Let officials off the hook (kor)

Its like déjà vu all over again — the incumbent government undoes or corrects major policies of the previous administration. An internal investigation team at the Education Ministry accused the aides of former President Park Geun-hye of having meddled in the government-administered rewriting of high school history textbooks.

The team claimed that the Education Ministry has violated laws to follow the orders of the Blue House and filed prosecutorial charges against former presidential and Education Ministry officials. A separate team in charge of reforming labor and employment administration at the Ministry of Employment and Labor also claimed that presidential aides were involved in the changes to the labor and hiring regulations and requested punishment.

Public officials should be punished if they create irregularities in policymaking. Education Ministry officials have been gutless in taking up orders from the Blue House in administrating school textbooks. But whether it is history books or labor regulations, it is wrong to dump accountability on officials for the policies of the past administration. The bureaucratic community could turn lethargic if public officials become responsible for following orders every time a new governing power comes in.

The incumbent Moon Jae-in administration has also not been fair in administering textbooks. For instance, it ordered the inclusion of the candlelight vigil protest that helped oust former President Park Geun-hye and put Moon in office in elementary school textbooks without justification.

It also stoked controversy by tweaking the wording of “establishment of the Republic of Korea” as the “founding of the government of the Republic of Korea” in high school history textbooks.

Should the public officials, who were involved in the changes in the textbooks, face punishment under the next government?
To end the poor tradition and ideological influences, the work of writing the history textbooks should be left to a neutral civilians and academic groups.

어제 정부세종·서울청사에선 정권이 바뀔 때마다 되풀이되는 전 정부 정책에 대한 진상조사와 책임 지우기라는 데자뷔가 동시에 벌어졌다. 박근혜 정부가 추진한 국정 역사교과서와 노동개혁 컨트롤타워를 두고서다. 교육부 ‘역사교과서 국정화 진상조사위원회’는 박근혜 청와대가 국정화를 결정한 뒤 교과서 편찬과 내용 수정까지 개입했고 교육부는 위법·편법을 저지르며 청와대 지시를 따랐다고 발표했다. 그러면서 청와대·교육부 관련자 25명을 수사 의뢰하도록 했다. 고용노동부 고용노동행정개혁위원회는 박근혜 정부가 쉬운 해고와 취업규칙 변경 완화 등의 노동 정책을 추진하는 과정에서 비선 조직인 ‘노동시장개혁 상황실’을 운영했다며 청와대 관련자들을 처벌하라고 요구했다.
공무원이 정책 추진 과정에서 위법·불법 행위를 저질렀다면 징계를 받는 건 당연한 일이다. 역사교과서 국정화를 밀어붙이는 청와대 지시에 순응한 교육부 공무원들이 ‘영혼이 없다’는 비난을 듣는 것도 사실이다. 하지만 국정교과서든 ‘노동자를 옥죄는’ 노동개혁이든 전 정부 정책의 방향이나 타당성을 놓고 정치적 책임 추궁을 하는 것은 다른 문제다. 자칫 특정 정책에 관여했다는 이유만으로 적폐로 몰고 책임을 묻는 일이 반복되면 공직 사회의 복지부동은 불 보듯 뻔하다.
국정 역사교과서 단죄에 나선 문재인 정부도 입맛대로 교과서를 만드는 데는 오십보백보다. 초등학교 교과서에 촛불집회 관련 내용을 넣는가 하면 ‘대한민국 수립’을 ‘대한민국 정부 수립’으로 고쳐 논란을 일으켰다. 여기에 관여한 공무원들도 정권이 교체될 경우 징계를 받아야 하는가. 이런 악순환의 고리를 끊고 역사 교육을 바로 세우려면 제대로 된 역사교과서를 만드는 게 급선무다. 역사교과서 국정화 논란도 검정 교과서의 이념 편향이 자초한 것이지 않은가. 시민사회와 학계, 교육계가 참여하는 중립적인 역사교육위원회를 설치해 공론화를 통한 역사교과서 제작을 맡겨야 한다.
