The small city of Miryang, South Gyeongsang, with a population of 110,000 is in mourning and grievance after a blaze in the Sejong Hospital killed 38 and injured 161. Instead of coming to their comfort, politicians are busy pointing fingers at one another. The opposition Liberty Korea Party took the moment to attack the Moon Jae-in administration, while the ruling party accused LKP chair Hong Joon-pyo of being lax on fire safety when he was the governor of South Gyeongsang. Politicians received cold sneers from residents in Miryang for politicking at a funeral site.

There is a more urgent task for politicians than rushing to the scene for a photo op. They must urge the government to come up with effective safety measures and regulations. There are five fire safety-related bills pending in the National Assembly even after the fire in a fitness center building that killed 29 people in Jecheon, North Chungcheong, last month. Safety regulations should be fixed to ensure that all buildings, regardless of their size, comply with fire facility installment requirements. The hospital building did not have water sprinklers even though it treated critically ill or ailing seniors, simply because its size did not require one.

Under current law, cultural, religious and sports venues usually holding more than 100 people must have sprinklers, fire alarm, and other fire emergency facilities. Medical facilities like Sejong Hospital do not fall under the same criteria.

Similar requirements are imposed on medical and other buildings at least four stories high and with a floor space of 1,000 square meters (0.25 acres). Sejong Hospital is a five-story building, but covers a floor space of 394.78 square meters, so it was not required to have water sprinklers.

Hospital safety regulations also differ by the number of beds. A hospital with more than 100 beds must use interior materials that are fire-proof. But a hospital smaller than that does not need to use such materials. Sejong Hospital had 95 beds.

There are many fixes the government and National Assembly must tend to in order to prevent further fire accidents. Aging is serious in small cities like Miryang and hospitals are filled with seniors. There are over 14,000 small-scale hospitals across the nation prone to accidents like Miryang.

The government and legislature this time must come up with lasting and comprehensive anti-disaster manuals and regulations instead of makeshift actions.

밀양 참사 주민들, "상가에 정치하러 왔나"
현실 반영 못하는 법적 사각지대부터 고쳐야
세종병원 화재 참사로 189명의 사상자(사망 38명 포함)가 발생하면서 인구 11만 명인 경남 밀양시는 도시 전체가 초상집 분위기다. 그런데도 정치권은 네 탓 공방에만 혈안이다. 서로 중앙정부와 지방정부 책임론을 뒤집어씌우고 있다. 야당은 문재인 중앙정부의 재난 대응이 잘못됐다며 비판한다. 반면 여당은 홍준표 자유한국당 대표가 경남지사 시절에 소방 안전 대책을 제대로 하지 못했다고 비난한다. 상대방에게 책임을 떠넘기려는 정치 다툼이다. 오죽했으면 밀양 현지에서 정치인들을 향해 "장례식장에 정치하러 왔느냐"고 면박을 주었겠는가.
지금 정치인들이 재난 현장에 달려가 사진 찍기보다 정작 서둘러야 할 일은 따로 있다. 제대로 된 대책을 정부에 요구하고 국회 스스로 법적 미비점을 손질하는 일이 그것이다. 29명이 숨진 충북 제천 화재 이후에도 소방 관련법 5건은 아직도 국회 법사위에 계류 중이다. 늑장 처리는 국회의 직무 유기나 다름없다. 밀양 참사에서 드러난 문제점만 하더라도 한둘이 아니다. 무엇보다 건축물 규모에 따라 획일적으로 안전 기준을 적용하는 현행 소방 관련법은 손질이 필요하다. 규모 기준으로 하다 보니 세종병원처럼 거동이 불편한 70세 이상 고령 환자와 중증 환자가 많아 안전 대책이 더 절실한 건물이 화재 참사에 무방비였다.
또 현행 소방시설법(화재 예방·소방시설 설치·유지 및 안전 관리에 관한 법) 시행령에 따르면 옥내소화전·스프링클러·비상경보기 등을 의무적으로 설치해야 하는 '특정소방대상물'은 수용 인원 100명 이상의 문화·집회·종교·운동시설 등에 한정된다. 세종병원 같은 의료시설은 빠져 있다.
의료기관 등은 일반 건물 기준에 준해 4층 이상이면서 바닥 면적이 1000㎡ 이상인 건물에만 스프링클러를 설치하면 되게 돼 있다. 세종병원은 5층 건물이지만 바닥 면적이 394.78㎡여서 설치 의무가 없다.
병상 숫자에 따라 병원 안전 기준을 다르게 적용하는 현행 규정도 문제다. 100병상 이상의 종합병원에는 실내 내장재로 방염 자재를 써야 한다. 하지만 99병상 이하의 중소병원은 해당되지 않는다. 세종병원은 95개 병상이었다. 이번 화재 당시 불에 잘 타는 건축 내장재와 매트리스에서 발생한 유독가스에 질식돼 많은 환자가 숨졌다.
이처럼 정부와 국회가 꼼꼼히 현실을 챙기고 손질해야 할 사안들이 수두룩하게 쌓이고 있다. 밀양 같은 중소도시는 고령화가 심각하게 진행되면서 지방 병원에 고령 환자들이 몰려들고 있다. 전국에 세종병원 같은 규모의 중소병원도 1400곳이 넘는다. 안전 사각지대를 방치하면 언제 어디서 '제2의 밀양 참사'가 터질지 모른다.
그동안 재난이나 대형 사고가 터질 때마다 대증요법식 땜질 처방만 해왔다. 이번에야말로 종합적인 재난 대책을 만들어야 한다. 시간이 걸리더라도 '급한 불 끄기'가 아니라 장기적이고 구조적인 안전 대책을 내놔야 한다. 정부는 물론이고 여야가 함께 머리를 맞대야 한다.
