involving President Park Geun-hye and her longtime friend Choi Soon-sil — to head toward a meaningful turning point down the road. President Park must have heard the roars of public outrage directed towards the Blue House.

The Park administration has totally lost its raison d’être. The people have already delivered a death sentence to the president — along with an increasing call for her step down even inside the ruling Saenuri Party. Nevertheless, the president remains — probably thanks to the generosity of those who do not want her to resign dishonorably.

Yet President Park keeps mum. The Blue House only reiterates, “The president is accepting the public sentiment heavily.” Saenuri chairman Lee Jung-hyun’s announcement on Sunday — that he would step down after a new bipartisan prime minister is appointed and a neutral cabinet is established — is also very hard to understand. Only when the president steps aside from the frontlines of politics, can the new prime minister set up a genuinely neutral cabinet. Lee must first persuade the president to declare her retreat from government, while at the same time handing over his chairmanship to an emergency committee.

The clock is ticking fast. In a few days, the country will most likely see an incumbent president under investigation by prosecutors for ever-growing suspicions about her direct involvement in the shameful scandal. The bombshell revelations made so far are solid enough to prosecute her on criminal charges nearly on a par with treason or insurrection. If the president nevertheless goes against the roaring tides, this coming weekend’s candle-lit demonstration will surely spin out of control way beyond the June 1987 democracy movement and the April 19, 1960 Revolution, forcing the current crisis into a worst-case scenario in which she is forced to resign and face judicial judgment.
The president must declare that she would yield all her power and let her fate be determined by the people. At the same time, she must leave the ruling party and ask the National Assembly to appoint a nonpartisan and experienced statesman to minimize the power vacuum as soon as possible. That’s the only way for her to survive.

민심 완전히 떠나…정권 사실상 붕괴
이정현 '사퇴' 카드도 물타기 꼼수
권력이양·탈당·수사협조가 살 길
주말인 12일 저녁 100만 넘는 국민들이 도심을 뒤덮은 '박근혜 퇴진' 시위는 전세계 민주주의사에 하나의 금자탑으로 기록될 만한 위대한 명예혁명의 첫 걸음이었다. 박 대통령과 최순실 비선 세력이 저지른 '내란급' 국정농단으로 추락해가던 대한민국은 29년전 6월 항쟁 이래 가장 많은 국민들이 광장에 나와 한마음으로 밝힌 촛불로 다시금 부활의 희망을 발견했다. 박 대통령도 13일 밤 법원의 허가로 청와대 코앞까지 밀어 닥친 성난 가운데도 성숙하게 정치적 의사를 표시하는 민심을 똑똑히 보았을 것이다.
이제 박근혜 정권은 일체의 존립기반을 상실했다. 정치적으로는 이미 국민들에 의해 권좌에서 끌려나온 것이나 다름없다. 13일을 기점으로 새누리당에서조차 '대통령 탄핵' 목소리가 봇물처럼 터져나오고 있다. 그런데도 박 대통령이 아직 청와대에 머무를 수 있는 건 최소한의 체면이나마 지키며 명예롭게 퇴진할 길을 열어주려는 국민의 너그러운 아량 때문으로 봐야한다.
하지만 박 대통령은 침묵 모드다. 청와대도 고장난 레코드처럼 "민심을 무겁게 받아들인다"는 말만 되풀이하고 있다. 이정현 새누리당 대표가 13일 "여야 협의로 총리가 임명되고 중립내각이 출범하는 즉시 사퇴하겠다”고 밝힌 것도 납득하기 어렵다. 지금 모든 문제의 출발점은 박 대통령이다. 대통령이 깨끗하게 권력을 내려놓고 2선으로 후퇴해야 책임총리가 중립내각을 구성해 소신껏 일할 수 있다. '청와대 거수기'로만 일관하며 민심을 역주행해온 이 대표의 사퇴는 중립내각의 조건이 아니라, 결과일 뿐이다.
이 대표가 정녕 중립내각 출범을 원한다면 박 대통령을 설득해 2선 후퇴 선언을 끌어내고, 본인도 사퇴하는 게 우선이다. 그동안 대통령 감싸기에 급급해온 이 대표가 돌연 이런 제안을 던진 것부터 수상하다. 국민의 열화같은 '대통령 퇴진' 요구를 물타기하려는 청와대·친박계의 꼼수 합작극 아니냐는 의심이 든다. 이런 의혹이 사실이라면 박 대통령이 아직도 헛된 권력에 집착하고있다는 얘기다. 생각만 해도 끔찍한 일이다.
시간이 없다. 2~3일 안에 검찰이 현직 대통령을 수사하는 전대미문의 과정이 기다리고 있다. 그동안 드러난 혐의만 봐도 대통령은 '박근혜·최순실 게이트'의 핵심 피의자 수준을 넘어 내란·외환의 죄를 저질렀다는 지적까지 나오고 있다. 보수 성향 원로들조차 "조기 사임이 불가피하다"고 주장하고 있다. 그런데도 박 대통령이 2선 후퇴와 탈당을 행동으로 옮기지 않는다면 금주말로 예정된 4차 촛불시위는 한층 더 강력해질 것이다. 그래서 박 대통령이 자발적 퇴진 기회마저 잃고 강제 하야→사법 처리라는 최악의 사태를 맞을 우려가 높아지고 있다.
이런데도 박 대통령이 권력에 대한 미련을 갖는 것은 도저히 이해할 수 없다. 당장 "모든 권력을 내려놓고 검찰 수사에 전적으로 협조하겠다"고 선언하라. 검찰 수사가 공정성을 확보하려면 반드시 2선 후퇴를 해야한다. 여야가 진정한 거국내각을 출범시켜 위기를 관리하도록 협조하는 것만이 지지율 5%인 '식물 대통령'이 최악의 상황을 면하는 길이다.
