The clock is ticking (국문)

President Park Geun-hye has completely lost the eligibility and authority to run and represent the country as she is now a prime suspect in the unprecedented power abuses and crimes of impairing state affairs. The moral, political, and legal reasons to impeach her are all established.

The rival parties need no longer quarrel and must immediately embark on the legal and systematic procedure to push the president out of the office in an orderly fashion.

The three opposition parties separately voted to push for impeachment. Some members of the ruling Saenuri Party filed a request to punish Park with the party’s ethics committee. Reform-minded members Nam Kyung-pil, Gyeonggi Governor, and Rep. Kim Yong-tae chose to leave the party.

Park made it clear that she won’t go down easy by refusing to comply with prosecution questioning. Instead of calling out for resignation, politicians must take legal action to push her out of office.

The three opposition parties and ruling party should proceed with impeachment procedures and at the same time install a prime minister to lead a nonpartisan government. The president already authorized the legislative branch to nominate a prime minister and therefore would have to comply. Even if she attempts to veto, the legislative bran should nevertheless name a prime minister and pressure her to keep to her promise.

The rivaling parities then should embark on the impeachment motion to uphold the Constitutional order, and not motivated by political interests.

Impeachment could buy the president more time in the office and muster support from her supporters. But since her criminal allegations are evident, it is the legislative duty to seek impeachment. The motion itself can be fatal for the president and her supporters. Impeachment is the only legal option to bring order in the political chaos while the president remains recalcitrant to take responsibility.

The political stalemate has gone on for a month because the main opposition and its former leader Moon Jae-in have been dithering in fear of losing advantage in a presidential race. The rivaling parties must put aside political math to save the country from further chaos and shame.

전대미문의 국정농단 범죄를 주도한 혐의로 피의자 신세가 된 박근혜 대통령은 국가원수로서의 모든 권위를 상실했다. 그의 탄핵에 필요한 도덕적·정치적·법적 요건도 전부 갖춰졌다. 이제 여야는 좌고우면 하지말고 대통령의 '질서있는 퇴진'을 끌어낼 법적·제도적 조치에 즉시 착수해야한다. 그것만이 지난 4주 동안 광장에서 대통령 퇴진을 외친 국민들의 분노를 해소하는 길이다.
때마침 야 3당이 21일 박 대통령 탄핵 추진을 당론으로 결정했다. 새누리당도 비박계가 당 윤리위원회에 박 대통령 징계요구안을 제출했고 남경필 경기지사·김용태 의원은 22일 탈당키로했다. 박 대통령이 검찰 수사마저 거부하며 권력을 지킬 뜻을 노골적으로 드러낸 상황이다. 막연히 '하야'만 외칠 게 아니라 헌법이 정한 절차를 통해 대통령의 퇴진을 실질적으로 끌어내는 것이 정치권의 할 일이다.
따라서 야 3당과 새누리당 비박계는 박 대통령 탄핵을 추진하되 이로 인한 국정공백을 메울 책임총리를 추천해 거국내각을 출범시키는 게 우선이다. 박 대통령도 직접 정세균 국회의장을 찾아가 "국회가 총리를 추천하면 임명하겠다"고 약속했으니 뒤집기는 어려울 것이다. 혹시 임명을 거부하더라도 정치권은 일단 총리를 뽑고, "약속을 지키라"며 압박하는 것이 정도다.
이와 함께 여야는 정략 아닌 헌정수호의 정신 아래 탄핵 절차를 개시해야한다. 탄핵은 박 대통령이 시간을 벌고 지지층을 결집시키기 위해 자청한 꼼수란 지적도 있을 수 있다. 하지만 대통령의 범죄혐의가 명백히 드러난 이상 국회의 탄핵은 당연한 의무다. 탄핵이 발의되면 그 자체로 대통령과 친박세력에 심각한 압박이 된다. 탄핵은 박 대통령의 버티기로 인한 국정혼란을 합법적으로 해소할 수 있는 유일한 방안이기도 하다.
'최순실 정국'이 한달을 넘겼음에도 이런 절차가 지연된 건 야권, 특히 더불어민주당과 문재인 전 대표가 대선구도를 염두에 두고 어정쩡한 행보를 계속해온 데 상당한 원인이 있다. 여야는 이제라도 당리당략을 버리고 백척간두의 위기에 놓인 나라를 구하겠다는 각오로 나서야한다.
