Seoul works to preserve the present

One of the biggest controversies that comeup when talking about reconstructing old apartment complexes is whether to leave any of the old buildings still standing. The Seoul Metropolitan Government now recommends that one building of an apartment complex remain on the premises if it has potential to be a historic site in the future.

The idea to leave one building standing started in June 2012 when the city government announced its plan to manage tangible and intangible assets that have been built relatively recently and could later become important. The plan is different from the government’s rules for officially designated cultural assets, which not only requires structures to keep their shapes and content, but also restricts them from being renovated or partially reconstructed. These so-called future assets give owners more autonomy to decide what to do with their buildings. Therefore, if the owner doesn’t agree, the particular asset will not be designated a future asset by the city.

The Jamsil Jugong 5-Danji apartment complex in Songpa District, southern Seoul, which will be transformed into a complex with multiple 50-story buildings by the Han River, is one apartment complex that has decided not to destroy every building when it undergoes reconstruction. One out of the current 30 buildings will remain, after discussions between the city government and a group representing the residents. The city government plans to remodel the building and use it as a cultural facility.

The government’s city planning committee, which is in charge of approving the reconstruction of older buildings, recommended preserving the structure because the particular apartment is the first in the city to adopt a central heating system. The city government first recommended leaving one building and a chimney located in the center of the complex. However, the residents group worried that the large chimney may become a problem when construction crews started building an underground parking space. So the city government offered a larger floor area ratio, allowing the apartment complex to be built higher, and the two groups settled on just simply leaving one building standing.

However, in the process, there was a lack of effort in making sure to represent the voices of all of the residents. The group agreed to expedite the reconstruction, but residents who learned more details about the city’s plans after the fact disagreed with the idea of having an outdated building inside of the renovated complex.

“The building won’t stay the same but will be renovated to create more harmony with the new apartment complex,” said Kim Yeong-jun, an executive in the city government. “We will find a proper way to add modern functions to this building so that it can be a public facility with traces of history.”

The city government takes this approach as it is impossible for it to get signatures from each of the thousands of unit owners to add apartment complexes to its list of future assets.

The preliminary list of items that the city government has its eyes on to add as future assets includes the Chungjeong Apartment, which was built in the 1930s and is known as the oldest apartment complex in Korea, as well as the Banpo Apartment, which has kept many characters that were common in residential units in 1970s. Some other apartment complexes in Seocho and Gangnam Districts, in southern Seoul, have decided to leave one building standing after renovations as well.

While the idea of future assets may seem new to some, there is one apartment complex that has kept a remnant of its older building in the city. Okin Sibeom Apartment was built in 1971 by the Suseong-dong valley near Mount Inwang in Jongno District, central Seoul. The apartment, which housed individuals in 308 units across nine different buildings, was demolished in 2011 as part of an attempt to revive the area. When the demolition was being planned, residents around the area suggested to the district office that part of the apartment complex should be preserved. Independent curator Choi Jae-won, who argued for the idea, said that the residents nearby united together when there was only one building left. Although parts of the building still remain, it has lost some of its original shape.

“It is regrettable that it looks so deserted, but the remnants for the residents are a precious memory that connects the past to the future,” said Choi.

Experts now say that the concept of cultural heritage is rapidly changing, so buildings won’t be reconstructed to only show what they used to be at a certain period of time, but to show how the area has changed over time. The idea of preserving original buildings in large apartment complexes is part of a larger global trend. Japan has done something similar, reconstructing the Dojunkai Aoyama apartment complex into the Omotesando Hills shopping in Tokyo, as the apartment building used to house people who lost their homes after the 1923 Kanto earthquake.

“Instead of just leaving a building that’s convenient, we need to open discussions to talk about the different meanings these apartment complexes carry, and what should be kept,” said architecture professor Park Cheol-su of Seoul City College.

Architecture Prof. Jeon Bong-hee of Seoul National University said that this attempt to preserve what is currently standing is important as the city has traditionally focused more on maintaining elements of the Joseon Dynasty (1392-1910).

“If we don’t leave traces of our lives now, the future of Seoul will leave northern Seoul with only traces of the Joseon Dynasty, and southern Seoul only with new buildings, and nothing else,” he said. “We need to make a better record of our modern assets, at least from now on.”

강남 재건축 ‘한 동 남기기’ 논란


요즘 아파트 재건축 시장에 불쑥 떠오른 이슈가 ‘한 동 남기기’다. 서울시가 “미래 유산으로서 가치가 있는 아파트는 재건축시 한 동 남길 것”을 ‘권고’하고 나선 것이다.

한 동은 왜 남기는 것이며, 어떻게 가능한 걸까. 한 동을 남기기로 시와 조합이 합의했는데도 왜 주민들 사이에서 “사유 재산 침해”라는 반발과 잡음이 끊이지 않는 걸까. 서울시가 추진하는 미래유산 보존 사업과 재건축 시 건물도 기부채납할 수 있게 개정된 법, 그리고 빠르게 진행되는 재건축 사업에서 쏙 빠진 공론화 과정과 대안을 짚어보았다.


‘한강변 첫 50층 재건축’이라는 기록을 세운 서울 잠실주공5단지. 6401가구의 새 보금자리가 될 이 단지의 경우 결국 기존 30개 동 중 한 개 동을 남기기로 했다. 재건축 인·허가 심의를 맡고 있는 서울시 도시계획위원회가 “중앙난방 시스템을 도입한 최초의 아파트라는 의미가 있다”며 한 동을 남길 것을 권고했기 때문이다. 처음에는 아파트 한 동과 굴뚝을 남기라고 했으나, 조합 측은 단지 중앙에 있는 대형 굴뚝을 남길 경우 지하주차장 건설에 문제가 생길 것을 우려했다. 그래서 한강변 잠실대교에 가장 인접한 523동만 남게 됐다. 서울시 관계자는 “주민들이 제안한 의견을 받아들여 진행하기로 했다”고 밝혔다.


잠실주공5단지 30개 동 중 523동만 남기기로

‘523동’이 ‘한 동 남기기’의 첫 사례는 아니다. 택지개발 촉진법의 도입으로 1980년대 지어진 저층 아파트인 개포주공 1·4단지와 처음으로 한강 남쪽에 건설된 대단지 아파트인 반포주공1단지 역시 재건축 과정에서 수년 전 비슷한 권고·제안·승인 과정을 거쳐, 각각 한 동씩 남기기로 했다.

아파트 한 동 남기기의 시작점은 2012년 6월 서울시가 발표한 ‘근현대 유산의 미래유산화 기본구상’이다. 문화재급은 아니더라도, 비교적 근래에 만들어진 유·무형의 자산을 미래유산으로 관리하겠다는 제도다. 지원과 제약을 동시에 받는 문화재와 달리, 미래유산은 선정되더라도 자발적 보존을 원칙으로 한다. 즉 소유자가 동의하지 않으면 미래유산으로 선정되지 않는다.

서울시의 미래유산 예비목록에는 아파트도 포함돼 있었다. 일제강점기인 1930년에 건설돼 국내에서 가장 오래된 아파트로 알려진 ‘충정아파트’, 1970년대 서울 시민의 주거환경을 살필 수 있는 ‘반포아파트’ 등이다. 하지만 현재까지 지정된 451개의 미래유산 중 아파트는 한군데도 없다. 서울시 측은 “집합 건물의 특성상 소유자의 동의를 모두 받을 수 없었기 때문”이라고 설명했다.


시가 직접 아파트를 매입해 미래 유산으로 남기자니 비용 부담이 컸다. 그래서 꺼내든 카드가 재건축 아파트를 대상으로 하는 ‘기부채납(공공기여)’이다. 기부채납은 용적률을 상향시켜 재건축 사업성을 높여주는 대신, 공원·도로 등 공공부지로 이익분을 돌려받겠다는 제도다. 2011년 국토의 계획 및 이용에 관한 법률이 개정되면서 기부채납을 부지로만 받던 것에서 건축물·현금으로까지 받을 수 있게 됐다. 따라서 “용적률 인센티브를 주는 만큼 사유재산 침해는 아니다”는 게 시의 입장이다.

하지만 이 과정에서 미래유산의 추진 배경에 입각한 ‘시민의 이해와 참여’는 부족했다. 건축 승인을 빨리 받으려는 조합측이 남길 동을 서둘러 제안해 승인을 받았으나, 주민들은 뒤늦게 “흉물을 왜 남겨야 하느냐”며 반발하고 있는 것이다.

서울시에 따르면 잠실주공5단지 523동의 경우 중앙난방 시절의 모습으로 일부 리모델링하고, 문화시설로 사용할 계획이다. 또 15층 높이지만, 4층까지만 남긴다. 재건축 시 523동이 공원부지에 속하게 되어 도시공원법상 4층을 초과할 수 없기 때문이다. 반포주공1단지 108동의 경우 연탄 아궁이를 살린 주거역사박물관이 된다.

이에 대해 잠실주공5단지의 한 주민은 “15층 아파트를 4층까지 자르고 재단장하기 위해 돈이 얼마나 많이 들겠느냐”며 “남기기 위해 드는 비용이 새로 짓는 것보다 더 드는 것이 문제”라고 반발했다.

서울의 건축 프로젝트에 대해 종합적인 자문과 조언을 하는 김영준 서울시 총괄 건축가는 “이전 그대로 남겨두는 것이 아니라, 리노베이션을 해서 새로 들어설 아파트와 조화를 이루게 할 것”이라며 “옛 흔적을 남기며 공공시설로서 필요한 새 기능도 추가하는 적절한 방법을 찾겠다”고 말했다.

기억 보존한 도쿄 ‘오모테산도 힐즈’


아파트 한 동을 남긴 사례는 해외에도 있다. 일본 도쿄의 쇼핑몰 ‘오모테산도 힐즈’다. 전신은 1923년 관동대지진 당시 이재민을 위해 건설되었던 도준카이 아오야마(同潤會靑山) 아파트였다. 일본 최초의 철근 콘크리트 집합주택으로 대지진에도 끄떡없었다. 세월이 지나 아파트들이 재건축을 위해 철거되면서 문화재 논란이 시작됐다.

그중 오모테산도에 있는 아파트 재건축 프로젝트를 맡은 건축가 안도 타다오는 “아파트가 만들었던 풍경, 도시의 기억을 잇겠다”며 한 동을 남기고, 새로 짓는 건물의 층수를 제한(지상 6층, 지하 6층)했다. 아파트 앞에 있는 오래된 가로수의 높이 이상으로 건물을 짓지 않기 위해서였다. 남은 건물에는 6개의 세대가 있는데, 옛날 모습을 재현한 공간, 임대 갤러리 등으로 쓰고 있다.

서울 인왕산 수성동(水聲洞) 계곡에 가면 바위 아래 폐허 같은 흔적을 볼 수 있다. 한때 집의 벽체였던 것으로 추정된다. 시멘트 벽 아랫부분의 전기 플러그, 유리창은 다 깨지고 남은 창틀 등이 남겨졌다. 바위와 소나무가 어우러진 계곡의 풍광과 도무지 어울리지 않는 이 폐허의 과거는 옥인시범아파트였다.

한국전쟁 후 재건의 역사 속에 시민(시범)아파트가 있다. 1950~60년대 서울의 인구 수가 급증하면서 무허가 건물이 넘쳐나게 된다. 당시 김현옥 서울시장은 박정희 대통령의 지시로 판잣집을 철거하면서 시민아파트를 곳곳에 짓는다. 옥인시범아파트도 그중 하나였다. 수성동 계곡 바로 옆, 인왕산 자락을 타고 9개동(308세대)이 71년 지어졌다. 누군가의 삶터로, 이 기이한 장소에서 수십 년을 버텨온 옥인시범아파트는 수성동 계곡 살리기의 일환으로 2011년 철거됐다.

철거 진행 당시, 서촌 일대 주민들은 “옥인아파트의 일부를 보존해 기억을 이어가자”고 종로구청에 제안했다. 제안에 앞장섰던 최재원 독립큐레이터는 “전부 철거되고 7동 한 동이 남아 있을 때 상실감을 토로하던 주민들이 ‘흔적을 조금이라도 남기자’고 한목소리를 내기 시작했다”며 “마구잡이 개발시대의 산물이긴 했지만 누군가에게는 고향이었고, 소중한 집이었던 기억을 일부라도 남기기 위함이었다”고 설명했다. 그렇게해서 7동의 벽체 일부가 남게 됐다. 서울에서 아파트가 철거된 후 흔적을 남긴 첫 사례다.

최 큐레이터는 “(온전한 형태로 보존하지 못해) 폐허처럼 보이는 것이 아쉽지만, 주민들에게는 과거와 현재를 잇는 소중한 기억”이라고 전했다

이처럼 도시의 기억을 보존하려는 움직임은 세계적인 트렌드다. 전문가들은 유네스코가 추구하는 문화재의 개념이 조금씩 바뀌고 있는 데 주목하고 있다. 특정시대를 콕 집어 복원하는 것이 아니라, 한 도시가 가진 역사의 적층을 그대로 볼 수 있도록 보존하는 것에 방점을 두고 있다는 것이다. ‘아파트 한 동 남기기’도 이런 트렌드와 맞닿아 있다. 박철수 서울시립대 교수(건축학부)는 “행정편의적으로 한 동을 남기는 것이 아니라, 아파트 단지가 갖고 있는 여러 의미를 발굴하고 기록하는 작업을 선행해서 무엇을 남기고 남기지 말지, 어떻게 남길지 논의의 지평을 열어야 한다”고 강조했다. 서울대 전봉희 교수(건축학과)의 설명도 울림이 있다.

“우리가 살아온 자취를 지금이라도, 고루 남기지 않으면 미래 서울의 모습이 어떻게 되겠는가. 강북 도심은 조선시대의 서울이 되고, 강남은 매년 새롭기만 할 것이다. 기형적이다. 문화재 개념이 1960년대 처음 도입됐을 때 반세기 전 조선 시대를 타깃으로 잡았었다. 지금으로부터 50년 전을 생각하면 60~70년대다. 이제부터라도 근·현대 유산에 대한 기록을 해나가야 한다.”
