As a presidential candidate in 2016, Moon Jae-in unhesitatingly chose North Korea over the United States as his first destination if elected. Moon showed a prudent reaction to the proposal for a summit in Pyongyang from Kim Yo-jong, North Korean leader Kim Jong-un’s sister, who visited South Korea to deliver a letter from her brother at the PyeongChang Winter Olympics. Moon toned down his desire for a summit. “Let’s create the environment for a summit,” he said.

That reminds us of Moon’s New Year’s address, in which he welcomed a summit to improve inter-Korean relations and resolve the North Korean nuclear issue, but with three strings attached: that he would not accept a summit for a summit’s sake; conditions should be met first; and a summit must produce some tangible results.

This time, a summit must achieve the goal of denuclearization. In that sense, what is more important for the Moon administration is sending an envoy to Washington, not Pyongyang. Moon had a 160-minute conversation Saturday with Kim and her company in the Blue House. He must share with our ally what was discussed in the meeting.

Our diplomacy with the United States does not seem to follow the remarkable pace of inter-Korean contacts. Washington harbors strong suspicions about the Moon administration being dragged into North Korea’s peace offensives. But our government is overly complacent. No administration official accompanied U.S. Vice Presient Mike Pence when he visited the headquarters of the Second Fleet of our Navy.
At a time when the United States is very sensitive about our government’s rapprochement with the recalcitrant state, our unification ministry is preparing to send $8 million in humanitarian aid to North Korea.

Without progress in Washington-Pyongyang relations, inter-Korean summits cannot achieve much. The first summit in 2000 was preceded by the adoption of the Perry Process, which stipulated the North’s suspension of missile tests, U.S. lifting of sanctions and the North’s stopping of nuclear and missile development. Our second summit in 2007 was also possible after an earlier agreement between Washington and Pyongyang to supply 1 million tons in diesel in return for the North’s closure of nuclear facilities. Sufficient communication with Washington is a precondition for a successful summit between Moon and Kim.

남북 관계만 앞서 나가면 정상회담 어려워
견고한 한·미 동맹으로 북·미 대화 견인해야
문재인 대통령은 대선 주자 시절인 2016년 중앙일보 대담에서 “대통령이 되면 미국과 북한 중 어디를 먼저 갈 것인가”라는 질문에 “주저 없이 말한다”면서 북한을 꼽았다. 이런 문 대통령이 김정은 북한 노동당 위원장의 평양행 초청장을 받고도 신중한 태도를 보였다. 초청장을 내민 김여정 당 중앙위 제1부부장에게 “여건을 만들어 성사시키자”고만 했다. 듣기엔 긍정적으로 들리지만 확답이 아닌 건 분명하다.
이런 대응은 지난달 10일 신년기자회견 발언을 연상시킨다. 당시 문 대통령은 “남북관계 개선과 북핵 문제에 필요하다면 정상회담을 비롯해 어떤 만남도 열어두고 있다”고 말했다. 그러면서도 “회담을 위한 회담이 목표일 수는 없다” “여건이 조성돼야 한다” “어느 정도의 성과가 담보돼야 한다”는 세 가지 조건을 제시했다. 이번 평양행 초청에 대한 문 대통령의 응답은 세 가지 조건 중 두 번째 조건과 표현이나 맥락이 같은 신중한 것이었다.
우리는 한반도 위기는 대화로 풀어야 한다는 대원칙 아래 남북 정상회담이 성사되길 기대한다. 다만 문 대통령도 밝힌 대로 회담을 위한 회담이어선 안 되고, 성과가 담보되는 회담이어야 하며, 그 성과는 비핵화여야 한다. 성과 있는 정상회담을 위해선 대북특사보다 오히려 ‘대미특사’가 더욱 시급해 보인다. 문 대통령은 청와대에서 김정은 특사 성격의 김여정 부부장 일행과 2시간40분간 대화했다. 그 자리에서 나온 유의미한 속얘기를 동맹국과 나누며 서로 목표를 공유하는 것은 당연한 과정이다.
또한 지금 남북관계의 변화 속도를 기존의 한·미 외교채널이 따라가지 못하고 있다. 미국은 북한의 평화 공세가 군사옵션을 막거나 대북제재 완화를 위한 전술이며, 북한은 실제로 변할 생각이 없는데 문재인 정부가 말려들고 있다는 의구심을 느끼고 있다. 이에 비해 미국을 대하는 정부의 태도는 안일해 보인다. 펜스 부통령이 2함대 사령부를 방문했을 때 동행한 정부의 고위급 인사가 한 명도 없었다는 것이 대표적 사례다. 한국 정부는 백악관이 빅터 차 주한 미대사 후보를 낙마시켰을 때도 까맣게 몰랐다.
이런 불통 속에 통일부는 이달 안에 대북 인도적 지원금 800만 달러(86억여원)를 집행할 움직임이다. 지금 미국은 어느 때보다 예민해져 있는 상황이다. 정의용(안보실장)-맥매스터(국가안보보좌관) 라인의 통상적인 통화 정도로는 한·미 간 소통이 충분하다고 하기 어렵다.
북·미 관계의 진전, 또는 굳건한 한·미 동맹 없이 남북관계만 달려나가선 정상회담이 열려도 실효가 없거나 아예 회담 자체가 열리지 못할 수 있다. 역사적으로도 북한의 미사일 발사 중지→미국의 대북제재 해제→북한의 핵과 미사일 개발 중단 등을 단계적으로 제시한 1999년 9월의 ‘페리 프로세스’ 이후 2000년 6월 남북 정상회담이 가능했다. 또 2007년 6자회담에서 북한의 핵시설 폐쇄와 중유 100만t 지원 등을 골자로 한 2ㆍ13 합의가 있었기에 제2차 남북 정상회담이 열릴 수 있었다. 그런 점에서 미국과의 충분한 소통이야말로 남북 정상회담을 성사시키기 위한 첫 번째 ‘여건’이라 할 수 있다.
