Thorough investigation is needed (kor)

The ruling Democratic Party (DP) has found itself in hot water after partisan party members were accused of trying to influence online opinion through automated software. Some media reports connected DP Rep. Kim Kyoung-soo to the individuals under investigation for using techniques to give “likes” or “sympathy” reactions to negative comments about the government to put the blame on conservatives. The police secured exchanges between the suspects and Kim, but did not investigate further and referred the case to the prosecution. Why the police did not press on with the suspicion is another matter that must be explained.

Kim held a press conference to deny the reports and vowed to take defamation suits against media organizations reporting his name. He said the people under questioning had contacted him to volunteer in Moon Jae-in’s election campaign. However, he fell short of elaborating what kind of conversation he had with them and how specifically they had proposed to contribute to the campaign.

Kim claimed the suspects made “excessive” demands and complained when they were rejected. He did not explain what they were, but “excessive” could mean the actions involved could have been beyond reason or even laws.

For instance, a leading suspect demanded the position of consul general in Osaka in return for their online posts. Kim had been one of the closest aides to former President Roh Moo-hyun and belongs to the inner circle of the Moon Jae-in government. If he is as innocent as he claims, he should thoroughly explain his involvement.

The three arrested suspects have attempted to sway public opinions by using a software program enabling a series of clicks and keyboard strokes on a timed interval to reinforce negative opinions on the Moon Jae-in administration’s engagement towards North Korea during the PyeongChang Winter Olympics. But they turned out to have been avid online campaigners for Moon in the lead-up to the snap presidential election in May. One suspect under the pen name “Dru King” had posted writings defending presidents Roh and Moon for nearly a decade.

The case has been referred to the Seoul Central District Prosecutors’ Office. If the prosecution attempts to close the case as soon as possible, a special counsel team may have to be called upon. To prevent unnecessary noise and controversy, the prosecution must be as thorough with the case as it had been with its probe into the online rigging campaign by the National Intelligence Service.

문재인 대통령 지지 활동을 벌여 온 더불어민주당 당원들의 ‘댓글 조작’ 사건 관련 의혹이 꼬리에 꼬리를 물고 있다. 김경수 의원이 관여했다는 보도가 나오자 본인이 직접 해명했지만 오히려 의구심을 키웠다. 민주당 측은 어제 댓글 조작 사건을 주도한 김모(48)씨가 김 의원에게 일본 오사카 총영사로 임명시켜 달라고 요구했다고 밝혔다. 그가 도대체 문재인 정부를 위해 어떤 일을 했기에 그같은 고위직까지 욕심 낼 수 있었는지 의문이다. 또한 이 사건을 담당한 경찰관들이 김 의원과 김씨 등과 나눈 메신저 대화 기록을 확보하고서도 이에 대한 조사는 시도하지도 않은 채 수사를 끝내고 사건을 검찰로 넘겼음이 드러나기도 했다. 사건의 실체는 물론 경찰의 축소ㆍ은폐 의혹도 규명이 필요한 상황이다.
김 의원은 이틀 전 기자회견에서 “수백 건의 문자를 주고받았다는 보도는 악의적 명예훼손”이라고 주장했다. “문제가 된 인물들이 대선 경선 전에 문재인 후보를 돕겠다고 연락해 왔고, 당시 수많은 지지그룹들이 그런 식으로 돕고 싶다고 연락이 왔다”고 해명했다. 그러면서 피의자들과 어떤 일을 놓고 어떤 이야기를 주고받았는지는 밝히지 않았다. 김 의원은 “(그들이) 인사와 관련한 무리한 요구를 해 왔고, 받아들여지지 않자 상당한 불만을 품었다”고 설명하면서도 오사카 총영사 임명 요구는 말하지 않았다. 이같은 요구를 했다는 것은 그만큼 무리한 일을 했다는 것을 의미할 수도 있다. 노무현 전 대통령의 최측근이었던 김 의원은 문재인 정부의 실세 정치인 중 한 명이다. 그가 진심으로 사건 연루자로 의심받는 게 억울하다면 소상하게 경위를 밝혀야 한다.
구속된 피의자 세 명은 특수 프로그램을 사용해 평창 겨울올림픽과 관련한 정부 비판 기사에 달린 댓글의 ‘좋아요’ 수를 조작했다는 혐의를 받고 있다. 그런데 이들은 지난 대선 때는 온라인상에서 문 대통령 지지 활동을 벌였다. 주범 격인 김씨는 ‘드루킹’이라는 필명으로 10여 년 동안 친 노무현, 친 문재인 성향의 글을 써 왔다. 그는 느릅나무라는 출판사를 운영했는데 책을 낸 적은 없다. 이곳은 댓글 조작 활동의 아지트라는 의심을 받고 있다.
김씨 등이 어디에서 활동비를 조달했는지, 지난 대선 때 댓글 조작은 어느 정도로 진행됐는지, 김 의원 말고도 접촉한 여권 관계자가 더 있는지 등 베일에 가려져 있는 것이 한두 가지가 아니다. 그런데도 서울경찰청은 메신저상의 대화자로 드러난 김 의원에게는 진술조차 받지 않고 수사를 종결했다. 청와대 또는 정권 고위층의 압력 또는 지시가 있었을 수도 있다. 현재 이 사건은 서울중앙지검이 맡고 있다. 검찰이 서둘러 기소하고 대충 덮으려 한다면, 그래서 사건의 실체가 미궁에 빠진다면 특별검사에 의한 수사가 불가피하다. 검찰은 사건의 원점에서부터 다시 수사해야 한다. 국가정보원 댓글 사건 수사 때 드러낸 것만큼의 의지를 보여야 국민이 결과를 믿을 것이다.
