North Korean leader Kim Jong-un’s younger sister Kim Yo-jong, first vice-director of the Central Committee within the ruling Workers’ Party, will visit South Korea on Friday as part of a high-level delegation for the PyeongChang Winter Olympics, Pyongyang informed Seoul Wednesday afternoon.

김정은 북한 노동당 위원장의 친동생인 김여정 노동당 중앙위 제1부부장이 평창 동계올림픽 개막식에 고위급 대표단으로 금요일 방남한다고 북한정부가 남한정부에 수요일 오후 통보했다.

남한정부는 김여정을 북한정권에서 김정은과 가장 가까운 사람으로 여기고 있어 김여정의 방남을 남북관계 개선 가능성에 청신호가 켜진 것으로 보고 있다.
A South Korean government official said chances were high that Kim might carry a message from her brother, which would be the closest thing to a one-on-one discussion between South Korean President Moon Jae-in and Kim Jong-un.
남한 정부 관계자는 김여정이 오빠의 메시지를 가지고 올 가능성이 높으며 그렇게 되면 남한 대통령 문재인과 북한 지도자 김정은 사이에 일대일 회담에 가장 근접한 것이 될 것이라고 말했다.
A Blue House official said on background that having Kim Yo-jong in the delegation would enable Seoul to hold “much deeper discussions” with North Korean officials, but that it “won’t be easy” to talk about North Korea’s denuclearization at the start.

청와대 관계자는 배경 설명에서 김여정이 대표단으로 온다면 남한정부는 북한정부와 훨씬 깊이 있는 얘기를 나눌 수 있게 되지만, 처음에는 비핵화 문제를 꺼내기는 쉽지 않을 것이라고 말했다.
But Kim Yo-jong’s visit could become an issue between Seoul and Washington. In January 2017, the U.S. government added her to its economic sanctions list, saying she was linked with the regime’s human rights abuses and censorship. The South’s Foreign Ministry at that time said it “welcomed” the move.

그러나 김여정의 방남은 한미간 외교적 문제를 제기할 수 있다. 김여정이 북한정권의 인권유린과 검열에 관련돼 있다는 이유로 2017년 1월 미국정부는 김여정을 경제제제 대상에 올렸다. 당시 남한 외교부는 이 조치를 환영했다.
On Wednesday, a local government official said Seoul was discussing her visit to the South with Washington. The younger Kim will be part of a 23-member high-level delegation led by Kim Yong-nam, president of the Presidium of the Supreme People’s Assembly, North Korea’s rubber-stamp legislature, and technically head of state.

남한 정부 관계자는 수요일에 남한 정부가 미국 정부와 김여정의 방문에 관해 상의하고 있다고 말했었다. 김영남 최고인민회의 상임위원장이 이끄는 고위급 대표단 23명에 김여정이 포함될 것이다. 최고인민회의는 북한의 거수기 입법기관이고 김영남은 형식적인 국가수반이다.
