Toward an orderly retreat (국문)

Justice Minister Kim Hyun-woong and Choi Jai-kyeong, a senior presidential secretary for civil affairs who had been in office for just four weeks, tendered their resignations after prosecutors declared President Park Geun-hye a suspect in their criminal investigation. Kim Moo-sung, President Park’s former campaign manager, declared he would not run for the presidency to share responsibility for putting Park in office in 2012. Former lawmakers have also left the party demanding dismantlement of the party where Park is the de facto leader.

The ruling forces are falling apart after Park became the first sitting president to be pinned as a suspect in a criminal investigation. It is a serious matter when a justice minister supervising the prosecution and a senior aide advising the president on judiciary affairs offer to resign at the same time. The Blue House has lost its grip over the prosecution, and the governance system is breaking down.

Since her first brief mea culpa, Park promised to the public that she would fully comply with prosecution probes. But when the prosecution released its interim findings naming her a co-conspirator along with her friend and aides, she scolded the prosecution with vehement rhetoric and refused questioning. She has indicated that she might not accept the findings of a special investigation if they place her in an unfavorable light. She may have been attempting to disrupt the investigation by using Choi and Kim as a shield. But she has lost the shield after Choi and Kim offered to step down.

Park must realize that she cannot hold onto power any longer. Bigwigs from the party, government and senior presidential staff are deserting the ship as they fear public backlash. Gyeonggi Gov. Nam Kyung-pil and Rep. Kim Yong-tae have already left the party, and former party leader Kim Moo-sung forgoing next year’s presidential race suggests the Saenuri Party — based on loyalty to the president — is fast sinking. If the implosion continues, Park will find herself on an empty ship.

Park is losing time and people fast. She must wake up from the wishful thinking that she can regroup her supporters and defend her power. She should be humble and surrender power to a prime minister designated by the legislature and retreat in an orderly fashion. That is the only way she can somewhat repent for the shame and harm she has caused the nation and its people. She must comply with questioning demanded by the prosecution. Otherwise, she could face additional charges of noncompliance.

법무장관-민정수석 동시 사표
탈당,불출마…여당도 해체 수순
‘질서있는 퇴진’실행만이 살 길

김현웅 법무부 장관과 최재경 청와대 민정수석비서관이 23일 한꺼번에 사퇴 의사를 밝혔다. 같은 날 새누리당에서도 김무성 전 대표가 대선불출마를 선언했고, 정두언 전 의원 등 원외 당협위원장 8명도 당의 해체를 요구하며 탈당했다. 박근혜 대통령이 헌정사상 최초로 국정농단의 피의자가 된 가운데 당-정-청까지 급격히 무너지는 모습을 보이고 있는 것이다. 특히 검찰을 지휘·감독하는 법무부 장관과 박 대통령을 법률적으로 보좌하는 민정수석이 동시에 사표를 던진 것은 보통 심각한 사안이 아니다. 두 사람은 검찰이 박 대통령을 국정농단의 공동정범으로 못박고 입건하는 과정에서 수사상황을 일체 보고하지 않은 데 불만이 컸고, 박 대통령 측이 검찰 수사를 전면 거부한 데도 부담을 느낀 끝에 사의를 표한 것으로 전해졌다. 청와대가 핵심 권력기관인 검찰에 대한 통제력마저 상실했음이 드러난 셈이다. 국정시스템이 총체적으로 붕괴된 상황이나 다름없다.
박 대통령은 ‘최순실 게이트’가 터진 직후엔 대국민 사과를 통해 검찰 수사에 응할 뜻을 밝혔지만 중간수사 결과가 나오자 ‘사상누각’ ’인격살인’이란 말까지 쓰며 강력 반발했다. 22일 발효된 특검에 대해서도 ‘중립적인’이란 표현을 통해 자신에게 불리한 수사결과가 나올 경우 받아들이지 않을 가능성을 흘리고 있다. 박 대통령이 이렇게 나온 배경엔 최 수석과 김 장관을 방패 삼아 검찰 수사망을 정면돌파하고, 국회의 탄핵 시도도 좌절시키겠다는 판단이 깔려있었을 것이다. 그러나 이 두 사람이 동시에 사퇴 의사를 밝힌 것은 더 이상 대통령을 법률적으로 방어하는 것이 불가능해진 현실을 의미한다.
박 대통령은 이제 버티기 만으로는 권력을 유지할 수 없는 상황을 맞고 있다. 분노한 민심에 부담감을 느낀 당-정-청 핵심인사들이 엑소더스를 개시하면서 권력이 내부에서부터 뿌리채 흔들리는 형국이다. 새누리당 이정현 대표가 자리를 지키고는 있지만 그의 퇴진 역시 시간문제일 뿐이다. 남경필 지사, 김용태 의원의 탈당에 이어 김 전 대표의 불출마선언은 ‘친박당’ 새누리당이 사실상 수명을 다했음을 보여준다. 이런 권력의 내파(內破)상황을 방치하면 박근혜 정권은 비극적인 형태로 파국을 맞게 될지 모른다.
박 대통령에겐 시간이 많지 않을 뿐 아니라 자신을 지켜줄 ‘호위무사’들도 고갈 직전이다. 이제는 당과 정부조직을 방패 삼아 수사를 방해하면서 지지층을 결집시켜 권력을 지켜보겠다는 헛된 꿈에서 벗어나야 한다. 모든 권력을 내려놓고 국회가 추천하는 책임총리에게 권한을 넘긴 뒤 ‘질서 있는 퇴진’에 들어가야 한다. 그것만이 박 대통령이 지난 3년9개월 동안 나라와 국민에 지은 잘못을 조금이라도 씻을 수 있는 유일한 길이다. 또한 검찰이 29일까지로 기한을 못박아 요청한 대면조사에도 성실히 응해야 할 것이다. 그렇게 하지 않는다면 피의자 신분으로 당연히 응해야 할 검찰의 공무집행을 거부한 혐의가 특검의 수사대상에 추가될 것이다.
