미세먼지는 어느 새부턴가 일상을 바꿔놨다. 외출하기 전에 날씨만큼이나 미세먼지 수치를 확인하는 사람이 많아졌다. 자녀를 둔 부모라면 특히 그렇다. 미세먼지가 ‘나쁨’인 날에는 놀이터에서 뛰노는 아이를 찾아볼 수 없다.



27일부터는 미세먼지 영향이 더 커질 것으로 보인다. 환경부가 초미세먼지(PM2.5) 환경기준을 미국·일본 수준으로 강화하기 때문이다. 지금까지 ‘보통’ 기준은 m³당 50μg(마이크로그램) 이하였지만 앞으로는 35μg 이하로 바뀐다. 특별히 주의할 필요가 없었던 ‘보통’이었던 날이 마스크를 써야 하는 ‘나쁨’이 되는 것이다. 올해 초부터 지난 20일까지 서울의 초미세먼지 농도가 ‘나쁨’이었던 날은 9일이었지만, 바뀐 기준을 적용하면 25일로 늘어난다. 사흘 중 하루꼴이다.

당장 현장에서는 혼란이 불가피하다. 초중고 학생들이 실외 체육활동을 할 수 없는 날이 지난해 기준 12일에서 57일로 5배 가까이 늘어난다. 혼란을 막는 가장 빠른 방법은 기준에 맞게 미세먼지 수치를 낮추는 것이다. 하지만 환경부 발표엔 정작 어떻게 이 기준을 지킬 것인지에 대한 대책은 빠져 있다.



정부는 지난해 9월 미세먼지 국내 배출량을 2022년까지 30% 줄이는 것을 목표로 하는 종합 대책을 발표했다. 이를 100% 달성하더라도 연평균 환경기준치(15㎍/㎥)에 못 미친다. 국회 역시 제 역할을 못 하는 건 마찬가지다. 민간 차량 강제 2부제를 도입하거나 석탄화력발전량을 제한하는 법안 등 국회에 계류 중인 미세먼지 관련 법안은 총 49건. 올해 들어 통과된 것은 단 하나도 없다.

헌법 35조에서는 “모든 국민은 건강하고 쾌적한 환경에서 생활할 권리를 가지며, 국가와 국민은 환경보전을 위하여 노력하여야 한다”며 환경권을 규정하고 있다. 그러나 현행 환경정책기본법은 환경기준을 “국가가 달성하고 유지하는 것이 '바람직한' 환경상의 조건” 정도로 정의한다. 또 환경기준을 초과한 날이 연간 4일을 넘어서는 안 되도록 명문화돼 있지만, 이를 강제하는 수단은 없다. 김용표 이화여대 환경공학과 교수는 “미국에서는 미세먼지 기준을 어떻게 달성할 것인지에 대한 실행계획을 주(州)정부가 내놓고, 여기에 예산까지 연계할 정도로 강제성을 띠고 있다는 점에서 한국과 다르다”고 지적했다.

실현 가능하고 구체적인 방안이 없다면 새 환경기준은 단순히 선언적인 수치에 그칠 공산이 크다. 미세먼지 ‘나쁨’인 날에 익숙해져야 하는 우울한 상황을 우리는 마냥 기다려야만 하는가.
