Exchanges are tricky (국문)

The Ministry of Unification announced Monday that it will flexibly deliberate on plans to restore private exchanges between North and South Korea. The ministry said that it will grant permission for domestic civic groups, including the Korea Sharing Movement, to contact North Koreans sooner or later. Humanitarian aid to North Korea and private exchanges are important to settle peace and security on the Korean Peninsula and it is appropriate for them to continue regardless of political or military tension between the two Koreas. It is not desirable that North and South Korea sever such exchanges for any great length of time.

The ministry attached a condition. “The South Korean government will sternly respond to North Korea’s provocations, such as test-firing ballistic missiles… and private exchanges will be permitted within the scope of not hampering the international community’s efforts to impose sanctions on North Korea.”

Just one day before the Unification Ministry’s announcement, North Korea test-fired a Pukguksong-2 medium-range ballistic missile. North Korea’s state-run TV, Korea Central TV, reported early Monday morning that tactical deployment of Pukguksong-2 missile battery was approved.

At this juncture, the announcement of the Unification Ministry’s deliberations on restoring inter-Korean exchanges can unintentionally cause confusion to an international community trying to make a stand on North Korea’s provocations.

Resuming private exchanges is valuable, and can draw North Korea to the negotiation table. The Unification Ministry should find the most effective timing when announcing such an important policy change.

통일부가 어제 남북 민간교류 복구를 유연하게 검토하겠다고 밝혔다. 우리민족서로돕기운동을 비롯한 국내 단체들의 대북 접촉도 조만간 승인할 계획이라고 한다. 대북 인도적 지원이나 민간교류는 한반도의 평화와 안정을 위해 중요하며, 남북의 정치·군사적 긴장과 상관없이 이뤄지는 게 타당하다. 남북관계가 지금처럼 지나치게 오랫동안 단절된 상황은 결코 바람직하지 않다. 통일부는 ‘북한의 탄도미사일 시험발사 등에 대해서는 단호하게 대응하고(…) 국제사회의 제재 틀을 훼손하지 않는 범위 내에서’라는 단서도 달았다.
하지만 맞는 소리를 하는 것 못지않게 중요한 것이 타이밍이다. 북한은 통일부 발표 하루 전날 북극성-2형 중거리 미사일을 발사하고 어제 새벽에는 조선중앙방송을 통해 북극성-2형 부대의 실전배비(실전배치)를 승인했다고 보도했다. 통일부가 하필 이런 시점에 민간교류 복구 검토를 발표한 것은 의도와 달리 자칫 국제공조에 혼선을 줄 우려가 있다. 지금까지 아무런 행동 변화도 보이지 않은 북한에 잘못된 신호를 보낼 수도 있다.
민간교류 재개는 북한을 대화로 이끌어낼 수 있는 소중한 카드이기도 하다. 통일부가 이를 발표하려면 청와대 국가안보실과 머리를 맞대고 전략적으로 가장 효과적인 시점을 잡았어야 마땅하다.
