Time to calm down (국문)

China is overstretching its economic muscles to punish Korea for going ahead with a plan to deploy the U.S. Terminal High Altitude Area Defense (Thaad) system. Beijing’s tourism authority commanded travel agencies to stop arranging group and individual trips to South Korea. Pictures of vandalized Korean cars are floating around the web. A Chinese restaurant in Wangjing, a residential neighborhood with many Korean expats, posted a sign saying “South Koreans unwelcome” on its door. The state media is encouraging a boycott of Korean products, bluntly declaring that Lotte Group, which swapped one of its golf courses to provide a home for the Thaad battery, should pay a price. It warns that Samsung and Hyundai could be next.

A retired Chinese general proposed that Seongju, where the Thaad battery will be based, be attacked if the U.S. and China go to war. Is Beijing ready to go into an all-out confrontation with Seoul as well as Washington? Some even compare China’s overbearing attitude to its involvement in the Korean War, when it sent troops to help North Korea fight. Does it have any respect for Seoul at all?

There could be two explanations for Beijing’s overreaction. China maintains a tit-for-tat strategy in foreign affairs. It has been increasing its pressure leading up to the final deployment. Beijing now uses the word “sanction” instead of “response” to Seoul’s Thaad policy.

Another factor is the political calendar in China. On Friday, the annual sessions of China’s top legislative and advisory bodies that discuss and decide national development policies kicked off.

The fifth sessions of the 12th National People’s Congress and 12th National Committee of the Chinese People’s Political Consultative Conference are the first assemblies since President Xi Jinping was endorsed as a “core” of the Central Committee of the Communist Party last October. Xi may want to demonstrate strong leadership at home and abroad. But the retaliations now jeopardize the bilateral relationship.

Seoul resents the way Beijing stayed lukewarm on the North Korea nuclear issue. Beijing felt betrayed by Seoul for agreeing to the Thaad deployment without sufficient coordination in advance. Beijing could have taken it personally because Xi’s public opposition to the missile system was ignored. Still, Seoul could not surrender the security of its people out of fear of annoying Beijing

The two nations must calm down. China is inviting international criticism by using its people and economic power to intimidate another country. China must end its childish bullying. Its behavior does not befit its importance on the world stage.

한국에 대한 중국의 사드(고고도미사일방어·THAAD) 보복이 도를 넘고 있다. 중국 당국은 자국민의 한국 관광 전면 통제에 나섰고 인터넷 공간에선 현대자동차를 부순 사진이 떠돈다. 또 베이징의 한국인 밀집 거주 지역인 왕징(望京)에 자리한 한 중국 음식점은 ‘한국 손님을 받지 않는다’는 문구를 내걸었다. ‘한국 불매 운동’을 선동하는 중국 언론은 롯데를 넘어 이젠 휴대폰의 삼성과 자동차의 현대도 손봐야 한다고 목소리를 높인다. 그뿐 아니다. 중국의 한 예비역 장성은 사드 배치 지역인 한국 성주에 대해 외과수술식 타격을 해야 한다는 주장도 서슴지 않았다. 한국은 물론 미국과의 일전도 불사하겠다는 이야기인가. 이에 국내에선 중국의 최근 거친 행태가 ‘6·25 전쟁 때의 중공(中共)’을 상기시킨다는 말까지 나온다. 이게 바로 수교 25주년을 맞은 한·중 관계의 참담한 현주소다. 이러려고 수교했나 하는 자괴감마저 들게 한다.
최근 예상을 뛰어 넘는 중국의 거친 행태는 두 가지 측면에서 볼 수 있다. 하나는 중국의 ‘등가 대응(tit-for-tat)’ 전략이다. 사드 배치가 한 단계 진전될 때마다 보복 수위를 높이는 방식이다. 이번에 사드 부지 제공이 확정되자 중국은 보복을 크게 강화했다. 과거 사드 ‘대응’이라 하던 말을 ‘제재’로 바꿨다. 다른 하나는 중국 정가의 흐름과 맞물려 있다. 3일부터 중국의 연례 정치행사인 양회(兩會·정협 및 전인대 회의)가 시작됐다. 이번 양회는 시진핑 중국 국가주석이 지난해 가을 당내 최고 리더를 뜻하는 ‘핵심(核心)’ 칭호를 받은 이후 처음 열리는 행사다. 초점은 ‘경제 성장률’ 등이 아닌 ‘시진핑’에 맞춰져 있다는 말이 나온다. 리더십 강화 시점을 맞아 대외적으로 강경한 모습을 보이고 있다는 이야기다. 그러나 최근 중국이 보이는 사드 보복 행태는 한·중 관계의 근간을 위협할 정도로 거칠고 조악한 것으로 이젠 마땅히 재고되고 또 멈춰져야 한다.

산이 높으면 골도 깊듯이 한·중의 사드 갈등 이면엔 서로에 대한 기대가 컸던 게 작용하고 있다. 한국은 북핵 문제에 미적지근한 태도의 중국에 크게 실망했고 중국은 이렇다 할 상의도 없이 사드 배치 결정을 내린 한국에 배신감을 갖고 있다. 특히 시진핑의 세 차례에 걸친 ‘사드 반대’ 의사 표시가 묵살됐다는데 자존심이 크게 상한 모습이다. 그렇다고 한국이 북핵 위협에 대비한 자구책인 사드를 철회하기도 어렵다. 당분간 한·중 경색 국면은 지속될 전망이다. 이런 상황에서 요구되는 건 양국 모두 냉정과 자제로 사드 갈등으로 인한 피해를 최소화하는 것이다. 양국 인적 교류 1000만 시대에 20세기적 민족주의를 팔며 국민을 선동하는 중국의 행태는 지극히 시대착오적이다. 마침 막말 보도로 유명한 중국 환구시보도 ‘한국의 국격과 한국인의 인격에 모욕을 줘서는 안 된다’며 현대자동차 파손과 한국인 손님 거절에 반대하는 입장을 천명했다. 상식을 벗어난 중국의 사드 보복은 이제 멈출 때가 됐다. 그들의 얘기대로 중국의 국격과 중국인의 인격에 맞지 않기 때문이다.
