Time for dialogue (kor)

The senior adviser and daughter of the U.S. president, Ivanka Trump, is expected to visit South Korea for Sunday’s closing ceremony of the PyeongChang Winter Olympics. The Unification Ministry also expects a senior North Korean delegation to attend the closing ceremony if Ivanka is there. The PyeongChang Olympics could attract international political attention once again with the possibility of U.S. and North Korean officials sitting under one roof.

President Moon Jae-in said it is premature to talk about an inter-Korean summit at the moment, likening the situation to “asking for hot water from a well.” He suggested that the two Koreas cannot meet unless Washington and Pyongyang get closer to a dialogue first.

He said he expected the mood between the two Koreas could lead to talks between the United States and the North regarding denuclearization.

There is the growing consensus that dialogue is necessary between the United States and North Korea, he said. In an interview with CBS News, U.S. Secretary of State Rex Tillerson also said that he was “listening” for Pyongyang to tell that it is ready for talks.

North Korean leader Kim Jong-un sent his sister Kim Yo-jong to South Korea as a special envoy during the PyeongChang Games and formally proposed an inter-Korean summit. If he is really sincere, he also should send signals to Washington for dialogue.

North Korea could break the ice by sending home the Korean-Americans detained in Pyongyang, including Kim Dong-chul, who was sentenced to 10 years in prison on spying charges.

Pyongyang will not go anywhere if it keeps up its saber-rattling and hard talk. In an opinion article published in the state-run newspaper Rodong Sinmun, Pyongyang said that it was not “thirsty” for talks with the United States, and that time was on its side.

It is only inviting harsher sanctions and tougher lives with such a belligerent attitude. Instead of waging a war of nerves with Washington, Pyongyang should stop circling the well and instead go to the right place to get hot water.

문재인 대통령은 어제 남북 정상회담과 관련해 ‘우물가에서 숭늉 찾는 격’이라고 속도조절론을 제기했다. 정상회담의 선행조건인 북·미 대화를 강조하는 데 방점이 찍힌 발언이었다.
문 대통령은 “지금 이뤄지고 있는 남북 대화가 미국과 북한과의 비핵화 대화로 이어지기를 기다리고 있다”며 '북·미 대화=비핵화 대화'임을 분명히 했다.
그런 뒤 “미·북 간에도 대화가 필요하다는 공감대가 조금씩 높아지고 있다”고 했다. 하지만 기대와 현실은 아직 차이가 있다.
렉스 틸러슨 미 국무장관은 17일(현지시간) 방송 인터뷰에서 “북한이 대화할 준비가 돼 있다고 말하기를 귀 기울이고 있다”고 했으나 아직 북한의 호응이 없다.
여동생 김여정을 평창에 내려보내 남북 정상회담을 제안하며 우물가에서 숭늉 찾자고 한 쪽은 김정은 북한 노동당 위원장이다. 정말로 정상회담을 할 의사가 있다면 이젠 북한이 미국과의 대화에 전향적 신호를 보내야 한다. 북한이 억류하고 있는 김동철 목사 등 한국계 미국인 3명을 송환하는 것도 북·미 대화를 여는 데 하나의 방법일 것이다. 그렇지 않고 “가질 것은 다 가진 우리는 미국과의 대화에 목말라하지 않으며, 시간이 갈수록 바빠날 것은 미국”(17일 노동신문)이라는 식의 허풍 섞인 대응으로 일관한다면 현재의 대북제재를 더욱 치명적인 것으로 만들 뿐이다. 지금은 미국과 신경전을 벌일 때가 아니다. 북한이 먼저 우물가에서 벗어나야 숭늉을 구할 수 있다.
