Kim Ki-sik, the new head of the Financial Supervisory Service (FSS), is under pressure to resign on questions about improprieties he committed as a lawmaker from the opposition. He made overseas trips sponsored by financial institutes that fall under the oversight jurisdiction of a parliamentary committee where he was a senior member. He led the opposition’s campaign to cut the annual budget of Korea Institute for International Economic Policy (KIEP), but upon returning from a 10-day trip paid by the state think tank, he supported the KIEP’s plan to open an office in Europe. He explained that he only voiced his opinion on a disputed issue as head of the subcommittee.

Nevertheless, his opinions coincidentally differed too greatly before and after he went on free oversea trip. In May 2015, he went on a trip to Chongqing, China, at the expense of Woori Bank. After a brief showing at an opening ceremony, he spent the remainder of the stay sightseeing.

He took an intern on the KIEP-paid trip to the United States and Europe. He claimed the intern was well-learned with master’s degree and qualified to assist him on the trip. The intern was eventually promoted to a full-time secretary after the trip, raising suspicions about the fairness in the hiring. The snowballing revelation seriously challenges the new FSS in the role of probing hiring irregularities in financial institutions and upholding ethical integrity in oversight.

The Blue House said it had examined all the allegations about Kim and concluded that the business trips had been part of public duties. The presidential office, which has been stern on wrongdoings of the past administrations, is overly generous with the new faces it recruits. There had been expectations that the FSS could better push ahead with much-needed reforms in the financial sector under a civil activist-turned-politician. As a lawmaker, Kim had been an outspoken critic of public officials’ going on business trips sponsored by the private sector. He also played a key role in passing the antigraft Kim Young-ran law in 2015.

The Blue House said his wrongdoings are not serious enough to cost him his job. But his title is the head of the government’s financial watchdog. The presidential office will be accused of bearing double standards if it keeps a blurry position. The opposition shares the same stance that Kim is unfit for the job. Kim should resign and ask for the prosecution’s probe to clear his name.

김기식 금융감독원장과 관련된 의혹과 논란이 점입가경이다. 19대 국회의원 시절 김 원장이 피감기관의 돈으로 출장을 다녀온 것만 해도 3차례나 된다. 출장 전후의 행적 역시 의문이다. 대외경제정책연구원(KIEP) 출장 6개월 전에는 해당 기관의 예산 4억여원의 삭감을 주도했으나, 출장 5개월 뒤 국회 정무위 예산안 심사 때는 ‘부대 의견’이라는 형식으로 KIEP의 숙원 사업인 유럽사무소 설립 계획을 거들었다. “찬반이 갈리는 문제에 대해 소위 위원장으로서 절충안을 제시한 것뿐”이라는 설명에도 불구하고, 하필이면 출장을 전후로 태도가 달라졌다는 것이 석연찮다. 2015년 5월 우리은행 출장에서는 초청자의 편의 제공으로 충칭(重慶) 시내 관광을 한 사실이 드러나 업무 관련 출장이라는 주장이 무색해졌다.
KIEP 출장에 동행한 ‘정책 비서’가 실제로는 인턴이었다는 것도 의혹이다. 김 원장은 “해당 비서가 석사학위가 있는 등 전문성이 인정돼 정책업무 보좌를 맡겼다”고 설명했다. 하지만 ‘업무 관련 출장’에 실무 경험이 거의 없는 인턴을 동행한 것은 아무래도 상식을 벗어난다. 더구나 이 인턴이 출장을 다녀온 뒤 초고속 승진을 했다는 대목은 청년층이 민감하게 생각하는 채용·인사 특혜 문제를 떠올리게 한다. 금융권 채용 비리에 칼을 들이대야 할 금감원장이 석연찮은 논란에 휘말려서야 영(令)이 서겠는가.
김 원장을 감싸온 청와대는 어제 “조국 민정수석이 의혹을 파악한 결과, 해외 출장은 모두 공적으로 이뤄졌으며 적법하다는 결론을 얻었다”고 발표했다. 전 정권에 비리에 대해서는 엄격하기 그지없던 청와대가 자기편에 대해서는 한없이 관대하다는 지적이 나오고 있다. 청와대가 시민단체 출신 정치인을 금감원장에 임명하자 전문성 논란도 일었지만 한편에서는 도덕성과 순수성이 금융 개혁의 동력이 될 것이라는 기대도 컸다. 그러나 이런 기대는 점점 실망으로 바뀌고 있다. 김 원장은 국회의원 재직 시절에 금융 공기업 직원이 기업 돈으로 가는 로비성 출장에 대해 날카롭게 질타하곤 했다. 더욱이 2015년 공직자의 금품 수수를 금지하는 김영란법의 국회 통과를 주도한 인물이 김 원장 아닌가.
청와대는 “국민의 눈높이 지적은 겸허하게 받아들이나 해임에 이를 정도로 심각하지 않다”며 이 문제를 정면 돌파할 태세다. 그러나 ‘금융 검찰’의 수장으로 중대한 흠집이 드러난 김 원장이 제대로 된 감독권을 행사할 수 있을지 의문이다. 청와대는 ‘읍참마속’의 심정으로 이 문제를 명쾌하게 정리하지 않으면 ‘내로남불’(내가 하면 로맨스, 남이 하면 불륜)의 이중 잣대라는 비판을 면할 길 없다. 야당은 “해임은 물론 검찰 수사를 받을 일”이라고 나섰고, 여당은 “문재인 정부 흠집내기 공세”라고 맞받았다. 하지만 정의당조차 “(금감원장이라는) 날 선 개혁의 칼을 들어야 하는 입장에서 뚜렷이 드러나는 흠결을 안고 제대로 직무를 수행할 수 있을지 의문”이라며 선을 그었다. 논란이 커지기 전에 김 원장 스스로가 거취를 정리하고 검찰 조사를 자청해 시비를 가리는 것이 정도(正道)다.
